Putin said in the letter that the world situation is becoming more and more volatile and tense, and russian diplomats need to make more unremitting efforts to ensure strategic stability and deal with emerging threats and challenges. The first priority is to seek detailed, legal forms of security for Russia from the United States and its NATO allies.
