In accordance with the Civil Servants Law and the Provisions on the Recruitment of Civil Servants and other laws and regulations, the Organization Department of the Provincial Party Committee will organize the implementation of the province's 2022 unified examination to recruit first-level chief clerks and civil servants below and other equivalent grade levels (including staff of administrative units with reference to the Civil Servants Law, the same below), and recruit 6449 civil servants for the public examinations of organs at all levels in the province. The relevant matters are hereby announced as follows:

1. Application Requirements

(1) Have the nationality of the People's Republic of China;

(2) Be over 18 years old and under 35 years old (born between March 1, 1986 and March 1, 2004);

(3) Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

(4) Have good political quality and moral conduct;

(5) Have the physical and psychological qualities to perform duties normally. Among them, applying for people's police positions must meet the standards for physical fitness assessment and special standards for physical examination of people's police;

(6) Have a college degree or above recognized by the competent national administrative department for education;

(7) Have the ability to work in line with the requirements of the position.

The second and sixth items listed above are the basic conditions, and if there is any inconsistency with the qualifications of the post, the specific conditions specified in the post shall prevail.

Those marked with "ad hoc posts" in the job list are specially for seven categories of personnel, including college student village officials, college students volunteering to serve the western region plan, special post teachers, rural grassroots talent team revitalization plan, "three branches and one support" personnel, township and town organs and undertaking establishment personnel who have served for five years, and retired college student soldiers who have served for five years. Retired soldiers applying for special posts shall not enjoy the <退役士兵安置条例>preferential policy of extra points stipulated in the "Shaanxi Provincial Implementation Measures".

Active military personnel, non-2022 fresh graduates who are currently studying, incumbent civil servants and staff of administrative organs (units) with reference to the Civil Service Law cannot apply for the examination.

Persons who have received criminal punishment for a crime, persons who have been expelled from the Communist Party of China, persons who have been dismissed from public office, persons who have been listed as targets of joint disciplinary action for untrustworthiness in accordance with law, persons who have been found to have committed fraud or other serious violations of employment discipline in the recruitment examinations for civil servants at all levels, civil servants and staff of administrative organs (units) with reference to the Civil Servants Law who have been dismissed for less than 5 years, and persons under other circumstances stipulated by laws and regulations that prohibit them from being hired as civil servants, must not apply for the examination.

Candidates shall not apply for positions that constitute a recusal relationship after being hired.

(2) Online registration

Online registration is carried out according to the following procedure:

1. Submit your application. Candidates can log on to the Shaanxi Personnel Examination Network from 8:00 on March 1, 2022 to 18:00 on March 6, 2022 to register.

Candidates can only apply for one position.

The information submitted by the candidate should be comprehensive, accurate and valid. The valid ID card and related information used in the registration and examination must be consistent in the whole process of examination recruitment. 2. Check the results of the eligibility review. The online qualification review time of each qualification review unit is from 8:00 on March 1 to 18:00 on March 7. From 8:00 on March 1 to 18:00 on March 6, the application information can be changed before the qualification examination is passed, and the application information cannot be changed after the examination is passed.

In order to guide candidates to select positions, the registration system will display the number of applicants for each position in real time. After 18:00 on March 5, the registration system will no longer display the number of applicants confirmed by the payment of each position.

(5) Epidemic prevention and control

3. Written examination

(1) Written examinations in public subjects

1. The written examination of public subjects includes two subjects: "Administrative Vocational Ability Test" and "Shen Theory". The maximum score for each subject is 150 points.

2. The written examination for public subjects will be held on March 26, 2022.

(2) Written examinations for professional subjects

1. Candidates applying for positions in public security organs are required to take a written examination for professional subjects. The written examination for professional subjects has a maximum score of 100 points.

(3) Written test location

This written test is set up in the 11 municipal government seats of the province. Candidates applying for municipal posts take the written test in the examination area where the municipal government is located, and candidates applying for the position in Yangling Demonstration Zone take the written test in Yangling District.

Candidates who apply for positions in the provincial departments and some provincial vertical management systems (provincial judicial system prison drug rehabilitation institutions, provincial pension insurance management system) will take the written test in Xi'an.

(4) Inquiry of results

The results of the written examination in public subjects, the written test results in professional subjects, the minimum control score line in public subjects, and the list of personnel who enter the interview qualification review are expected to be uniformly announced on April 26, and candidates can log on to the Shaanxi Provincial People's Government Portal, Shaanxi Party Building Network, and Shaanxi Personnel Examination Network for inquiry.

(5) Bonus points for self-employed retired soldiers

According to the "Shaanxi Provincial Implementation <退役士兵安置条例>Measures" (Provincial Government Decree No. 163), the province's self-employed retired soldiers will be given extra points when applying for civil servants, and the extra points will be counted in the total score of the written examination of public subjects. 4. Interview

(1) Interview qualification review and physical fitness assessment

1. Identify interview qualification review personnel. For positions where the total score of the written examination of public subjects is above the minimum control score line and the number of candidates is not less than 3 times the number of recruitment plans, the personnel who enter the interview qualification review are determined according to 3 times the number of recruitment plans in the order of the total score of the written examination from high to low; for positions where the total score of the written examination of public subjects is above the minimum control score line, and the number of candidates is less than 3 times the number of recruitment plans, the personnel who have reached the minimum control score line enter the interview qualification review.

The total score of the written examination of public subjects = the score of the administrative vocational ability test + the score of the application theory

The total score of the written examination for posts without professional subjects = the total score of the written examination of public subjects

The total score of the written examination for posts with professional subjects = the total score of the written examination of public subjects + the score of the written examination of professional subjects

If there is a tie at the end of the total score of the written examination according to the position order, the tie will enter the interview qualification review at the same time.

Those who have a single subject score of zero are not allowed to enter the interview qualification review.

The situation of personnel who enter the interview qualification review will be announced on the portal website of the Shaanxi Provincial People's Government and the Shaanxi Party Building Network.

2. Interview qualification review. Before the interview, the interview qualification review must be carried out, and the specific matters such as the time and place of the qualification review will be notified separately on the shaanxi provincial people's government portal website and the shaanxi party building network.

Candidates who submit untrue main information about the relevant materials will be disqualified from the interview.

When the personnel of public institutions who meet the requirements for applying for the examination enter the interview qualification review, they must submit the certificate of consent issued by the organ with cadre management authority, and the candidates who cannot issue the certificate of consent to apply for the examination cannot pass the interview qualification review.

Those who fail to participate in the interview qualification review within the prescribed time limit shall be deemed to have automatically given up their interview qualifications.

3. Physical fitness assessment. Personnel applying for people's police positions (including public security system positions, judicial police positions in the court and procuratorate systems, and positions in prison drug rehabilitation institutions in the judicial system) must participate in physical fitness assessments after passing the interview qualification review. Those who fail the physical fitness assessment are not allowed to enter the interview.

Those who fail to participate in the physical fitness assessment within the prescribed time limit shall be deemed to have automatically given up their interview qualifications.

4. Personnel turnover. Replacement of personnel within the prescribed time limit.

Fill the vacancies formed after the physical fitness assessment of people's police positions once.

For positions where the number of recruitment plans is less than 10 (excluding 10), the vacancy caused by the unqualified interview qualification review personnel, abandonment or cancellation of interview qualifications, etc., shall be filled by the qualification review unit above the minimum control score line of the total score of the written examination for the position, and within the range of personnel not exceeding 5 times the total number of recruitment plans, the total score of the written examination shall be filled in order from high to low.

For positions with more than 10 recruitment plans (including 10 candidates), if the number of qualified candidates for interview qualification review (physical fitness assessment) is more than or equal to 2 times the number of recruitment plans, it will not be replaced; when the number of qualified candidates is less than 2 times the number of recruitment plans, it shall be made up once according to the number of no more than 2 times the number of recruitment plans.

Qualified personnel for the interview qualification review enter the interview.

(2) Review of interview qualifications for positions with professional skills tests

For positions with professional skills tests, the interview qualification review personnel shall be determined in the order of the total score of the written examination in public subjects from the highest to the lowest in the proportion of 5 times the number of recruitment plans. When there are unqualified personnel in the interview qualification review, they will not be replaced. The professional skills test is organized and implemented by the relevant department before the interview, and the qualified personnel of the interview qualification review participate. The Professional Skills Test has a maximum score of 100 points. The recruitment department may delineate the test pass score line, and notify the candidates together with the test arrangement before the test, and those who do not reach the test pass score line are not allowed to enter the subsequent recruitment link.

After the professional skills test, the total score of the public subject written test and the professional skills test score are sorted according to the sum of the original scores, and the number of 3 times the recruitment plan is determined from the high score to the low score. If there is a tie for the last place in the order of positions, the tie will enter the interview at the same time.

(3) Organization and implementation of interviews

The interview work in the province is organized and implemented by the provincial and municipal departments. The interview has a maximum score of 100 points.

The time and place of the interview will be announced separately.

During the interview, candidates must bring their valid ID card and original admission ticket.

Video recordings of the entire interview. The results of the interview will be announced to the candidates themselves on the spot and will be signed and confirmed by the candidates.

(4) Calculation of comprehensive scores and determination of personnel entering the physical examination

1. The formula for calculating the overall grade

Comprehensive score 1 (no written test for professional subjects) = total score of the written test in public subjects (administrative vocational ability test score + essay score) ÷3×60% + interview score× 40%

Comprehensive score 2 (with written examination for professional subjects) = total score of the written test (administrative vocational ability test score + application score + professional subject written test score) ÷4×60% + interview score × 40%

Comprehensive score 3 (with professional skills test) = total score of the written examination of public subjects (administrative vocational ability test score + application score) ÷3×50% + professional skills test score×20% + interview score× 30%

The total score of the written examination for public subjects, the written test for professional subjects, the results of the professional skills test, the interview results, and the comprehensive scores will retain 2 decimal places. If there is a tie in the overall score, the decimal place is determined by the order; If the comprehensive scores are tied and the decimal places are still exactly the same, the comprehensive scores are determined according to the order of the children of martyrs, retired soldiers, the total score of the written test, and the results of the administrative vocational ability test.

2. Identify the persons who will enter the medical examination

(1) For positions where the number of people who have obtained more valid results in the interview than the number of recruitment plans, the personnel entering the physical examination shall be determined according to the ratio of 1:1 with the job recruitment plan, and the comprehensive score is sorted from high to low.

(2) For positions where the number of candidates who have obtained effective results in the interview is less than or equal to the number of recruitment plans, the interview score of the candidate who ranks last in the comprehensive score ranking reaches one of the following interview score lines, and only then can they enter the physical examination:

The passing score line for the interview A is: "The average interview score of the candidate who has obtained a valid interview score in this examination room (in the same examination room where the same interview examiner team uses the same question) has obtained a valid interview score".

The passing score line B of the interview is: "The minimum interview score of the candidate who enters the physical examination in this examination room (in the same examination room where the same interview examiner team uses the same test question) has obtained a valid interview score greater than the number of recruitment plans".

(3) On the day after the end of the interview, the written test results, interview results, comprehensive scores and entry into the list of physical examination personnel of the interviewers will be published on the portal website of the Shaanxi Provincial People's Government and the Shaanxi Party Building Network.

5. Physical examination

The physical examination items and standards shall be implemented in accordance with the General Standards for Physical Examination for the Recruitment of Civil Servants (Trial Implementation) and the Operation Manual. For posts with special physical requirements, the relevant physical examination items and standards shall be implemented in accordance with the "Special Standards for Physical Examination for the Recruitment of Civil Servants (Trial)". The cost of the medical examination is paid by the candidates who participated in the medical examination.

The physical examination items for people's police positions in the "Special Standards for Physical Examinations for recruitment of Civil Servants (Trial Implementation)" are not subject to re-examination. In addition, in other physical examination items, if the candidate has objections to the conclusion of unqualified physical examination, within 7 days of receiving the notice of the physical examination conclusion, he can submit a re-examination application to the physical examination organization unit, and the physical examination organizational unit shall arrange for the re-examination, and the re-examination shall be carried out only once, and the physical examination results shall be subject to the re-examination conclusion. Projects that are reviewed on the same day and on the spot will not accept applications for re-inspection. When necessary, the competent departments for civil servants at or above the municipal level may conduct a new physical examination of the subjects of the physical examination.

Vacancies caused by candidates' abandonment or unqualified medical examinations will be filled from among those who participate in the interview for the position according to the comprehensive score from the highest score to the lowest score. Make-ups should not exceed 2 times. Those who do not participate in the supplementary medical examination within the prescribed time limit shall be deemed to have given up. For those who are unable to participate in the physical examination on time due to force majeure factors, the suspension of the physical examination shall not exceed 6 months in principle.

6. Inspection

The inspection work is the responsibility of the municipal organization department and the relevant department at the provincial level. The inspection shall be carried out in accordance with the provisions of the "Regulations on the Recruitment of Civil Servants" and the "Measures for the Examination of the Recruitment of Civil Servants (Trial Implementation)", as well as the "Notice on Further Strengthening the Political Inspection Work on the Recruitment of Civil Servants" in our province. Inspections are conducted using methods such as individual interviews, on-site visits, reviewing personnel files, inquiring into social credit records, and interviewing individuals; highlight political criteria, focusing on understanding the candidate's political beliefs, political stance, political awareness, and political performance, and comprehensively understanding the subject's moral conduct, ability and quality, psychological quality, study and work performance, compliance with discipline and law, honesty and self-discipline, job matching, and whether there is a need for recusal. Among them, the inspection of the posts of the people's police in public security organs should also be carried out in accordance with the relevant provisions of the public security organs on the political investigation of the recruitment of people's police. The results of the inspection shall be the main basis for determining the candidates to be hired.

7. Publicity

With the municipal and provincial departments as the unit, the personnel who are to be hired will no longer be filled after the announcement of the announcement of the vacant position.

8. Recruitment

At the expiration of the publicity period, personnel who have no problems or reflect problems that do not affect the recruitment shall be hired; those who reflect problems that affect the recruitment during the publicity period and are verified shall not be hired; where the problems reflected are difficult to verify for a while, the recruitment shall be suspended, and the decision on whether to hire will be made after the investigation is clarified. Newly recruited personnel shall handle relevant formalities such as administration, salary, household registration transfer, and file transfer on the basis of the "Notice of Employment". Those who fail to report within the time limit without a legitimate reason shall be deemed to have abandoned their employment qualifications.

Civil servants newly recruited to township offices have a five-year service period in township offices. Other posts in the job list that are noted with specific length of service shall be implemented in accordance with their provisions.

2.
