On the afternoon of February 9, the Fuzhou Municipal Government and the Fujian Provincial Port Group signed the "Framework Agreement on Promoting the Construction and Development of the Silk Road Seaport City", the two sides will establish a long-term, close and stable strategic cooperative relationship based on the basic principle of "mutual benefit and win-win, long-term cooperation and common development", combined with the organizational advantages of the Fuzhou Municipal Government and the professional port construction and operation advantages of the Provincial Port Group, through mutual participation and consolidation of resources, promote the high-quality development of Fuzhou Port, build a container hub port in Jiangyin Port, and optimize the integration of Luoyuan Bay port resources , scientific adjustment of the function of Mawei Port.

According to the cooperation framework agreement, the two sides will deepen cooperation in eight aspects:

The Fuzhou Municipal Government designated municipal state-owned enterprises to participate in the provincial port group and supported the provincial port group to expand the port construction and operation business.

Fuzhou Port Group (a subsidiary of the Provincial Port Group) participated in the construction (operation) of the Duwu to Zhanglin to Tobao section of the Railway Corridor from Duwu to Zhanglin to Tobao in the rear of Fuzhou Port, and supported the optimization and improvement of the railway transportation channel behind the Fuzhou Port.

Accelerate the development of 15-17# berths in Jiangyin Port Area. Support the enterprises under the Provincial Port Group to give full play to the advantages of the main business of the port, cooperate with the state-owned enterprises of Fuzhou City in the form of holding in accordance with the law to develop the 15-17# berth in Jiangyin Port Area, form a large-scale and intensive operation of container berths in Jiangyin Port Area, and build a container hub port.

At present, Fuzhou City has issued the "Fuzhou Port Production And Development Support Policy (2021-2022)", encouraging port shipping logistics enterprises to promote container route expansion, water and water transfer, sea-rail intermodal transport, scattered reform and other businesses. According to market changes and future development needs, the Fuzhou Municipal Government will continue to introduce port production development support policies.

Scientific adjustment of the function of Mawei Port. Support the gradual transfer of container routes from Mawei Port to Jiangyin Port Area for agglomeration and development, and make the container scale of Jiangyin Port Area bigger and stronger. The Provincial Port Group supports the further promotion of the transformation and upgrading of the functions of Mawei Port Terminal, and the Fuzhou Municipal Government provides policy support for planning, construction and operation in accordance with laws and regulations.

Optimize the integration of port resources in Luoyuan Bay Port Area. Promote the integration, large-scale and intensive development and operation of dry bulk cargo berths on the north and south banks of the Luoyuan Bay Port Area.

Accelerate the reclamation (reclamation) project of Niukeng Bay Port and Processing and Logistics Zone in Luoyuan Bay. The two sides jointly accelerate the approval and development and construction of the project in accordance with the law, and the Fuzhou Municipal Government gives full play to the advantages of the function of attracting investment attraction and providing policy support for attracting large international and domestic enterprises to land in the industrial park behind the port of Niukeng Bay as soon as possible.

Tilt supports larger container sizes. The provincial port group integrates the resources of the group, gives full play to the advantages of specialized container terminal operations, tilts and supports the sustained and rapid development of Fuzhou Port, expands and strengthens the container business, and builds a container hub port.
