According to reports, after the issuance of the provincial key people's livelihood practical work plan in 2021, all relevant departments in various localities have vigorously grasped the implementation of responsibilities, carefully organized and implemented, and promoted the full completion or over-completion of various practical annual goals and tasks.

In 2021, Henan Province has completed a total of 1,424,400 cervical cancer screenings and 1,459,900 breast cancer screenings, accounting for 101.74% and 104.28% of the annual target tasks, respectively, and some women have found early cancer lesions in advance and received timely treatment due to free "two cancers" screening; free prenatal ultrasound screening and free serological prenatal screening have completed 587,900 cases and 591,100 cases respectively, and the coverage rate of prenatal screening target populations has reached 69.31% and 69.68%, respectively. It was 14.31 and 14.68 percentage points higher than the annual target task, respectively. In addition, Henan Province completed 841,200 cases of newborn "two diseases" screening and 836,100 cases of hearing screening, with screening rates of 99.16% and 98.55%, respectively, higher than the annual target tasks of 9.16 and 8.55 percentage points, respectively.

It is reported that 31,657 disabled children in Henan Province received rehabilitation assistance services in 2021, exceeding the annual target of 19,000. After families with disabled children received rehabilitation assistance, guardians generally reported that their children had improved greatly compared to before.

In 2021, Henan Province completed the transformation of 715,300 old residential areas, accounting for 143.05% of the annual target task. Through the implementation of comprehensive transformation and upgrading, the community is not only more "good-looking", but also more "easy to live" and more "harmonious". Among them, the typical representative of The Daishu Hutong Area of Guancheng Hui Nationality District of Zhengzhou City and the Courtyard of No. 47 Fengchan Road in Jinshui District were promoted nationwide by the Ministry of Housing and Urban-Rural Development as a typical case.

In the past year, Henan Province has achieved a total of 9,000 natural villages through hardened roads, completed annual target tasks, and realized more than 20 qualified natural villages to achieve all hardened roads. At the same time, the transformation and upgrading of 5004 radio stations was completed, accounting for 100.08% of the annual target task; the new construction and transformation of 7503 km of 10 kV and below lines, accounting for 150.06% of the annual target task.

In recent years, "urban traps" injuries have occurred repeatedly throughout the country and have become "pain under the feet". In order to strengthen the maintenance and transformation of manhole facilities in urban public areas, Henan Province completed the census of manhole facilities in public areas in the province, and the number of maintenance and transformation of manhole facilities in urban public areas accounted for 130.76% of the annual target task.

In 2021, Henan Province will build 51,700 new 5G base stations, accounting for 103.4% of the annual target task, achieving full coverage of 5G networks in township and rural hotspot areas.

As of the end of December 2021, the "Yu Shi Ban" has accumulated 3,788 online service items (2,000 annual target tasks), registered 60.59 million users (40 million annual target tasks), and realized more than 3,700 matters in the palm and at any time, especially the "Yu Shi Ban" platform has opened an "epidemic prevention zone", which can query the real-time dynamics of the epidemic situation, new crown vaccination, nucleic acid testing functions and other matters at any time.

In terms of speeding up the completion of the shortcomings of rural education, 17,966 newly recruited special teachers in Henan Province have all been arranged to teach in rural schools in townships and towns and below, exceeding the annual target of 15,000. In addition, Henan Province built 7587 sets of rural teachers' turnaround dormitories, accounting for 108.39% of the annual target task.

In 2021, the proportion of professional lawyers in Henan Province serving as legal advisers in villages (residences) will reach 87.7%, and efforts will be made to open up the "last kilometer" of grass-roots legal services, so that problems such as supporting the elderly, neighborhood disputes, and telecommunications fraud can be solved.

Li Yingwei said that in the next step, Henan Province will continue to improve the effectiveness of the work, polishing the golden signboard of the people's livelihood and the people's heart project and the heart-warming project.
