Ma Ming and Shi Wenqing both accumulated more than 100 million yuan of wealth - the former was accused of accumulating more than 150 million yuan, and the latter was accused of accumulating 195 million yuan.

In addition to accepting bribes, Shi Wenqing was also charged with illegal possession of firearms.

Nearly 70-year-old "tiger"

Shi Wenqing, born in October 1954, 68 years old, Mongolian, Liaoning Faku people, joined the Party in November 1974, joined the work in March 1971, graduated from Xi'an Jiaotong University majoring in applied economics, on-the-job graduate degree, doctor of economics.

Shi Wenqing served as the director of the Personnel Department and the director of the Office of the Supervision Department of the Inner Mongolia Autonomous Region, and the deputy director (deputy department level) of the Inner Mongolia Autonomous Region Government Research Office.

In May 1994, Shi Wenqing entered Beijing and was appointed deputy secretary of the General Office of the Standing Committee of the National People's Congress, and a year later (December 1995) deputy director of the Research Office of the General Office of the Standing Committee of the National People's Congress.

In May 1998, Shi Wenqing "parachuted" into Heilongjiang and served as deputy secretary of the Harbin Municipal Party Committee (suspended post), in February 2000 he was appointed deputy secretary of the Harbin Municipal Party Committee and executive vice mayor, and in January 2007 he was appointed assistant to the governor of Heilongjiang Province.

In December 2007, Shi Wenqing crossed provinces to Jiangxi, when he was 53 years old and served as a member of the Party Group of the Jiangxi Provincial Government. Since then, Shi Wenqing has worked in Jiangxi for 11 years.

In January 2008, Shi Wenqing became the vice governor of the new Jiangxi Province, in October 2010 he was also the secretary of the Ganzhou Municipal Party Committee (until February 2015), and in April 2011, Shi Wenqing became a member of the Standing Committee of the Jiangxi Provincial Party Committee.

In January 2015, Shi Wenqing, 61, was appointed vice chairman of the Standing Committee of the Jiangxi Provincial People's Congress, stepped down in January 2018, and was investigated in September 2020.

In March 2021, Shi Wenqing was expelled from the party.

The Discipline Inspection Commission reported that Shi Wenqing had a bad character, was bold, engaged in political clinging, and deliberately tried to resist organizational censorship; he worked hard to harm the people and money, engaged in formalism, corruption and degeneration, corrupt family style, and vigorously engaged in family-style corruption.

Two details worth mentioning.

First, Shi Wenqing is not the only municipal party secretary in Ganzhou who has fallen.

In September 2003, Pan Yiyang, then a member of the Standing Committee of the Jiangxi Provincial Party Committee and minister of the Ministry of Agriculture and Industry of the Jiangxi Provincial Party Committee, was appointed Secretary of the Ganzhou Municipal Party Committee. In terms of time, Pan Yiyang worked in Ganzhou for 7 years (until October 2010), after which Pan Yiyang crossed provinces to Inner Mongolia, and finally was investigated in the post of member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and vice chairman of the Autonomous Regional Government.

After Pan Yiyang left Ganzhou, the post of secretary of the Ganzhou Municipal Party Committee was taken over by Shi Wenqing, then vice governor of Jiangxi Province.

After Shi Wenqing was investigated, in May 2021, Xiao Yi, then vice chairman of the Jiangxi Provincial Committee of the Chinese People's Political Consultative Conference, was investigated.

According to media disclosures, Xiao Yi is related to Pan Yiyang and Shi Wenqing.

Xiao Yi served as the director of the Jiangxi Provincial Government's Beijing office. According to media previous disclosures, around 2015, Ganzhou was going to hold an important exhibition in Beijing, and Shi Wenqing asked Xiao Yi to help coordinate it. Even Shi Wenqing's pick-up and drop-off in Beijing, Xiao Yi would sometimes arrange it.

Second, the circular of the Discipline Inspection Commission mentioned that Shi Wenqing "worked hard to hurt the people and money and engaged in formalism."

Shi Wenqing is good at camouflage and can be called "drama essence".

When he left Ganzhou, an H5 page of "thousands of people bid farewell to Shi Wenqing" circulated online, with the scene of Shi Wenqing leaving Ganzhou, with villagers pulling "thanks" banners, old ladies carrying a basket of eggs, and old people toasting for him.

The truth is that Shi Wenqing himself asked his subordinate organizations to send them off, and they arranged the masses to the local government guest house in advance, and the government paid for the cost.

Among the fallen officials, shi Wenqing was not the only one who engaged in formalism.

It is worth mentioning that on February 18, Abu (at the level of the main department) was decided to arrest former member of the Political and Legal Committee of the Tibet Autonomous Region Party Committee, former secretary of the Party Committee of the Tibet Autonomous Region Department of Justice, former first political commissar of the Tibet Autonomous Region Prison Administration, and former secretary of the Qamdo Municipal Committee of the Tibet Autonomous Region.

Eavesdropping on the "King of Gannan"

It is worth mentioning that Shi Wenqing was a subordinate of Su Rong, who served as the party secretary of Jiangxi Province from 2007 to 2013.

According to the "Integrity Lookout", Shi Wenqing was bent on climbing up, and soon wandered between Su Rong's father and son, becoming a "tool man" for the Su family to make money. Under the protection of Su Rong, Shi Wenqing lived a life like the "King of Gannan".

The report mentions that in 2012, the Su Rong family extended their hands to a molybdenum mine in Anyuan County, Ganzhou City. At su rong's behest, Shi Wenqing greeted Kuang Guanghua, secretary of the Anyuan County CPC Committee.

When Kwong guanghua was tried, he also reported Shi Wenqing in court, saying that he intended to donate the rare earth mine in Anyuan County to Su Rong's relatives. Kwong said he did not comply, was arrested in retaliation by Shi Wenqing, and also showed the scars of being tortured to confess in court.

After the trial, a reporter confronted Shi Wenqing, who roared: "Nonsense. ”

It is worth mentioning that Shi Wenqing also spied on his subordinates.

According to reports, Shi Wenqing instructed Ma Yufu (who served as a member of the Standing Committee of the Ganzhou Municipal Party Committee and secretary of the Political and Legal Committee) to spend more than 30 million yuan on listening equipment to monitor his officials and even secretaries, drivers and other personnel.

The first "tiger" accused of illegal gun ownership after the 19th Party Congress

According to prosecutors' allegations, from 2003 to 2020, Shi Wenqing amassed nearly 200 million yuan.

From 2003 to May 2020, defendant Shi Wenqing took advantage of his position as deputy secretary and vice mayor of Harbin Municipal CPC Committee, member of the Standing Committee of the CPC Jiangxi Provincial CPC Committee, secretary of the Ganzhou Municipal CPC Committee, and vice chairman of the Standing Committee of the Jiangxi Provincial People's Congress to provide assistance to relevant units and individuals in financing loans, acquisition of state-owned land use rights, project contracting, etc., and directly or through his relatives accepted property from others totaling more than RMB195 million.

In addition to amassing wealth, he also illegally wielded a gun.

According to prosecutors' allegations, in 2004, Shi Wenqing handed over a firearm obtained from another person to his relatives for safekeeping, which was identified as a standard firearm.

Shi Wenqing was still working in Heilongjiang in 2004, when he was deputy secretary of the Harbin Municipal Party Committee and executive vice mayor of Heilongjiang Province.

Zheng Zhijun noted that among the "tigers" who fell from power after the Eighteenth National Congress, Zhao Liping, former vice chairman of the CppcC Inner Mongolia Autonomous Region, also illegally held a gun.

Zhao Liping has worked in Inner Mongolia for a long time, serving as the secretary of the party committee and director of the Inner Mongolia Autonomous Region Public Security Department. In November 2016, he was sentenced to death by a court in the first instance for intentional homicide, bribery, illegal possession of firearms and ammunition, and illegal storage of explosives. He was executed in May 2017.

After him, there were also "tigers" accused of illegal possession of firearms, namely Sun Lijun, a member of the party committee and vice minister of the Ministry of Public Security. Sun Lijun was indicted on January 13, 2022, with prosecutors charging sun lijun with bribery, manipulating the securities market, and illegally possessing firearms.
