On January 26, the Ministry of Housing and Urban-Rural Development issued the revised "Regulations on the Management of Qualifications of Construction Enterprises" for comment, and the much-anticipated new version of the construction qualification management regulations has finally surfaced, although the official documents have not yet been released, but we can also learn from the draft for comments and understand the direction of qualification reform. The revision and implementation of the three qualification management regulations is expected to be completed in the first half of 2022.
The Draft for Comments proposes:
1. The qualification of construction enterprises is divided into construction comprehensive qualification, construction general contracting qualification, professional contracting qualification and professional operation qualification.
1. The comprehensive qualification of construction is not divided into categories and grades. Construction general contracting qualifications and professional contracting qualifications are divided into several qualification categories according to the nature and technical characteristics of the project. Each qualification category is divided into two levels, A and B according to the prescribed conditions, and some professional contracting qualifications are not graded. Professional work qualifications are not divided into categories and levels.
The Provisions on the Administration of Qualifications of Construction Enterprises are amended as follows:
The qualification reform policy has changed greatly, the construction qualification management has been continuously optimized, various regulatory platforms in the construction industry have been launched, and the work of the relevant departments on the dynamic verification of building construction qualifications is also gradually advancing, and enterprises that do not meet the qualification requirements will face the risk of downgrading or revoking qualifications. After successfully applying for qualifications, many construction enterprises often only pay attention to the use of qualifications, and pay insufficient attention to the dynamic management of qualification assessment elements and overall planning. In order to avoid the impact of qualification problems on the operation and management of enterprises, construction enterprises should strengthen their understanding and implementation of qualification standards, timely check and fill in the gaps, and ensure the normal maintenance and use of qualifications.
