Implementation Measures

Chapter I General Provisions

Article 1 The "Xingdian Talents Support Plan" of Yunnan Province, that is, the yunnan provincial high-level talent training introduction support plan, aims to focus on the national unity and progress demonstration zone, the vanguard of ecological civilization construction, the strategic positioning of the radiation center for South Asia and Southeast Asia, anchor the construction of a modern industrial system and other economic and social development goals, promote the deep integration of talent chain, innovation chain, value chain and industrial chain, and use about 5 years to cultivate and introduce a number of new energy, new materials, advanced manufacturing, modern agriculture with plateau characteristics, biomedicine, The digital economy and other fields urgently need talents to provide talent support for Yunnan to achieve high-quality leapfrog development and comprehensively build socialist modernization.

Article 2: The "Xingdian Talents Support Plan" follows the following principles: adhere to the party's management of talents and make overall plans; adhere to the "four aspects" and serve the overall situation of the service center; adhere to high-end leadership and demonstration; persist in attaching equal importance to training and coordinated development; and persist in truly loving talents, carefully cultivating talents, sincerely attracting talents, and carefully using talents.

Chapter II: Special Projects and Objectives

Article 3 :3 The Xingdian Talents Support Plan has 10 individual projects and 1 team project. Individual specialization is divided into three levels. The first level: scientific and technological leading talents, Yunling scholars. The second level: high-end foreign experts, industrial innovation talents, chief technicians, teaching teachers, famous doctors, cultural masters, entrepreneurial talents. The third level: young talents. Team specifics are divided into two levels: top teams and innovative teams.

Article 4 In about 5 years, we will concentrate on supporting about 40 leading scientific and technological talents and about 150 Yunling scholars; about 100 high-end foreign experts, about 300 industrial innovation talents, chief technicians, cultural masters and entrepreneurial talents, about 500 famous teachers and doctors, about 3,000 young talents; about 15 top teams and about 100 innovation teams.

Article 5 The special training support period of the "Xingdian Talents Support Program" is 5 years (3 years for high-end foreign experts and innovation teams). According to the needs of economic and social development and the construction of the talent team, with the approval of the Provincial Party Committee Talent Work Leading Group, the special settings and target tasks may be adjusted in a timely manner.

Chapter III: Special Conditions

Article 6: Applicants for the "Xingdian Talents Support Plan" must support the leadership of the Communist Party of China, take a firm political stand, support the "two establishments," enhance the "four consciousnesses," strengthen the "four self-confidences," achieve "two safeguards," abide by discipline and the law, have both ability and political integrity, and be recognized by the masses. Civil servants and managers referred to the Civil Service Law shall not declare.

(1) Special projects for scientific and technological leading talents. Generally under the age of 60, with a doctorate degree, senior professional and technical titles, mainly engaged in natural science or engineering technology innovation research, research direction in the international and domestic frontier, academic achievements in the domestic first-class level, with international competitiveness, with the potential to grow into a world-class or national outstanding talent.

(2) Special projects for Yunling scholars. Generally under the age of 55, with a doctorate degree, senior professional and technical titles, mainly engaged in natural sciences, engineering technology, humanities and social sciences academic research, made major innovations, made outstanding contributions to economic and social development, reached the international advanced or domestic leading level, peer recognition.

(3) High-end foreign experts special projects. The age is generally under 70 years old, with certain academic degrees and professional and technical titles, non-Chinese nationality, good health, research field or professional in line with the urgent needs of Yunnan industry development, and has a clear cooperative relationship with employers in the province.

(4) Special projects for industrial innovation talents. Generally under the age of 50, with a fixed working platform that can meet the needs of economic and social development such as the construction of a modern industrial system in Yunnan Province, and the application talent who has achieved important technological innovation achievements and made outstanding contributions to the transformation of scientific and technological achievements, has been able to meet the needs of economic and social development such as the construction of a modern industrial system in Yunnan Province.

(5) Chief technician special project. The age is generally under 55 years old, long-term in the production line engaged in technical skills work, the skill level is top-notch, the skills are exquisite, the practical experience is rich, and the traditional skills inheritance is outstanding.

(6) Special projects for teaching famous teachers. The age is generally under 55 years old, with deputy senior and above professional and technical titles, long-term engaged in front-line education and teaching work, solid professional quality, noble teacher morality, distinctive teaching characteristics, outstanding teaching ability and teaching effect, remarkable results, obvious driving, peer recognition, and high social evaluation recognition.

(7) Special projects for famous doctors. The age is generally under 55 years old, with deputy senior and above professional and technical titles, long-term engaged in public health, clinical medical front-line work, high medical ethics, outstanding clinical practice ability, talent training results are obvious. Have the ability to independently engage in high-level scientific research in the professional field or solve difficult and complex problems, and have achieved major innovative results in clinical scientific research or the transformation and application of new technologies, and have a high degree of recognition from peers and social evaluation.

(8) Special projects for cultural masters. The age is generally under 55 years old, with a bachelor's degree or above, deputy senior or above professional and technical titles, mainly engaged in propaganda and ideological, culture and art and sports and other fields of work, and has achieved influential awards or representative works recognized by peers, with high social evaluation recognition.

(9) Special projects for entrepreneurial talents. The use of independent intellectual property rights to create scientific and technological enterprises of scientific and technological talents, or with outstanding management skills of the main founders of enterprises in the fields of finance, accounting, law, urban planning and other fields, the development positioning of enterprises in line with the construction of a modern industrial system in Yunnan Province and other economic and social development needs, the establishment time of enterprises within 5 years, nearly 2 years of stable operation, has a good market prospects and development potential.

(10) Special projects for young talents. Generally under the age of 40, with a doctorate degree from well-known universities and scientific research institutions at home and abroad, he has emerged in the fields of natural science, engineering technology, humanities and social sciences, culture and art, and has a good potential for innovative development in this field.

(11) Team special projects. Top team: The team leader is generally under the age of 60, is the top international and domestic experts in the field of natural science or engineering technology, and more than 3 core members of the team have doctoral degrees. The research direction is in line with the major needs of economic and social development such as the construction of a modern industrial system in Yunnan Province, and has important academic influence or technological innovation advantages, or has the ability to continuously innovate and transform achievements of key core technologies and scientific problems.

Innovation team: The team leader is generally under 55 years old, and more than 5 core members of the team have a master's degree or above or deputy senior or above professional and technical titles, the professional, professional title and age structure of the team members is reasonable, the research direction is in line with the major needs of economic and social development such as the construction of a modern industrial system in Yunnan Province, and the academic and technical level and collaborative innovation ability have obvious advantages or are at the leading international and domestic level.

Article 7: Where any of the following circumstances are met, the corresponding conditions may be appropriately relaxed at the time of declaration.

(1) Traditional Chinese medicine, ethnic medicine and folk medicine, with unique skills, high degree of social recognition, and the declaration of special topics for famous doctors, the age may be relaxed to 65 years old, and there is no restriction on professional titles and academic qualifications.

(2) Winners of the Chinese Drama Award, the Golden Rooster Award of Chinese Film, the Golden Bell Award of Chinese Music, the Chinese Art Award, the Chinese Dance Lotus Award, the Chinese Calligraphy Lanting Award and other awards, as well as the national well-known artists' signature recommended talents, may be preferentially judged and recognized as cultural masters. For others who have made outstanding contributions to cultural performance arts, literary and artistic creations, cultural expertise and other aspects, and have declared special projects for cultural masters, their academic qualifications and professional and technical titles may be appropriately relaxed.

(3) Where the declarant is a retired military and has made outstanding contributions to promoting the development of military-civilian integration, the qualification requirements for applying for special items may be appropriately relaxed; eligible servicemen and fire emergency rescue team personnel of the troops stationed in Yunnan may declare the corresponding special projects to receive project funding support, but do not enjoy one-time working and living subsidies and special living subsidies.

(4) Special talents who have made outstanding contributions to the construction of a modern industrial system but do not meet the qualifications for specific declarations of special projects, after being recommended by their units, reviewed by the competent special departments, and reported to the Office of the Leading Group for Talent Work of the Provincial Party Committee for approval, may be exempted from formal review and directly enter the special review.

(5) Applicants who have committed to or have worked in hardship and remote areas and grass-roots frontlines such as key rural revitalization counties at the national or provincial level before being selected may be relaxed by 2 years, the requirements for professional titles may be reduced by 1 notch, and the time limit for continuous and full-time work in the place of declaration after being selected shall be reduced by 1 year.

Chapter IV: Support Policies

Article 8: Financial support. The financial support of the "Xingdian Talents Support Program" is divided into one-time working life subsidy, special living subsidy, team building fund and project support fund.

(1) One-time working and living allowance. Selected talents who meet the requirements for talent introduction will be given a one-time work-life subsidy after formally performing the work contract. 1 million yuan per person for scientific and technological leading talents and Yunling scholars; 600,000 yuan per person for high-end foreign experts, industrial innovation talents, chief technicians, teaching teachers, famous doctors and cultural masters; and 500,000 yuan per person for young talents. No special living allowance.

(2) Special living allowances. The selected talents in this province shall calculate the actual working hours of the post each year on a monthly basis, and give special living allowances on an annual basis. Scientific and technological leading talents and Yunling scholars, 100,000 yuan per person per year during the post; industrial innovation talents, chief technicians, teaching masters, famous doctors, and cultural masters, 60,000 yuan per person per year during the training support period; young talents 50,000 yuan per person per year during the training support period. A one-time working-life allowance is not available.

If the team members meet the conditions, they can apply for personal projects to receive corresponding support.

(3) Team building funds. Those selected for special teams will be given a one-time team building funding support of 1 million yuan.

(4) Project support funds. The project funds of the "Xingdian Talents Support Plan" implement competitive support, and the selected talents can apply for project support funds during the training support period, and after review, they are selected as giving, which is regarded as a provincial and ministerial science and technology project. Science and technology leading talents up to 10 million yuan; Yunling scholars, natural science and engineering technology up to 5 million yuan, humanities and social sciences up to 2 million yuan; entrepreneurial talents up to 5 million yuan; industrial innovation talents up to 1 million yuan; high-end foreign experts, chief technicians, teaching teachers, famous doctors, cultural masters up to 600,000 yuan; young talents, natural sciences and engineering technology up to 1 million yuan, humanities and social sciences up to 500,000 yuan; top teams up to 30 million yuan.

The amount of project support funds is approved at one time, and it is allocated annually according to the special training support period, and can also be allocated according to the progress of the project, and the unit is in principle not less than 1:1. The project support funds implement the "package dry system" management, the progress of the use of funds is not assessed according to the annual assessment, after the project passes the acceptance, the balance of funds is retained to the undertaking unit for use, giving priority to meeting the scientific research needs of the original talents (teams). If the selected talents are approved to change their work units within the administrative region of Yunnan Province, the project support funds shall be transferred together; if they are transferred to civil servants or management personnel with reference to the Civil Servants Law, special living allowances will be suspended, and the project support funds shall be handled in accordance with the "one matter, one discussion" method. The papers and monographs of the selected talents can be marked with the words "'Xingdian Talents Support Program' Project Funding Support".

(5) Support funds for follow-up projects. Selected talents (teams) who have passed the training support period and passed the assessment may continue to apply for the same special project support fund according to the situation of scientific research tasks.

Article IX Scientist Studio. Selected talents who are mainly engaged in academic research in natural science and engineering technology, especially those who have made outstanding contributions to the construction of a modern industrial system in Yunnan Province, can apply for the Yunnan Provincial Scientist Studio. After review or in accordance with the method of "one matter, one discussion, on-demand support", it is reported to the Provincial Party Committee Talent Work Leading Group for approval, with a maximum support of 10 million yuan and is not included in the project support fund. The amount of support funds is approved at one time, which can be allocated according to the progress of the project, and the unit is in principle not less than 1:1.

Article 10: Cultivation incentives. The administrative and wage relationship belongs to Yunnan Province, and during the work in Yunnan Province within 2 years before the date of declaration, all kinds of talents who are newly selected into world-class or national-level talent projects and have won world-class or national-level awards will be given a one-time incentive to individuals.

(1) 5 million yuan for academicians of the "two academies"; 1 million yuan for outstanding talents of the "National Special Support Program for High-level Talents" and "Yangtze River Scholars Award Program" for distinguished professors and special posts; 1 million yuan for "National Special Support Program for High-level Talents" for scientific and technological innovation, leading talents in philosophy and social sciences, 500,000 yuan for young scholars and national outstanding youth science fund of the "Yangtze River Scholars Award Program"; famous teachers and young top-notch talents of the "National Special Support Program for High-level Talents", cultural masters and talents of the Central Propaganda Department Four batches of "talents, national outstanding youth science fund, 200,000 yuan." The "National Overseas High-level Talent Introduction Plan" is equally matched according to the central one-time working and living subsidy standard.

(2) Nobel Prize, Wolf Prize, Fields Medal, Turing Award, Pritzker Prize, the highest national science and technology award, 5 million yuan; the first prize of the National Natural Science Award, the State Technological Invention Award, and the State Science and Technology Progress Award ranked in the top three 1 million yuan, and the second prize ranked first 500,000 yuan; the special prize of the National Teaching Achievement Award ranked first, 500,000 yuan.

Article 11: Study and study visits. Talents selected for individual special projects (except high-end foreign expert projects and entrepreneurial talents special projects) can apply for one study visit grant during the training support period. Every year, each special project will support the selected talents to carry out study visits in the selected countries (regions), institutions, disciplines, tutors and durations according to the proportion of about 5%. After the completion of the study visit and the assessment target are reached, financial support will be given, and the domestic study visit will be 20,000 yuan per person for 3 months, 40,000 yuan for 6 months, and 80,000 yuan for 1 year; 40,000 yuan per person for 3 months, 80,000 yuan for 6 months, and 150,000 yuan for 1 year. Funds are directly allocated to individuals, and the treatment of the unit during the study visit remains unchanged. Overseas study visits shall go through the relevant examination and approval procedures in accordance with regulations.

Article 12: Appraisal and recruitment of professional titles. Where public institution personnel are selected for personal special projects, and the introduction of professional and technical titles of deputy senior and above in the evaluation of talents in this province, and the evaluation of talents in this province are to be reported to the human resources and social security department at the same level for separate approval, and are not subject to the total number of posts and the proportion of the structure of the unit. Outstanding young and middle-aged professional and technical talents with outstanding performance may relax the restrictions on academic qualifications, qualifications and evaluation conditions, and directly apply for review of corresponding professional and technical titles. Selected talents with flexible employment can be given priority to participate in the title review.

Article 13 Delay in retirement. Scientific and technological leading talents, Yunling scholars, chief technicians, teaching teachers, famous doctors, and cultural masters who have reached the retirement age stipulated by the state, and are indeed willing and able to adhere to normal work due to the needs of work, may extend the retirement formalities for up to 5 years after their own application and the study and approval of the party committee (party group) of the unit where they work, and after review and approval in accordance with the prescribed procedures.

Article 14 is only supported by the introduction. Within one year before the date of declaration, talents outside the province or abroad who have entered the yunnan province to work or have signed an introduction agreement and who promise to work within 3 months from the date of signing the agreement belong to the scope of introduction of talents.

(1) Selected talents introduced by various types of employers from outside the province may use "special establishment" if they meet the conditions, and do not occupy the original establishment of the unit. After being reviewed by the Office of the Provincial Party Committee Leading Group for Talent Work, the Provincial Party Committee Compilation Office shall approve the establishment, and the establishment shall be specially used and the personnel will be collected.

(2) Where all kinds of employers introduce talents that are urgently needed, they may simplify the procedures for recruiting talents and introduce them in the form of direct employment through assessment or special posts in accordance with regulations. For those selected for the special project of scientific and technological leading talents and the special project of Yunling scholars, the provincial human resources and social security department may handle the employment of spouses and children in the public institutions affiliated to Yunnan Province in accordance with the provisions on direct employment of assessment. Selected talents who meet the requirements may compete for corresponding positions in accordance with the measures for the market-oriented selection and recruitment of senior management personnel of provincial state-owned enterprises, or appoint (appoint) middle-level or above leadership positions and senior professional and technical positions of the introduced units in accordance with the cadre management authority.

(3) All kinds of enterprises, public institutions and social organizations within the administrative region of Yunnan Province are the main body of talent introduction, and are responsible for the specific work of talent introduction in their own units. The Office of the Leading Group for Talent Work of the Provincial Party Committee is coordinated, and the Provincial Human Resources and Social Security Department and the competent departments of the industry are specifically responsible for organizing all kinds of employers to go abroad and in areas where talents gather outside the province to hold "Yunnan Talent Week" and other talent introduction activities every year, and organize flexible talent introduction activities such as "High-level Talents in Yunnan", with an annual work fund of 2 million yuan.

(4) Encourage qualified employers to rely on platform carriers such as cooperative units and investment promotion workstations to set up "Yunnan Provincial Talent Attraction Workstations" in foreign and out-of-province talent gathering areas, and give each station a one-time funding of 100,000 yuan with outstanding results, and do not repeatedly enjoy the Talent Introduction Bole Award.

(5) Establish the Bole Award for Talent Introduction. All kinds of talent intermediaries and individually recommended talents (teams) selected for the first level and top teams of individual special projects will be rewarded with 100,000 yuan for each person (team) selected; for each person (team) selected for the second level and innovation team, each person (team) will be rewarded with 50,000 yuan.

Fifteenth flexible introduction. Employers are encouraged to adopt flexible and diverse forms to flexibly introduce high-level talents, and enjoy relevant benefits in accordance with the Yunnan Provincial Flexible Introduction of Talents Measures. Public institutions flexibly introduce talents, implement the project wage and agreed wage system, and the funds are included in the total management of the unit's performance wages, and are not used as the performance wage base and are separately approved.

Talents (teams) introduced flexibly in Yunnan Province for not less than 3 consecutive months per year according to the agreement may correspond to each special condition (except for high-end foreign experts), and after summarizing by the Provincial Human Resources and Social Security Department on an annual basis, uniformly declare the corresponding special project funding support to the special competent department in accordance with the provisions of paragraph 4 of Article 8 of these Measures. Talents (teams) assigned to participate in the construction of regional medical centers or in the construction of major projects in Yunnan Province will be given priority support if they meet the conditions.

After the scientific research team outside the administrative region of Yunnan Province promises to transfer the results of the transformation project in Yunnan and the achievement transformation has made substantial progress, it can rely on the institution where the transformation of the results is located, declare the top team offshore, and give the project funding support of up to 30 million yuan, and do not enjoy the support of team building funds.

Chapter V: Working Mechanisms

Article 16: Division of Responsibilities. The "Xingdian Talents Support Program" is the only provincial-level talent plan in Yunnan Province, which is coordinated and organized by the Office of the Provincial Party Committee Talent Work Leading Group under the leadership of the Provincial Party Committee Talent Work Leading Group. Talent plans established by provincial departments and industries (fields, systems) can only be used as talent plans at the next level.

The Organization Department of the Provincial Party Committee is responsible for the Yunling Scholars Special Project, The Scientist Studio, the Training Incentive and the Talent Introduction Bole Award; the Propaganda Department of the Provincial Party Committee is responsible for the special project of cultural masters; the Provincial Development and Reform Commission is responsible for the special project of industrial innovation talents; the Provincial Department of Industry and Information Technology is responsible for the special project of entrepreneurial talents; the Provincial Department of Education is responsible for the special project of teaching famous teachers and study visits; the Provincial Department of Science and Technology is responsible for the special project of scientific and technological leading talents, the special project of high-end foreign experts, and the special project of team; and the Provincial Human Resources and Social Security Department is responsible for the special project of chief technicians, the special project of young talents and the special project of attracting talents and attracting talents The Provincial Health Commission is responsible for the special project of famous doctors. The competent department of special projects shall be responsible for the formulation and adjustment of the special implementation rules, and shall organize the implementation after reporting to the Office of the Leading Group for Talent Work of the Provincial Party Committee for examination and approval.

Article 17: Declaration Procedures. The "Xingdian Talents Support Plan" relies on the "Yunnan Provincial Wisdom Talent Cloud Platform" to carry out the application review. From April to June of each year, the centralized declaration and review shall be carried out in accordance with the procedures of issuing notices, individual applications, unit reviews, review and appraisal by special competent departments, application for approval and approval, and announcement and issuance of documents.

Article 18: Reporting Rules.

(1) The declarant can only declare 1 individual (team) special project in 1 year, and if he or she is not selected for the same special project for 2 consecutive years, the application qualification will be suspended for 1 year.

(2) Adhere to the principle of "not reusing the same results" and achieve outstanding results during the training support period, they can declare the next level of special projects with new results.

(3) During the training support period, it is not allowed to apply for the state (city) or industry field talent plan.

(4) More than 3 scientific and technological leading talents and Yunling scholars can jointly recommend 1 talent to apply for the "Xingdian Talents Support Plan" and directly enter the special review. The joint recommendation right of scientific and technological leading talents and Yunling scholars can only be exercised once per application year. The recommender is responsible for the applicant's political stance, academic level and scientific research ability, and is jointly and severally responsible for the training support period.

(5) Implement the system of identifying high-level talents by leading enterprises, and the high-level industrial talents identified by leading enterprises are directly included in the corresponding special projects for support after being reviewed by the special competent departments and examined and approved by the Office of the Provincial Party Committee's Leading Group for Talent Work.

Article 19: Fund guarantees. The "Xingdian Talents Support Program" involves funds and is guaranteed by provincial finances. One-time working life subsidies, special living subsidies, training incentives, and support funds involved in study visits are regarded as provincial awards.

Special living subsidies, support for scientist studios, and incentive funds for attracting talents shall be uniformly declared to the Provincial Department of Finance by the Organization Department of the Provincial Party Committee; one-time working life subsidies, project support funds, team building funds, study visits, talent introduction activities, subsidies for talent attraction workstations and other funds shall be approved by the Office of the Provincial Leading Group for Talent Work, and the special competent departments shall separately declare the budget to the Provincial Department of Finance in accordance with the division of labor. The budget is implemented in accordance with the principle of "review in the current year, declaration in the current year, and allocation in the following year".

Chapter VI Service Management

Article 20: Service Guarantees. The "Xingdian Talents Support Plan" integrates resources to provide high-quality services for selected talents, continuously expands the content of talent courtesy services according to the economic and social development situation, and strives to build a talent ecology that is suitable for work and livability and innovation and entrepreneurship.

(1) Talents selected for the "Xingdian Talents Support Program" special project for scientific and technological leading talents and the special project for Yunling scholars shall be directly listed as contact experts of the provincial party committee; talents selected for other special projects shall be given priority in selecting and including the contact experts of the provincial party committee. Regularly organize national and provincial conditions study visits, health examinations, vacation recuperation and related activities. Qualified selected talents can be preferentially recommended as "Yunling Craftsmen". Pay attention to recommending party deputies, people's congress deputies, and CPPCC members from among qualified selected talents, and select outstanding talents with both ability and political integrity and top-notch talents to serve at party committees at all levels, people's congresses, governments, cppcc committees, people's organizations, enterprises, public institutions, and social organizations.

(2) The Provincial Party Committee Talent Work Leading Group issues the "Xingdian Huicai Card" to the selected talents, and the first-level talents issue A cards; and the talents at other levels issue B cards, and enjoy the courtesy of talents in accordance with regulations. In the Yunnan Provincial Talent Service Center and human resources and social security departments at all levels, a provincial high-level talent service window is set up to handle the selected talent service matters.

(3) Housing security. Comprehensively adopt settlement subsidies, housing purchase (rent) subsidies, cost price purchases, rewards and gifts, etc., to provide housing security for high-level talents.

Article 21: Supervision and management. The Office of the Provincial Party Committee Talent Work Leading Group is responsible for the overall management of the "Xingdian Talents Support Plan", and the employer is responsible for the daily management and service guarantee of the selected talents.

(1) The competent departments for special projects should clarify standards, standardize procedures, and strictly enforce discipline, ensuring the fairness, credibility, and transparency of special project implementation. The organs of the Discipline Inspection Commission and the inspection and inspection organs may, in accordance with the "Implementation Measures for the "Xingdian Talents Support Plan" in Yunnan Province", the implementation rules, and the management measures for project funds, adhere to the principle of "three distinctions", strengthen supervision and inspection, and pursue responsibility.

(2) The "Xingdian Talents Support Plan" implements a long-term assessment system, and the employer and the selected talents must jointly formulate a training plan and report it to the special competent department for the record. The competent department of special projects, together with the employer, shall be responsible for the mid-term assessment and final assessment of the training support period. The Provincial Department of Finance, together with the special competent departments, is responsible for the performance appraisal of funds. Employers and selected talents should strictly manage and use funds in accordance with regulations to ensure reasonable compliance and legality.

(3) Talents (teams) selected for the "Xingdian Talents Support Program" and talents who have been encouraged by talent training must work in Yunnan continuously and full-time for not less than 5 years (3 years for high-end foreign experts, 6 months per year). After the talent (team) arrives at the post, it must sign a work contract, confidentiality agreement and service commitment with the employer. In accordance with these Measures and work agreements to fulfill their responsibilities, actively lead the training of talents, focus on the major strategic needs of economic and social development, face the international and domestic scientific and technological frontiers and key technologies such as "card neck", actively declare various major scientific research projects, carry out research on original and key technologies in the field, and strive to achieve major landmark results. It is necessary to take the initiative to focus on the major development strategies, major project construction, and key project implementation of Yunnan Province, and provide feasibility demonstration, intellectual consultation, and technical services.

(4) The "Xingdian Talents Support Program" implements an academic integrity commitment system. The competent departments for special projects, together with employers, shall establish an exit mechanism and a mechanism for announcing creditworthiness, and shall promptly withdraw from the employment of those who fraudulently obtain the qualifications for selection, fail to perform the contract in accordance with regulations, violate professional ethics or academic misconduct, cause adverse social impact, fail to meet the minimum service period, or violate national laws and regulations, and make an annual announcement on the withdrawal, and must not declare any talent projects or scientific and technological projects in Yunnan Province within 5 years. Where withdrawals are made due to personal reasons (except for reasons of physical health) that have not yet reached the minimum number of years of service, all support funds are fully recovered from provincial-level finances, and those that are not performed are to be included in the creditworthiness archives in accordance with relevant national and Yunnan provincial provisions. If the talent attraction workstation recommends the introduction of talents (teams) to withdraw after the minimum service period, the funding funds of 20,000 yuan will be recovered for each person (team) withdrawn, until the full amount is recovered. The special competent department shall be responsible for the recovery of funds, and the employer shall recover and hand it over.

Chapter VII Supplementary Provisions

Article 22: Before the implementation of these Measures, talents who have been selected for the special projects of the "Yunnan Provincial High-level Talent Introduction Plan" and the "Yunnan Provincial High-level Talent Training Support Plan" are transferred to the "Science and Technology Leading Talents Special Project"; the former "Yunling Scholars" and "High-level Talents" are transferred to the "Yunling Scholars Special Project"; the former "High-end Foreign Experts" are transferred to the "High-end Foreign Experts Special Project"; the former "Industrial Technology Leading Talents" are transferred to the "Industrial Innovation Talent Special Project"; the former "Famous Teaching Teachers" are transferred to the "Teaching Famous Teachers Special Project"; the original "Teaching Famous Teachers" are transferred to the "Teaching Famous Teachers Special Project"; the original "" Famous doctors were transferred to "famous doctors"; the former "cultural masters" and "humanities and social science talents" were transferred to "cultural masters special projects"; the original "chief technicians" were transferred to "chief technician special projects"; the original "industrial talents" were transferred to "entrepreneurial talents special projects"; the original "high-level innovation and entrepreneurship teams" were transferred to "top team special projects" and "provincial innovation teams" were transferred to "innovation team special projects"; the original "young talents" and "young top-notch talents" were transferred to "young talents special projects".

Article 23: The special training funds for talents selected by the former "Yunnan Provincial High-level Talent Training Support Plan" are to be implemented in accordance with the original policy. Former scientific and technological leading talents and Yunling scholars, the special living allowance standards for 2022 and beyond will be issued according to these Measures; the special living subsidy standards for other special talents who are still in the training support period will be implemented in accordance with these Measures until the end of the training support period; if the training support period has ended, the special living subsidies will no longer be issued; after transferring to the "Xingdian Talents Support Plan", they can apply for the corresponding project funding support for the transfer to the special project.

The selected talents of the original "Yunnan Provincial High-level Talent Introduction Plan", one-time working and living subsidies and project funding support that have been obtained shall be implemented in accordance with the original policy; those who have not received project funding support can apply for the corresponding project funding support for transfer to the special project. No special living allowance.

Article 24: These Measures shall take effect as of the date of issuance, and the Office of the Leading Group for Talent Work of the Provincial Party Committee shall be responsible for interpretation in conjunction with the competent departments for special projects.
