On the morning of February 18, the inaugural meeting of Fujian Happiness River and Lake Promotion Association was held in Fuzhou. This is the first Happy River and Lake Promotion Association in China, marking a new journey for the governance and protection of rivers and lakes in Fujian. Yuan Qitong, former director of the Standing Committee of the Provincial People's Congress, Yan Keshi, vice chairman of the Standing Committee of the Provincial People's Congress, Kang Tao, vice governor of the province, Zhang Zongliang, academician of the Chinese Academy of Engineering, and leaders of the River and Lake Protection Center of the Ministry of Water Resources, the Taihu Lake Basin Management Bureau, and the Pearl River Water Conservancy Commission attended the inaugural meeting.

The meeting voted and adopted the charter and related management system of the Fujian Happiness River and Lake Promotion Association, and elected the first board of directors and the board of supervisors of the promotion association. Liu Daoqi, former secretary general of the Standing Committee of the Provincial People's Congress, was elected as the first president; Chen Qingfu, deputy secretary general of the provincial government, was elected as the first chairman of the board of supervisors; Yuan Qitong, former chairman of the Standing Committee of the Provincial People's Congress, was hired as a special adviser to the Promotion Association; Wang Hao, Zhang Jianyun, and Zhang Zongliang, academicians of the Chinese Academy of Engineering, and Xia Jun, academician of the Chinese Academy of Sciences, were appointed honorary chairman of the expert committee of the promotion association; and Zhang Tianming, former secretary of the fuzhou university party committee, was hired as chairman of the expert committee of the promotion association.
Professor Yang Wugai, Vice Dean of the College, was invited to lead the team to attend the meeting and was elected as a standing director. As one of the first 25 standing council units in the province, the college will further implement Xi Jinping Thought on Ecological Civilization, vigorously carry forward the concept and major practice of water control during the work of General Secretary Xi Jinping in Fujian, give full play to the school's advantages in running schools, professional characteristics and intellectual resources, rely on high-quality platforms such as academician expert workstations, Sanming River and Lake Research Institute, Ningde River lake research institute, and Fujian Provincial Excellent Water Conservancy Science Popularization Education Base, actively integrate into the tide of "one river, one network, one platform" construction in our province, and strive to create "safe, healthy, Ecology, beauty, harmony" happy river and lake, contributing to the wisdom of the water institute for the construction of the ecological province.
Fujian Happiness River and Lake Promotion Association is a non-profit social organization voluntarily formed by managers, researchers and practitioners in the field of rivers and lakes in the province, with 178 member units in the first batch, which is supervised by the Fujian Provincial Water Conservancy Department. Fujian is the forerunner of the national river and lake governance and protection, and has made a series of innovative explorations in the comprehensive implementation of the river and lake chief system, forming a unique river and lake management and protection Fujian model, and is the only province in the country that has been positively inspired by the state for four consecutive years. The establishment of the Fujian Happiness River and Lake Promotion Association is a practical action of Fujian to actively respond to General Secretary Xi Jinping's call to build a "happy river that benefits the people", a useful exploration for the continuous construction of the "Fujian Happy River", and another innovative measure of Fujian water conservancy in the country.
