After several years of development, the flexible employment personnel in Shangqiu City have formed a good social scale effect, and the number of established personnel has increased year by year, which has a remarkable support effect on solving the housing problem of flexible employment personnel. Up to now, the cumulative number of flexible employees in the city has reached 24,000, and a total of 823 housing provident fund personal loans of 316 million yuan have been issued to flexible employment personnel, which has made positive contributions to supporting the housing consumption of flexible employment personnel and promoting urban construction and economic development.

First, the main practice

Aggregation is the foundation of the development of the housing provident fund. At present, the administrative organs, public institutions and state-owned enterprises in Shangqiu City have basically achieved full coverage of the housing provident fund system, and the potential for expansion is limited. As an important part of the market economy, the promotion of flexible employment personnel to establish a provident fund system can not only effectively improve the coverage of contributions, but also help flexible employees improve living conditions, reflecting the security and mutual assistance functions of housing provident funds. At the same time, it will also play a positive role in boosting the urbanization process. To this end, the center has taken multiple measures to encourage and guide more flexible employment personnel to establish a housing provident fund system.

(1) The policy is first, so that the deposit has a basis

With the in-depth development of the market economy and the wide application of Internet technology, the form of employment in the mainland has undergone profound changes, and more and more new forms of flexible employment such as part-time, temporary and flexible work have emerged, and have increasingly become a very important form of employment in the market economy. In this regard, in order to support flexible employment personnel to participate in the housing provident fund system, enjoy preferential policies, and realize housing, the center has formulated and issued the "Detailed Rules for the Implementation of The Housing Provident Fund Contribution of Individual Industrial and Commercial Households in Cities and Towns of Migrant Workers in Shangqiu City" (Commercial Provident Fund Commission [2017] No. 5) in accordance with relevant regulations, which standardizes the handling process and clarifies the requirements.

(2) Publicize and promote the willingness to deposit

In order to increase the publicity of the establishment of the housing provident fund system for flexible employment personnel, let more people enjoy the welfare policy of the housing provident fund system, and effectively let the policy of benefiting the people penetrate the hearts of the people, the center makes full use of online channels such as websites, WeChat public accounts, mobile phone APP and other online channels to publicize the payment policy for flexible employment personnel, on the occasion of the 30th anniversary of the establishment of the housing provident fund, carry out housing provident fund expansion publicity activities in crowded places, through the combination of online and offline publicity, so that flexible employment personnel can fully understand how to contribute to the housing provident fund. What kind of rights and interests can be enjoyed by contributing to the housing provident fund, dispel the concerns of flexible employees about the unknown housing provident fund, and guide them to actively participate in it.

(3) Promote payment with loans and give impetus to deposits

Unlike active employees, flexible employees establish a housing provident fund system purely by relying on the attraction of low-interest loans. In this regard, the center stipulates that depositors who establish a housing provident fund system for flexible employment personnel can enjoy the same rights as in-service employees, and personal housing loans are handled in accordance with the unified housing provident fund policy. In order to reduce the pressure on home buyers to repay loans, reduce loan interest expenses, and protect the legitimate rights and interests of deposited employees, at the end of 2020, the "business to business" business was launched, and more and more flexible employment personnel shared policy dividends by participating in the housing provident fund contribution.

(4) Optimize the process and make the procedures simpler

In order to facilitate flexible employment personnel to contribute to the housing provident fund, it is stipulated that flexible employed personnel who are 18 years old, men under 60 years old, and women under 55 years old, who voluntarily perform the obligation to contribute to the housing provident fund and comply with the regulations on the management of the housing provident fund, only need to carry their original second-generation ID card and a bank-type debit card, they can apply for the establishment of a personal housing provident fund account to pay the housing provident fund, and they can apply for a low-interest loan for half a year in a row, and can apply for a monthly repayment or early settlement in the repayment process. At the same time, it is stipulated that the contribution base of flexible employment personnel shall not be higher than 1.2 times or not less than 0.8 times of the average monthly wage of employees in the previous year in this city, and the contribution ratio can be determined between 10% and 24%. The depositor does not have an outstanding housing provident fund loan, if you stop paying, you only need to go to the window to handle the account sealing, you can apply for account cancellation and withdrawal, the procedures are simple and the work is fast.

Second, the results achieved

Since the establishment of the housing provident fund system for flexible employment personnel, the number of contributors has increased year by year. Up to now, the cumulative number of flexible employment personnel in the city has reached 24,000, and the cumulative amount of contributions is 295 million yuan. Among them, in 2021, the number of new accounts opened by flexible employment personnel was 16,200, and the proportion of flexible employment personnel who opened new accounts in the whole year reached 40.97%. Since the implementation of the housing provident fund system for flexible employment personnel, a total of 823 housing provident fund personal housing loans have been issued to flexible employment personnel, with a loan amount of 316 million yuan, which has effectively helped flexible employees, especially low- and middle-income groups, to improve housing living conditions, reflect the public policy attributes of the housing provident fund system, and maximize the benefits of the housing provident fund system. Third, the existing problems

(1) At present, the coverage rate of the housing provident fund system is generally not high, and a large number of units that should be built but have not been built are still outside the system. The establishment of the housing provident fund system for flexible employment personnel has in fact relaxed the access qualifications and lowered the entry threshold, resulting in some in-service employees who should be built but not built into it, and to a certain extent weakening the statutory contribution responsibility of the employer. In the context of the current continuous deepening of the reform of "decentralization and management of services", if the identity of flexible employment personnel is strictly reviewed by increasing certification materials and adding certification links, it is not in line with the current trend of reform and development of simplified administration and decentralization.

(2) Flexible employment personnel to establish a housing provident fund system, mainly to obtain low interest rate housing provident fund loans, some flexible employment personnel often in the shortest payment time limit immediately after applying for loans, housing provident fund precipitation funds scale is not large, resulting in flexible employment of housing provident fund personal housing loan rate is too high, resulting in housing provident fund pool funds tight, to a certain extent affect the rights and interests of in-service employees to use funds.

(3) Due to the strong purpose of flexible employment personnel to contribute to the housing provident fund, although the obligation to pay on time and in full will be strictly fulfilled in the early stage of establishing the housing provident fund system, after handling the housing provident fund loan and enjoying the right to a preferential interest rate, the performance of the payment obligation will be greatly weakened, and the phenomenon of stopping payment after lending and reducing the payment base after lending occurs from time to time.

Fourth, the next step

In the next step, the center will further strengthen its publicity efforts and create a good social atmosphere for the establishment of a housing provident fund system for flexible employees through various forms, so that the policy of voluntary contributions to housing provident funds by flexible employees is well known. At the same time, we will further improve the service level of housing provident fund, improve business policies, optimize the handling process, and let more flexible employment personnel enjoy greater benefits.
