The news has attracted the attention of all parties, especially some buyers want to know whether they can receive this subsidy and how to receive it. Just now, the evening news reporter learned from the Jingmen City Real Estate Service Center that the specific operating rules for the purchase subsidy of the non-central urban household registration population have come out, and eligible buyers can apply.

Who is eligible for the subsidy
According to the relevant housing purchase policy, all applicants for housing subsidies must meet the following four conditions at the same time:
Condition 1:
The household registration population in non-central urban areas mainly refers to the household registration population outside the household registration of Longquan and Quankou in Dongbao District, the three street offices of Daoshi, Baimiao and Xinglong in Jingmen High-tech Zone, Shuangxi Street Office in Zhanghe New District, and zhanghe town, Ziling Town, Pailou Town, Tuanlin Town and Macheng Town.
Condition 2:
For the first time in the central urban area, ordinary housing of 144 square meters or less (including newly built commercial housing and stock housing) is purchased, and the housing belongs to the family (the scope of members includes the buyer, spouse and minor children, the same below) in the central urban area.
Among them, the central urban area is as follows: the whole area within the third ring road of the city, the Ziling group, the inland port -Macheng group and the Aifeike-Zhanghe town group. The city's third ring road includes the archway group and the forest group.
Condition 3:
The contract for the sale and purchase of commercial housing and the contract for the sale and purchase of existing housing have been signed and filed online, and the online signing time is from January 1, 2022 to December 31, 2023.
Condition 4:
The applicant who purchases the newly built commercial housing has obtained the tax payment certificate of the real estate deed of the purchased house, and the applicant who purchases the existing housing has obtained the tax payment certificate of the real estate deed of the purchased house and the real estate ownership certificate.
In any of the following circumstances, it is not included in the scope of this housing subsidy:
● Those who have purchased ordinary housing before the implementation of the "Policy Measures", and after rescinding the contract for filing or changing the buyer, they have filed the same ordinary housing sales contract during the subsidy period;
● After the implementation of the "Policy Measures", the household registration is moved out of the central urban area to apply for subsidies;
● Multiple families jointly buying a house;
● Have enjoyed other housing subsidy policies.
What are the procedures for applying for subsidies
According to the relevant person in charge of the Jingmen Real Estate Service Center, buyers who are eligible for housing subsidies carry relevant information to apply for housing subsidies from the housing construction department of the district where the ordinary housing has been purchased.
The information includes: Jingmen City Urban and Rural Residents Housing Subsidy Application Form (can be downloaded on the portal website of Jingmen Municipal Housing and Urban-Rural Development Bureau, http://zfhcxjsj.jingmen.gov.cn/); a copy of the applicant's ID card (original verification); a copy of the marriage certificate and household registration book and other family relationship materials; a copy of the deed tax payment certificate or real estate ownership certificate provided for the newly built commodity housing (the original verification), and the stock housing provided a copy of the deed tax payment certificate and the real estate ownership certificate (the original verification).
After the applicant submits the information, the housing department of each district will report the information of the housing subsidy applied for in the previous month to the municipal real estate transaction management department and the real estate registration department to inquire about the contract filing and housing registration information in the first 5 working days of each month, and then transfer it to the municipal housing and construction department for review according to the applicant's information and query results, and transfer the list of proposed subsidy objects and subsidy amounts in each district to the municipal financial department for final review.
Finally, the municipal and district financial departments arrange funds according to the financial fund declaration procedures, and the urban subsidy funds are uniformly allocated by the district financial department to the district housing construction department, and the housing construction departments of each district will allocate the housing subsidy funds to the bank account of the subsidy target.
Where should the applicant go?
The subsidy for the purchase of housing for the registered population in non-central urban areas shall be given according to the decreasing period of time of the family, of which:
From January 1, 2022 to June 30, 2022, a subsidy of 20,000 yuan per household will be given;
From July 1, 2022 to June 30, 2023, a subsidy of 15,000 yuan per household will be given;
From July 1, 2023 to December 31, 2023, a subsidy of 10,000 yuan per household will be given.
Eligible buyers can apply for a home purchase subsidy on the date of obtaining the deed tax payment certificate or the certificate of ownership of the real estate. The deadline for accepting applications for housing subsidies is March 31, 2024, after which they will not be accepted.
The housing departments of each district are responsible for accepting applications for housing subsidies. The specific reception locations are:

Fraudulent subsidies will be recovered
The relevant person in charge of the Municipal Real Estate Service Center reminds buyers that the application for housing subsidies must comply with relevant regulations and not be opportunistic.
Where a number of housing subsidy policies can be enjoyed in accordance with the regulations, it is determined that a family can only enjoy it once. After the housing subsidy is issued, if it is necessary to change the buyer or cancel the contract for the sale and purchase of commercial housing, the housing subsidy should be returned first, and then the real estate transaction management department shall handle the cancellation procedures.
Where the applicant fraudulently obtains the housing subsidy, the housing subsidy that has already been received shall be recovered and the violation shall be recorded in the personal credit management system. Staff of relevant departments who do not perform their duties in accordance with provisions shall be investigated for administrative responsibility in accordance with law; where there is unlawful conduct, legal responsibility shall be pursued in accordance with law.
