From April 1 this year, the scoring rules for road traffic safety violations will usher in a major adjustment. The most common crimping line: 3 points become 1 point; driving a vehicle that does not match the type of quasi-driving: 12 points become 9 points; driving a handheld phone: 2 points become 3 points; unpaying inspection pass signs: 3 points become no deduction.

The Ministry of Public Security issued the newly formulated "Measures for the Administration of Scoring of Road Traffic Safety Violations" will be officially implemented from April 1, 2022, and the 2022 version of the "Measures" has adjusted the scoring of traffic violations according to the degree of impact on road traffic safety and smoothness, compared with the "2016 version" traffic violations and demerits, under the premise of maintaining a high-pressure situation for drunk driving, fleeing after causing casualties in traffic accidents, and using forged and altered license plates. The 2022 edition scored a total of 50 traffic violations, of which 7 were scored with 12 points, 7 by 9 points, 11 by 6 points, 15 by 3 points, and 10 by 1 point. The type of scoring has been increased by 9 points and 2 points have been deleted.

The deduction of points is reduced

1. Driving a motor vehicle that does not match the type of quasi-driving (12 points reduced to 9 points).

2. Driving a motor vehicle and not giving way to the school bus according to the regulations (6 points are reduced to 3 points).

3. Driving a motor vehicle in violation of the prohibition signs and prohibition marking instructions (3 points reduced to 1 point).

4. Old: Fleeing after causing a traffic accident does not yet constitute a crime (12 points).

New: Escape after a traffic accident that causes minor injuries or more or death does not constitute a crime (12 points); escape after a traffic accident that causes minor injury or property damage does not yet constitute a crime (6 points).

5. Old: The motor vehicle driving on the road does not hang the motor vehicle number plate, or deliberately obscures, defaces, or does not install the motor vehicle number plate according to the regulations (12 points).

New: Driving a motor vehicle on the road without a motor vehicle number plate or deliberately obscuring or defacing the number plate of the motor vehicle (9 points); driving a motor vehicle that does not install the number plate of the motor vehicle on the road according to the regulations (3 points).

6. Old: Motor vehicles on the road do not undergo regular safety technical inspections in accordance with regulations (3 points).

New: Driving a road passenger car, tourist passenger car, or dangerous goods transport vehicle that has not carried out safety technical inspections on a regular basis in accordance with regulations (3 points); driving a highway passenger car, tourist passenger car, or dangerous goods transport vehicle other than a highway passenger car, tourist passenger car, or dangerous goods transport vehicle that does not conduct regular safety technical inspections in accordance with regulations on the road (1 point).

The deduction increases

1. When driving a motor vehicle in front of the motor vehicle parking queue or driving slowly, overtaking or occupying the opposite lane and interspersing the waiting vehicle (2 points to 3 points).

2. Driving a motor vehicle and obstructing safe driving, such as making or receiving a handheld phone (2 points is upgraded to 3 points).

Changes to the Terms

1. Old: Driving a motor vehicle on the highway to reverse, retrograde, cross the central divider belt and make a U-turn (12 points).

New: Driving a motor vehicle on highways, urban expressways, reversing, crossing the central divider and making a U-turn (12 points).

2. Old: Driving medium-sized or above passenger and cargo vehicles, school buses, and dangerous goods transport vehicles on highways or urban expressways exceeding the prescribed speed of more than 20% per hour or driving more than 50% of the prescribed speed on roads other than highways and urban expressways, and driving other motor vehicles exceeding the prescribed speed of more than 50% per hour (12 minutes).

New: Driving school buses, medium-sized or above passenger and cargo vehicles, and dangerous goods transport vehicles on highways or urban expressways exceeding the prescribed speed of more than 20% per hour, or driving other motor vehicles on highways or urban expressways exceeding the prescribed speed of more than 50% per hour (12 points).

3. Old: Driving an operating bus (excluding buses), a school bus carrying more than 20% of the approved number of people, or driving another passenger car to carry more than 20% of the approved number of people (6 points).

New: Driving school buses, highway passenger cars, and tourist passenger cars that carry more than 20 percent of the approved number of people, or driving cars with more than 7 seats carrying more than 20 percent of the approved number of people does not reach 50 percent, or driving other passenger cars carrying more than 50 percent of the approved number of people does not reach 100 percent (6 points).

4. Old: Driving operating buses (excluding buses) and school buses carrying passenger cars that carry more than 20% of the approved number of people (3 points).

New: Driving school buses, highway passenger cars, tourist passenger cars, passenger cars other than passenger cars with more than 7 seats carrying more than 20% of the authorized number of people but not reaching 50% (3 points).

5. Old: Driving a motor vehicle that does not overtake according to regulations, give way, or drive in the opposite direction (3 points).

New: Driving a motor vehicle that does not overtake or give way according to regulations, or retrograde on a road other than a highway or urban expressway (3 points).

6. Old: Driving a two-wheeled motorcycle without a safety helmet (2 points).

NEW: Driving a motorcycle without a safety helmet (1 point).

7. Old: When driving a motor vehicle on a highway or urban expressway, the driver does not wear a seat belt according to the regulations (2 points).

New: When driving a motor vehicle on the road, the driver of the motor vehicle does not wear a seat belt according to the regulations (1 point).

8. Old: Driving a motor vehicle that does not meet the regulations (1 point).

New: Driving a motor vehicle that does not meet the regulations, or does not reverse or turn around on roads other than highways and urban expressways (1 point).

Terms added

1. Accepting penalties for traffic violations and scoring points for economic benefits in place of the actual driver of a motor vehicle (12 points).

2. Driving a motor vehicle to illegally stop on a highway or urban expressway (9 points).

Terms Removed

Under low-visibility meteorological conditions, driving a motor vehicle on a highway that does not follow regulations; obtaining a motor vehicle driver's license by concealing or deceptive means; driving a motor vehicle that is prohibited from entering the highway; driving a motor vehicle through an intersection that does not follow regulations; a motor vehicle driving on the road without placing an inspection pass mark or insurance sign, and failing to carry a driving license or motor vehicle driver's license with the vehicle.
