The main application scenario of this standard is to classify the collected engineering cost results files according to this standard, give corresponding feature labels, and use the coding form as a unique identification.

Then use information technology to quickly analyze the feature code carried by the cost result file, identify the characteristic information of the project, and then sort out and process the project cost data in a targeted manner to provide support for the investment control of the construction project.

In February 2018, in order to implement the requirements of the "13th Five-Year Plan for the Development of Engineering Cost Undertakings" (Jianbiao [2017] No. 164) and "unify the cost information data exchange standards in the engineering transaction stage to achieve interconnection and cross-departmental information coordination", our company launched the preparation of the characteristic classification and description standards for construction projects, and now explains the relevant preparation as follows:

First, the background of the preparation

In order to strengthen the accumulation of engineering cost data, promote the analysis and utilization of data, effectively improve the level of investment control of construction projects, and change the current situation of inconsistent descriptions of engineering classification and functions, scale, structural types and other characteristics in the results documents of different regions and different engineering cost consulting enterprises, it is necessary to systematically sort out the classification of various professional projects and the characteristic descriptions of various types of projects, and compile corresponding standards according to the profession. The unification of construction project classification and the specification of the description of various types of engineering characteristics are the basis for the collection, screening and analysis of project cost data, which is conducive to the processing and calculation of construction project index index by using big data technology, and improving the comparability of similar project cost index index.

At the same time, on July 24, 2020, our ministry issued the "Work Plan for Project Cost Reform" (JianbanBiao [2020] No. 38), which clearly proposed to "accelerate the establishment of a project cost database for state-owned capital investment" and "use big data, artificial intelligence and other information technologies to provide a basis for budget preparation". The compilation of characteristic classification and description standards for construction projects is conducive to standardizing project cost data information and promoting the construction of project cost databases, which is one of the specific measures to implement the project cost reform.

Second, the compilation principles and application scenarios

The preparation of this standard mainly adheres to three principles:

First, adhere to the principle of classifying and describing the characteristics that have a greater impact on the cost of the project, and do not classify and describe the characteristics that are prevalent in various types of projects;

The second is to adhere to the principle of selecting only one of the strongly related characteristics for classification and description;

The third is to adhere to the principle of not classifying and describing the characteristics of construction measures.

3. Preparation process

From June 2018 to May 2019, four professional standard preparation teams were set up for housing construction and decoration engineering, municipal engineering, urban rail transit engineering and general installation engineering. The editor-in-chief covers construction units, engineering cost consulting units, construction enterprises and software companies.

From June 2018 to May 2021, each professional compilation team conducted in-depth research and discussion in the form of offline and online for many times, and successively formed 4 professional engineering feature classification and description standards (first draft).

From May to October 2021, four professional compilation groups docked with the China Construction Engineering Cost Management Association and held several seminars to coordinate the conflict between the characteristic classification and description standards (first draft) and the "Guidelines for the Classification and Compilation of Engineering Cost Indicators (Draft for Comments)", further improving the characteristic classification and description standards, and ensuring that the guidelines and standards are basically consistent in the classification of features.

From October 2021 to January 2022, the opinions of the four professional engineering feature classification and description standards will be solicited from some construction project cost management institutions and experts. In response to the feedback on the revision suggestions, further improve the characteristic classification and description standards, and form a draft for comments.

Fourth, the main content

This standard is divided into five parts: general provisions, terminology, basic provisions, characteristic classification and description, and appendices.

1 General Provisions. Specifies the scope of application of this standard.

2 terms. Includes the meaning of functional features, generic features, and solid features.

3 Basic provisions. Including the classification of corresponding professional projects and the compilation principles of feature classification and description.

4 Characteristic classification and description. Including functional feature classification and description corresponding to professional projects, general feature classification and description, and solid feature classification and description.

5 Appendices. Including functional feature coding, general feature coding, and solid feature coding corresponding to professional projects.
