Announcement of recruitment of civil servants by provincial, municipal, county and township examinations

In accordance with the Civil Servants Law and the Provisions on the Recruitment of Civil Servants and other laws and regulations, the Hubei Provincial Civil Servants Bureau decided to organize and implement the 2022 provincial, municipal, county and township four-level open examinations to recruit civil servants below the level of chief clerk and other equivalent grades (including staff of administrative organs (units) with reference to the Civil Servants Law). The relevant matters are hereby announced as follows:

1. Basic requirements for applying for the examination

(1) Have the nationality of the People's Republic of China;

(2) 18 years old or older, under 35 years old (born between February 1986 and February 2004), fresh master's degree students and doctoral students (non-in-service) with the consent of the recruitment authority, the age may be relaxed to under 40 years old (born after February 1981);

(3) Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

(4) Have good political quality and moral conduct;

(5) Have the physical and psychological qualities to perform their duties normally;

(6) County (city, district) positions and academic qualifications that generally have a college degree or above and enjoy the policy of favoring hardship and remote areas may be relaxed to high schools, technical colleges, and secondary schools;

(7) Have the ability to work as required by the position for which the applicant is applying;

(8) Have other qualifications required for the position to be applied for.

II. Application Procedures

(1) Inquire about positions

The specific number of recruits and job qualifications of each recruitment agency are detailed in the job table, and the relevant application policies, registration network technology and other matters are detailed in the "Hubei Province 2022 Provincial, Municipal, County and Township Examination Recruitment of Civil Servants Application Guide", and candidates can inquire through the Hubei Provincial Personnel Examination Network (www.hbsrsksy.cn) from February 18, 2022.

(2) Online registration

Candidates register online through the Hubei Provincial Personnel Examination Network and follow the following steps:

1. Submit your application. The registration period is from 9:00 on February 19 to 17:00 on February 25. Candidates should carefully read this announcement, the "Hubei Province 2022 Provincial, Municipal, County and Township Examination Recruitment Of Civil Servants Application Guide" and the "Hubei Province 2022 Provincial, Municipal, County and Township Examination Recruitment Position Form for Civil Servants", log on to the Hubei Provincial Personnel Examination Network, fill in the honest application information, truthfully and completely register the basic personal information, upload their electronic photos, and select the appropriate position to submit the application. Candidates can only choose one position to register (those who have applied for offline recruitment positions such as confidentiality are not allowed to register online, if they repeat the registration and payment, the online registration is invalid, and the registration fee will not be refunded), and the ID card used for registration and examination must be consistent. From February 19 to February 24, the Provincial Personnel Examination Institute will release registration data once a day to guide candidates to choose a reasonable position.

If the application materials or information provided by the applicant related to the qualification for the examination are untrue, the applicant shall be given the treatment of canceling the qualification for the examination. Where there are serious violations of discipline such as maliciously registering registration information, disrupting the order of registration, or falsifying academic certificates and other relevant materials to defraud examination qualifications, they are to be given the treatment of canceling their qualifications for the examination this time, and recorded in the archives of creditworthiness in the recruitment of civil servants by examination, with a record period of five years.

2. Online preliminary examination of application qualifications. Candidates can log on to the Hubei Provincial Personnel Examination Network from February 19 to February 26 to check whether they have passed the preliminary qualification examination. From 9:00 on February 19 to 17:00 on February 25, those who have submitted an application for the examination and have not yet been examined or have passed the preliminary examination of qualifications cannot modify their registration information or reapply for other positions. Those who fail to pass the preliminary examination of application may re-apply for the original position or re-apply for other positions after completing the personal registration information. After 17:00 on February 25, all personnel can no longer modify their personal registration information or apply for the position, please register as soon as possible, so as not to miss the examination opportunity due to the failure to pass the preliminary qualification examination after the registration deadline.

Qualification review runs through the entire process of recruitment. If it is found in each stage of recruitment that the applicant does not meet the qualifications for the examination, the recruitment organ may cancel his or her application qualification or recruitment qualification.

Candidates should contact the recruitment authority during working hours for consultations involving relevant information such as major, academic qualifications, degrees, grass-roots work experience, other recruitment qualifications, and whether there are recusal situations in the job announcement. The contact information of the provincial organs directly under the provincial government, the provincial prison drug rehabilitation system and the competent departments of civil servants in various localities can be inquired in the column of the "Consultation Telephone and Information Release Website of the Recruitment and Examination Department" column of the Hubei Provincial Personnel Examination Network, and the contact information of the recruitment organs of each city, prefecture, municipality directly under the direct management of the city, and Shennongjia Forest District can be inquired or consulted on the designated website of each locality or consulted with the competent departments of civil servants in various localities.

(3) Online payment confirmation

Candidates who have passed the preliminary examination of qualifications should log on to the Hubei Provincial Personnel Examination Network from 9:00 on February 27 to 17:00 on March 3 to confirm the payment, and those who fail to pay the fee confirmation on time will be deemed to have automatically abandoned the examination.

(4) Re-reporting positions online

For positions with less than 3 confirmed payments, the recruitment plan will be cancelled. If the recruitment position is cancelled, the candidate may reapply for other positions within the prescribed time. Candidates who, due to their own reasons, cannot contact normally or do not change the report after receiving the notice, shall be deemed to have waived the right to change the application and refund the examination fee.

(5) Print the admission ticket online

After the payment is confirmed, candidates should log on to the Hubei Provincial Personnel Examination Network from 9:00 on March 21 to 9:30 on March 26 to download and print the admission ticket. The written examination admission ticket is saved to the stage of announcing the personnel to be hired.

Those who apply for offline positions shall be confirmed by the recruitment authority and issued an admission ticket. For village (community) cadres to recruit township (street) civil servants, there is no application fee, and the competent departments of civil servants in various localities will organize registration, download and print admission tickets.

3. Written examination

(1) Written examination subjects

Those who apply for the township (street) civil servant position for the village (community) cadre examination shall only participate in the "Comprehensive Knowledge Test" examination. All other positions are subject to the Administrative Vocational Aptitude Test and the Examination of Theory. Personnel applying for positions in public security organs are also required to take the public security professional subject examination. The requirements for the written test are detailed in the syllabus.

(2) Written test time

March 26, 9:00-11:00 a.m. Administrative Vocational Aptitude Test

March 26, 14:00-16:30

March 27, 9:00-11:00 a.m. Public Security Professional Subject Examination

March 27, 9:00-12:00 a.m. Comprehensive knowledge test

Candidates will take the exam at the time and place specified on the admission ticket. According to the situation of examination registration and epidemic prevention and control, test centers will be set up in various cities and prefectures, directly administered cities, and Shennongjia forest areas.

(3) Inquire into the results

The results of the written test and the minimum passing score line shall be queried on the Hubei Provincial Personnel Examination Network after the written examination paper is completed, and the relevant violations and discipline information will be informed together in the query score interface. For posts in hardship and remote areas at the grass-roots level, preference is given when delineating the minimum qualifying score line.

4. Qualification review

Before the interview and professional test, the qualification review is organized for the position that reaches the prescribed competitive ratio. For multi-planned posts that do not meet the prescribed competitive ratio, the qualification review shall be organized according to the number of posts planned after the reduction. The list of persons participating in the qualification review shall be determined by the recruitment authority in accordance with the ratio of 1:3 of the number of job plans and in the order from the highest to the lowest according to the written test conversion score.

Where the qualification review is abandoned, or the information on the relevant materials is untrue and affects the results of the qualification review, the recruitment organ shall cancel the interview qualifications, and among the personnel who have passed the minimum passing score line of the written examination in the same position, they shall be made up in the order of the written examination conversion score from high to low.

After the qualification review, for posts that do not meet the prescribed competition ratio, except for posts in hardship and remote areas, shortage of professional talents, and grass-roots "difficult recruitment" areas that have been examined and approved by the provincial competent department for civil servants, the recruitment plan will be cancelled, merged, or reduced proportionally.

5. Professional testing

Some positions that require professional testing, professional test settings and related matters will be announced on the Hubei Provincial Personnel Examination Network.

6. Interview

(1) Participate in the interview

Qualified personnel for qualification review attend the interview. After the announcement of the interview, if the candidate abandons the interview, his or her interview qualification will be cancelled and he will not be replaced. If the position does not meet the prescribed competition ratio due to the candidate's abandonment of the interview, the position can be opened normally. For positions where only 1 candidate participates in the interview, and the candidate's interview score reaches the average score of the examination (the same examiner group, the same interview question book), it can be listed as a physical examination and examination object.

(2) Conversion of comprehensive grades

The overall score is converted on a 100-point scale.

For public security organ positions, the comprehensive score = (administrative vocational ability test paper score ×0.4 + application paper score ×0.3 + public security professional subject test paper score ×0.3) × 0.5 + interview score × 0.5.

For the village (community) cadre examination to recruit township (street) civil servant positions, the comprehensive score = comprehensive knowledge test paper score × 0.5 + interview score × 0.5.

Other Positions:

If the professional test is not organized, the comprehensive score = (administrative vocational ability test paper score ×0.55 + application paper score ×0.45) × 0.5 + interview score ×0.5.

For the organization of professional tests, the comprehensive score = (administrative vocational ability test paper score ×0.55 + application paper score ×0.45) × 0.4 + professional test score ×0.2 + interview score × 0.4.

7. Physical fitness assessment

Personnel applying for positions in public security organs, prison organs, and compulsory drug rehabilitation organs for people's police positions are required to participate in a physical fitness assessment after the interview is completed. The physical fitness assessment standards are implemented in accordance with the "Notice on Printing and Distributing the Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs (Provisional)" (issued by the Ministry of Human Resources and Social Security [2011] No. 48), and among the three items of physical fitness assessment, if one of the three items of physical fitness assessment does not meet the standards, it is deemed that the physical fitness assessment is unqualified, and unqualified personnel must not enter the physical examination and inspection link. The results of each physical fitness assessment are signed and confirmed by the candidate on the spot. Candidates who do not participate in the physical fitness assessment at the prescribed time and place shall be deemed to have waived their physical fitness assessment qualifications.

8. Physical examination and inspection

The candidates for physical examination and examination are determined according to the order of comprehensive scores from high to low. The positions for village (community) cadres recruiting township (street) civil servants are determined according to the difference of 1:1.5 in the number of planned recruits, and other positions are determined according to the requirements of the job announcement.

(1) Organize physical examinations

The physical examination is organized and implemented in accordance with the provisions of the Notice on Further Improving the Physical Examination Work for the Recruitment of Civil Servants by Civil Servants (issued by the Ministry of Human Resources and Social Security [2012] No. 65), the Notice on Amending the General Standards for physical Examination for the Recruitment of Civil Servants (Trial) and the Notice on the Relevant Contents of the Manual for the Physical Examination for the Recruitment of Civil Servants (Trial) (issued by the Ministry of Human Resources and Social Security [2016] No. 140). Applicants for positions such as public security organs, prison organs, people's police of compulsory drug rehabilitation organs, people's courts, and judicial police of people's procuratorates must also meet the requirements of the "Notice on Printing and Distributing Special Standards for Physical Examination for the Recruitment of Civil Servants (Trial)" (issued by the Ministry of Human Resources and Social Security [2010] No. 82), and all physical examination items in the "Special Standards for Physical Examination for the Recruitment of Civil Servants (Trial)" will not be re-examined. Candidates who do not participate in the physical examination at the prescribed time and place shall be deemed to have waived their qualification for the physical examination.

(2) Organize inspections

Before the inspection, the candidate submits a personal autobiography (about 1500 words), and the inspection team combines the personal autobiography, through on-site visits, individual conversations, review of personnel files, inquiries into social credit records, interviews with the subject of inspection, etc., to fully understand the political quality, moral conduct, ability quality, psychological quality, study and work performance, compliance with discipline and law, integrity and self-discipline, job matching degree and whether there is a need for recusal, etc., and review the application qualifications to verify whether the subject of examination meets the qualifications for the examination. Whether the application information and related materials provided are true, accurate and complete. The inspection situation is the main basis for selecting the best personnel to be hired.

Physical examination and inspection may be organized and implemented synchronously, and if there is a shortage due to reasons such as physical examination or unqualified inspection, the recruitment organ shall determine whether to make up for it as needed. Where it is necessary to make up for the vacancies, after the recruitment organ reports to the competent department for civil servants for approval, the candidates may be supplemented for physical examination and examination in the order of comprehensive scores from high to low scores among the personnel applying for the same position.

9. Study and determine the personnel to be hired, publicize and approve the recruitment

The party committee (party group) of the recruitment organ shall, in accordance with the prescribed procedures and standards, select the personnel to be hired on the basis of the examination results, physical examination results and inspection situation.

We should conscientiously implement the standards for cadres, persist in having both ability and political integrity, put ethics first, persist in putting political standards in the first place, and resolutely "veto by one vote" those who are politically unqualified. The following personnel must not be identified as persons to be recruited: those who have the circumstances listed in article 26 of the Civil Servants Law; those who have the conduct listed in article 59 of the Civil Servants Law; those who do not meet the qualifications for applying for the examination or do not meet the relevant requirements for the recruitment position; those who are fined for a crime, or the circumstances of the crime are minor, and the people's procuratorate makes a decision not to prosecute in accordance with law or the people's court exempts them from criminal punishment in accordance with law; and those who are subject to admonition, organizational handling, or party discipline and government affairs sanctions, and other such influence periods have not yet expired or are affected by the expiration of the period Those who have been expelled from the Communist Youth League of China; dismissed by an organ or an organ (unit) managed with reference to the Civil Servants Law for less than 5 years; those who have been expelled from school during higher education; those who have been found to have committed serious fraudulent acts in the state examination prescribed by law; those who have participated in the examination for civil servants or selected students who have announced their intention to be hired without a legitimate reason, who voluntarily give up their employment qualifications without a legitimate reason during the probationary period, who violate the minimum number of years of service stipulated by the State, Newly recruited civil servants or staff of administrative organs (units) with reference to the Civil Servants Law have been disqualified from employment for less than 5 years (as of February 2022); violations of the family planning policy; poor political quality, moral conduct, sense of social responsibility, awareness of serving the people, and social credit, and other situations where it is not appropriate to be hired as civil servants.

The personnel to be recruited shall be announced on the Hubei Provincial Personnel Examination Network or the website designated by the competent departments of civil servants in various places, and the publicity period shall be 5 working days. The content of the announcement includes information such as the name of the recruitment organ, the position to be hired, the name of the person to be hired, gender, admission card number, work unit or graduation institution, etc., and at the same time publishes the supervision telephone number to accept the supervision of the society and candidates.

After the expiration of the publicity period, if there are no problems or the problems reflected do not affect the recruitment, go through the formalities for hiring approval; for those that reflect problems that affect the employment and are verified, they will not be hired; if the problems reflected are difficult to verify for a while, the employment will be suspended, and the decision on whether to hire will be made after it is clarified.

Where after publicity, a vacancy is caused by the personnel to be hired abandoning the qualifications for recruitment, etc., no further organization will be organized for replacement. Where employment qualifications are abandoned after examination and approval of employment, the recruitment organ shall report to the competent department for civil servants to cancel their employment qualifications.

According to the Civil Servants Law and the Provisions on the Appointment and Grading of Newly Recruited Civil Servants, the minimum period of service for newly recruited civil servants in government organs is 5 years (including the probationary period), and those who have not yet reached the minimum length of service may not resign from public office.

10. Information Release

Personnel applying for positions in provincial organs directly under the provincial government, the provincial prison drug rehabilitation system, and the judge's assistant and procurator's assistant may log on to the Hubei Provincial Personnel Examination Network to inquire about information such as qualification review, interview, professional test, physical examination, inspection, and announcement of proposed employment. Special Reminder:

1. Candidates should keep the communication open during the examination, especially the qualification review, interview and supplementary period, and after the change of communication method, they should take the initiative to inform the recruitment authority to avoid missing the opportunity for recruitment.

2. Candidates should carefully check the important information such as the position, personal name, ID number, photo, examination subject, qualification review results and so on when registering online to avoid missing the opportunity to take the test.

4.
