The "Planning" clearly states that it will build a model city for the protection and utilization of world heritage sites, and points out that relying on 22 world heritage sites, connecting the resources of world heritage exhibition halls, archaeological sites, revolutionary sites, Taiwan-related overseas Chinese cultural relics, museums and other characteristic projects, and promoting the "Quanzhou: World Marine Trade Center of Song and Yuan China" cultural heritage protection and revitalization project, the Maritime Silk Road Cultural Park, the Sea Silk Culture and Art Center and the construction of the Quanzhou Thorn Tong Ancient Port Cultural Tourism Complex, to create a model city for the protection and utilization of world heritage sites.
