In accordance with the Civil Servants Law and the Provisions on the Recruitment of Civil Servants and other laws and regulations, the Fujian Provincial Civil Servants Bureau will organize the implementation of the 2022 annual examination of Fujian Province to recruit civil servants and staff of administrative organs (units) with reference to the Civil Servants Law (hereinafter referred to as "public servants"), and plans to recruit 4,057 civil servants (including public servants). In order to do a good job in recruiting civil servants under the premise of normalizing epidemic prevention and control, the relevant matters are hereby announced as follows:

1. Eligibility Requirements

(1) Application requirements

Candidates should meet the following qualifications:

1. Have the nationality of the People's Republic of China;

2. If you are over 18 years old and under 35 years old (born between February 1986 and February 2004), and have special requirements for age conditions in accordance with the relevant policies, the conditions published in the recruitment position shall prevail;

3. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

4. Have good political qualities and moral character;

5. Have the physical and psychological qualities to perform their duties normally;

6. Have the ability to work in line with the requirements of the position;

7. Have a college degree or above;

8. Have the qualifications required for the proposed position as prescribed by the provincial civil service authority;

9. Other conditions stipulated by laws and regulations.

(2) Circumstances in which the applicant's application for the examination or the disqualification of the examination shall not be cancelled

In any of the following circumstances, applicants shall not apply for the examination or be disqualified from the examination:

1. Those who have received criminal punishment for a crime;

2. Expelled from the Communist Party of China;

3. Those who have been dismissed from public office;

4. Being lawfully listed as the target of joint disciplinary action for untrustworthiness;

5. Being found to have committed fraud or other serious violations of employment discipline in the recruitment of civil servants at all levels;

6. Civil servants or public servants who have been dismissed for less than 5 years;

7. The length of service of a civil servant or public servant after being hired is less than 2 years (including the probationary period) or the number of years of service agreed with the local competent department for civil servants or the organizational personnel department of the unit where they are located;

8. Active military personnel, non-fresh graduates;

9. After hiring, it constitutes a recusal relationship;

10. Laws and regulations provide that they may not be employed as civil servants.

If they are not civil servants or public servants during the probationary period at the time of registration, but become civil servants or public servants during the probationary period after registration or before they are hired, their qualifications for admission shall be cancelled.

(3) Specialized positions

The following persons may apply for specialized positions:

1. Candidates who participate in the College Students Volunteer Service West Program, as well as the Volunteer Service in Underdeveloped Areas Program, the College Graduates Service Community Program, the "Three Branches and One Support" Plan and other service grassroots projects organized and implemented by our province, and pass the assessment before December 2022;

2. College student retired soldiers who have been approved by the military service organs of our province to enlist in the army, have completed their service period, and meet the relevant regulations of this recruitment examination;

3. The staff of public institutions in the 23 poverty-alleviated counties who meet the conditions may apply for special positions in the county where they work in accordance with regulations.

For specific conditions, please refer to the "Fujian Provincial 2022 Annual Examination Recruitment Guide for Civil Servants".

(4) Start and end time

The deadline for the grassroots work experience of the candidates for this recruitment service grassroots project is subject to the determination of the provincial authority that organized the implementation of the project; the deadline for full-time non-directional ordinary college graduates in 2022, junior college graduates (including those pursuing a second bachelor's degree according to letter [2020] No. 9 of the Higher Education Department) and fresh graduate students graduating from non-targeted ordinary colleges and universities in 2022 will obtain academic degrees or minor certificates in December 2022.

For other unannounced conditions related to the time limit, the deadline is the month of registration. If the number of years needs to be calculated, the start time is the first day of the relevant experience to take effect, and the deadline is the month of registration, which is accumulated according to the full year and full month.

II. Application Procedures

The registration website for this recruitment is the Fujian Provincial Civil Servant Examination Recruitment Network (hereinafter referred to as "Fujian Examination Recruitment Network"), website: http://gwykl.fujian.gov.cn.

Positions that require on-site registration are subject to the notice of the recruiting unit.

(1) Online registration

Candidates should log on to the Fujian Examination Record Network from 9:00 on February 14, 2022 to 17:00 on February 18, 2022 to complete the registration procedures. There is no registration fee for this exam, and candidates should pass the L4 identity verification of "Min Zheng Tong APP" before submitting the application.

Examination rooms are set up in each districted city. Candidates (including the basic knowledge of public security) can choose the examination area to take the written test. If you need to take additional examinations for other professional subject positions, you can only choose Fuzhou Examination District to take the examination. After 17:00 on February 25, candidates are not allowed to modify the written test location.

(2) Inquire into the results of the preliminary examination

Candidates can log on to the Fujian Examination Record Network to check the preliminary examination results after 2 working days from the day after registration. After each candidate successfully applies for 1 position, he or she may not apply for another position.

(3) Review of appeals

From 9:00 on February 16, 2022 to 17:00 on February 21, 2022, if the applicant communicates with the recruiting unit and still has objections to the conclusion that "professional qualifications do not match", he can promptly submit an application for review of professional qualifications through the appeal channel of the online registration system, and the competent department of civil servants will determine it.

(4) Confirmation of written examination

From 9:00 on February 23 to 24:00 on February 25, candidates who have passed the qualification review should log on to the Fujian Examination Record Network to sign the "Personal Health Declaration and Safety Examination Commitment Letter" online, complete the written test confirmation procedures, and if they fail to complete the confirmation according to the prescribed time, they shall be deemed to have abandoned the examination qualifications.

3. Examinations

(1) Print the admission ticket

On March 19, 9:00, the download and printing of the admission ticket will begin.

(2) Written examination

March 26, 09:00-11:00 "Administrative Vocational Ability Test";

March 26, 14:00-16:30 "Shen Theory";

March 27, 09:00-11:00 "Basic Knowledge of Public Security".

Candidates can check their written test results and the lowest pass line in the province through the Fujian Examination Record Network after 29 April 2022.

(3) Interview

Unless otherwise specified, according to the ratio of 1:3 of the number of candidates recruited, among the candidates who pass the written examination, the interview candidates are determined from the high score to the low score. The list of candidates participating in the interview and the time and place of the interview will be published on the Fujian Examination Record Network or the relevant websites of the districted city.

In accordance with the requirements of the recruiting unit, candidates can submit scanned copies or photos of the materials required for interview qualification review through the Fujian Examination Record Network to apply for interview qualification review. Scans or photographs submitted by candidates should be clear and legible and should generally not be post-processed.

The minimum pass line for interview results is 60 points. When the number of participants in the interview is less than or equal to the number of candidates, the candidate's interview score should reach 70 points or more before entering the physical examination and examination.

(4) Rules for calculating the total score of the examination

For positions that do not have to be tested for specialized subjects, the total score is calculated according to the proportion of 50% of the written test score and the interview score of the public subject.

For law enforcement service positions in the public security system, the total score is calculated according to the proportions of 35%, 15%, and 50% of the written test results of public subjects, the results of the "Basic Knowledge of Public Security", and the interview scores, respectively. The calculation method for the total scores of other positions in the public security system that have the "Basic Knowledge of Public Security" is calculated in accordance with the calculation ratio of law enforcement service positions in the public security system.

(5) Other examinations

If it is necessary to take additional examinations for other professional subjects, the specific arrangements and score calculation rules shall be announced separately by the recruiting unit on the Fujian Examination And Admissions Website.

For positions where a people's police professional psychological ability assessment or physical fitness assessment is required, all those who pass the interview shall participate in the assessment and must not apply for an extension; those who do not participate within the prescribed time shall be disqualified from hiring or replacing.

4. Physical examination and inspection

Generally speaking, according to the ratio of 1:1 of the number of candidates recruited, among the candidates who pass the examination, from high score to low score, the candidates for physical examination and examination are determined. In any of the following circumstances, candidates for investigation must not be determined as personnel to be hired:

1. There are circumstances listed in Article 26 of the Civil Servants Law;

2. There are acts listed in Article 59 of the Civil Servants Law;

3. Those who do not have the qualifications for applying for the examination determined by the competent departments for civil servants at the provincial level or above or do not meet the relevant requirements for the recruitment position;

4. Where a single fine is imposed for a crime, or the circumstances of the crime are minor, and the people's procuratorate makes a decision not to prosecute in accordance with law, or the people's court is exempt from criminal punishment in accordance with law;

5. Those who have been subject to admonitions, organizational handling, or Party discipline and government affairs sanctions, or other such periods of influence have not yet expired or have been affected by the expiration of the period of use;

6. Expelled from the Communist Youth League of China;

7. Where an organ or an organ (unit) managed with reference to the Civil Servants Law is dismissed for less than 5 years;

8. Those who have been expelled from school during the period of higher education;

9. Being found to have committed serious fraud in the national examination prescribed by law;

10. Poor political quality, moral conduct, sense of social responsibility, sense of service to the people and poor social credit, as well as other situations where it is not suitable for employment as civil servants.

5. Recruitment

The recruiting unit selects the personnel to be hired on the basis of merit in accordance with the prescribed procedures and standards, and announces it on the relevant website, and the publicity period is 5 working days.

The probationary period for newly recruited civil servants shall be implemented in accordance with the Measures for the Administration of the Probationary Period for Newly Recruited Civil Servants (Trial Implementation). The minimum length of service shall be implemented in accordance with the relevant policies and regulations of the central and provincial governments and the agreement on the position to be hired.

6. Supplementation

Before the interview, if the number of candidates participating in the interview does not reach the prescribed proportion due to the candidate's abandonment or disqualification from the interview, the candidates who apply for the position and the score reaches the pass line can generally be replaced from the candidates who have applied for the position and the score has reached the pass line, from the high score to the low score. Professional subject examinations, psychological assessments, physical fitness assessments, physical examinations, inspections, recruitment and other links are supplemented with reference to the practice of interviews.

7. Epidemic prevention and control

(1) Those who pass the qualification review and confirm the participation in the examination shall strictly abide by the local epidemic prevention regulations during the preparation period, do a good job of personal health monitoring, reduce unnecessary mobility, and not go to medium- and high-risk areas and cities where medium- and high-risk areas are located;

(2) In mid-March, an announcement on the prevention and control of the epidemic will be issued for the examination, and candidates must conscientiously implement the epidemic prevention and control measures in accordance with the requirements of the announcement to ensure smooth reference;

(3) After March 24 (including the day of the 24th), candidates should also go to a regular medical institution to receive a covid-19 nucleic acid test;

(4) On the day of the test, candidates whose new crown nucleic acid test report is "negative", "Fujian Bamin health code" and "communication big data itinerary card" are green codes, and meet the requirements of local epidemic prevention and control, can take the test.

(5) The provincial competent department of civil servants will make necessary adjustments to the relevant work arrangements in a timely manner according to the development of the epidemic situation, and please understand and support the majority of applicants.

VIII. Precautions

(1) Candidates should carefully read the "Fujian Provincial 2022 Examination Recruitment Guidelines for Civil Servants" and the job recruitment conditions, be familiar with the application process and relevant requirements of the position, carefully select the position to be applied for, and complete the application procedures in a timely manner;

(2) Where the State promulgates new standards or measures for physical examinations, inspections, probationary periods, etc., implement them in accordance with the new provisions;

(3) After the completion of the examination, the examination body will conduct a similar screening of the written examination papers, and if it is found to be similar to the answer sheet, it will be handled in accordance with relevant regulations;

(4) Applicants shall apply for the examination in good faith, and those who cheat or have violations of rules and discipline shall, once verified, cancel their qualifications for admission and handle them in accordance with the relevant provisions on violations of rules and discipline in the recruitment of civil servants by examination, and where a crime is constituted, criminal responsibility shall be pursued in accordance with law;

(5) This recruitment does not specify the examination counseling book, does not hold or entrust any institution to hold the examination counseling training class, please be vigilant and do not be deceived.
