Liu Meiying said that in September last year, on the first anniversary of the establishment of the "two districts", Beijing completed more than 200 reform and innovation tasks involved in the two plans, with a completion rate of more than 90%.

The construction of the "two zones" runs out of acceleration

She said that in recent months, Beijing has stepped up its efforts to study and benchmark the rules of international high-level free trade agreements, carry out first-mover trials, actively plan to develop digital trade, and fully support the opening of the Beijing Stock Exchange to achieve a "good start". Beijing will focus on three dimensions to further promote the construction of the "two zones" to run out of acceleration and enhance display.

-- Carrying out systematic reforms. Beijing has promoted the expansion of opening up from point to point, from a single policy breakthrough to a full-chain, full-link integrated innovation. Focus on the four key areas of scientific and technological innovation, digital economy, biomedicine, and green finance, and explore the opening up of the whole industry chain. The layout of green finance has accelerated, and the Sino-US Green Fund and the Beichuang Green Low-carbon Technology Fund have settled in the sub-center of the city. Planning the development layout of the comprehensive bonded area, issuing the city's first policy document to support the development of the comprehensive bonded area, launching 73 measures, accelerating the innovation and upgrading of the Tianzhu Comprehensive Free Trade Zone, and the Daxing Airport Comprehensive Bonded Area passed the customs closure and acceptance.

Beijing serves the construction of the International Science and Technology Innovation Center, implements innovative enterprise support policies, such as the implementation of high-tech enterprises in key areas "filing is approved", and promotes the implementation of a number of national pioneering policies such as preferential income tax for technology transfer and income tax preferences for corporate-type venture capital enterprises.

According to incomplete statistics, last year, the preferential income tax policy for technology transfer in Zhongguancun was reduced by more than 400 million yuan, and it was mutually promoted and integrated with the construction of a benchmark city in the global digital economy. After the listing of the Beijing International Big Data Exchange, it has successively launched the country's first new trading model, data trading guide, encryption trading platform and data trading alliance to accelerate the process of value-based data element resources, and to promote the construction of an international consumer center city with policy innovation and projects. It is the first in the country to create a pilot project of "tax exemption, bonded and cross-border e-commerce" policy convergence, and the first in the country to carry out the pilot of cross-border e-commerce sales of pharmaceutical products. Last year, it attracted more than 900 first stores, including 134 international brand first stores, accounting for 15% of the city's new first stores; to create a Beijing-Tianjin-Hebei collaborative open highland.
