Changfeng County health system part of the unit 2022 open recruitment of non-staff announcement

Due to the needs of the work, with the consent of the county government, some units of the Changfeng County Health and Health System will openly recruit 33 non-staff members for the public in 2022, and the relevant matters are hereby announced as follows:

2. Recruitment positions and conditions

For details, see the "Changfeng County Health System Units 2022 Open Recruitment of Non-staff Position Table". The recruitment targets are those who meet the application requirements and have graduated from college degree or above. And the following conditions are met:

(1) Have the nationality of the People's Republic of China, support the Party's line, principles and policies, abide by the Constitution and laws, have good professionalism and professional ethics, and love the cause of public health;

(2) Have good conduct;

(3) The professional or skill requirements required for the post;

(4) Have the physical condition to perform duties normally;

(5) Other requirements required for the post.

In the "Age Criteria", "35 years and below" means "born on or after February 17, 1986" (and so on for other age calculations).

The major studied by the candidate shall be subject to the major of the graduation certificate, and the minor major on the professional (academic) certificate, the certificate of completion, the minor certificate, or the graduation certificate shall not be allowed to apply for the examination. The parentheses behind the major on the graduation certificate can only represent that the content of the study is related and cannot be recognized as a major (except for those with parentheses in the "Professional Guidance Catalog" published by the Ministry of Education).

Candidates must fill in strictly in accordance with the professional requirements of the recruitment position, if the candidate's major does not appear in the professional (discipline) guidance catalogue published by the Ministry of Education, and the professional requirements of the recruitment position are "xX class" or "first-level discipline" and similar situations, the training unit can provide the professional talent training program and syllabus, and prove its relevance.

In the post conditions and requirements, "college degree or above" refers to a person with a college degree or above recognized by the state.

University degrees from Hong Kong and Macao must be recognized by the national administrative department of education; foreign degrees must be certified by the relevant departments of the Ministry of Education; and the above-mentioned personnel must also meet the requirements of the announcement and other qualifications for the post.

Persons with any of the following circumstances shall not apply for the examination:

(1) Personnel who do not meet the requirements of the recruited post;

(2) Persons who have been determined by the government human resources and social security department to have violated examination discipline and are within the period of suspension of examinations;

(3) Persons who have previously received criminal punishment for a crime, persons who have previously been dismissed from public office, persons who have not yet received Party or government disciplinary punishment or are undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation but have not yet reached a conclusion;

(4) Personnel in other circumstances where the law provides must not participate in the examination or employment of public institution staff.

3. Recruitment procedures

Open recruitment is carried out in accordance with the procedures of online registration, preliminary qualification review, written examination, qualification review, interview, physical examination and inspection, publicity and employment.

(1) Online registration and qualification review

1. Candidates log on to the online service platform of the Personnel Examination (http://exam.east-hr.com) to register, the registration time is from 9:00 on February 17, 2022 to 16:00 on February 21, 2022, and the registration will not be made after the deadline. The information filled in by the candidate must be accurate and true, and the information on the documents involving academic qualifications, IDENTITY cards and other documents must be consistent with the information content on the documents. Qualification examination runs through the whole process, and those who have passed the qualification examination but actually do not conform to the provisions of the application conditions due to fraud or have passed the qualification examination shall be disqualified from the examination and employment once it is verified.

2. Candidates must log on to the Personnel Examination Online Service Platform (http://exam.east-hr.com) 24 hours after individual registration to 16:00 on February 22 to check whether they have passed the qualification review.

Candidates who have passed the qualification examination shall pay the examination fee through the Personnel Examination Online Service Platform (http://exam.east-hr.com) network before 16:00 on February 23, and the overdue period shall be regarded as automatic abandonment of the examination.

3. The number of contributors and the number of job recruitment plans can reach 1:3 before the examination can be opened, and the number of contributors is less than the proportion of the examination, and the recruitment plan for the post will be cancelled or reduced. Those who apply for the cancelled posts can reapply for other posts from 13:00 to 16:00 on February 24, and the overdue period is regarded as automatic abandonment. Candidates who have been cancelled due to insufficient proportion have not reapplied for other posts may return the examination fees collected after the end of registration, and the examination fees paid under other circumstances shall not be refunded.

4. In order to effectively respond to the new coronavirus pneumonia epidemic, make every effort to do a good job in epidemic prevention and control, and ensure the physical health and personal safety of all candidates, the time of printing the admission ticket of the written examination will be notified separately through the online service platform of the personnel examination (http://exam.east-hr.com) and the Changfeng County People's Government website (http://www.changfeng.gov.cn) according to the development of the epidemic situation and the requirements of the prevention and control work. Candidates are requested to pay close attention to the relevant information published on the website. If the notice of each link is missed due to its own reasons, it is deemed to be automatically abandoned.

(2) Examinations

1. Written test

The written examination is conducted as a closed-book examination with no reference materials specified.

The time and place of the written test and other related matters shall be subject to the announcement of the written test admission ticket. The printing time of the admission ticket will be announced separately.

(1) 1001-1011 posts, written examination of two subjects, each subject score is 100 points, the subjects are:

The content of the first course is "Comprehensive Knowledge", which mainly includes basic knowledge of language, current affairs and politics, basic knowledge of computers, processing of official documents, vocational ability test, etc.;

Subject 2 "Shen Theory".

The Synthesis of Knowledge and the Treatise on Shen is calculated as the candidate's final written test score (rounded up, retaining 2 valid decimal places) by combining 5:5 weights.

(2) 1012-1019 posts, written examination of two subjects, each subject score is 100 points, the subjects are:

Module 1: Basic Knowledge of Hygiene, which mainly focuses on the basic knowledge of biology, human anatomy, physiology, pharmacology, pathology and diagnostics;

Subject 2: "Professional knowledge", mainly for the reported position should know the professional knowledge.

The Basics of Hygiene and Expertise are combined into the candidate's final written test score (rounded to 2 valid decimal places) by combining 3:7 weights.

All post written examinations are conducted consecutively, and subjects 1 and 2 are tested continuously, and the intervals are uninterrupted. After the deadline of the subject one examination, the test paper and answer card of the first subject will be withdrawn, and after the closing time of the subject two examination, all the examination materials issued will be withdrawn.

Within 10 working days after the end of the written test, the results will be announced on the online service platform for personnel examinations (http://exam.east-hr.com) and the Changfeng County People's Government website (http://www.changfeng.gov.cn).

Candidates will have a minimum passing score of 50 points for their final written test score. Candidates must meet the minimum passing score line to proceed to the next stage.

Candidates participating in the written test and interview must provide a negative nucleic acid test report within 48 hours before 8:00 a.m. on the day of the test, the "Ankang Code" and "Communication Big Data Itinerary Card" are both green codes, the body temperature measurement (forehead temperature is less than 36.8 °C, the armpit is less than 37.3 °C) qualified, and there is no abnormal physical condition to enter the examination room.

2. Qualification review

According to the final written test results, from high score to low score, the interview shortlist is determined according to the ratio of 1:3 of the number of job recruitment plans. Where the number of job recruitment plans and the number of people actually participating in the written examination are less than the prescribed proportion, the number of candidates who actually participate in the written examination shall be determined to enter the interview. If there are multiple candidates with the same written test scores, the last shortlisted candidates for the interview will be determined as the interview finalists. 

Shortlisted candidates for the interview are required to undergo a qualification review, and candidates are required to provide the following materials during the qualification review:

(1) The original and a copy of your valid resident identity card;

(2) The original and a copy of the academic (graduation certificate, degree certificate);

(3) "China Higher Education Student Information Network (www.chsi.com.cn)" printed the "Ministry of Education Academic Qualification Certificate Electronic Registration Filing Form";

(4) The registration qualification review form printed on the online service platform (http://exam.east-hr.com) of the personnel examination;

(5) The original and a copy of the relevant certificate required by the recruitment position;

(6) The original and copy of other supporting materials, etc.;

(7) Fresh graduates must also provide the original and a copy of the "Graduate Employment Recommendation Form".

If you are unable to come in person, you can entrust others to handle it on your behalf, but the candidate must provide a written power of attorney to the client himself, and the entrusted person needs to bring the original and copy of his or her valid identity document.

In any of the following circumstances, the qualification review is unqualified:

(1) It is inconsistent with the application conditions;

(2) Unable to provide the prescribed documents or materials;

(3) Those who cannot accept the qualification review within the prescribed time.

Those who fail to pass the qualification review shall be disqualified, and shall be made up once in accordance with the corresponding procedures according to the written test results from the high score to the low score.

Personnel who pass the qualification review shall pay the interview fee on the spot and receive the interview notice.

The qualification review notice will be published on the Changfeng County People's Government website (http://www.changfeng.gov.cn) and the personnel examination online service platform (http://exam.east-hr.com). 

3. Interview

The structured interview method is adopted, which mainly examines the candidate's comprehensive analysis ability, language expression ability, ability to solve practical problems, psychological quality and adaptability, etc., with a full score of 100 points (retained to two decimal places).

The results of the interview are announced on the spot, and the interview candidates must achieve a score of 60 points or more (including 60 points) to enter the next stage.

The specific time and place of the interview and related requirements are detailed in the interview notice.

4. Calculation of total score

The total score of the written test and the score of the interview are combined according to the 6:4 weight. The total results are published on the Changfeng County People's Government website (http://www.changfeng.gov.cn).

(3) Physical examination and inspection

1. Physical examination

According to the number of recruitment plans for each position, the physical examination object is determined according to the total score of the examination from high score to low score in a 1:1 ratio. If the total score is the same, the shortlisted candidates will be determined according to the written test score and the written test "Subject 2" score. If there is a tie again, the trade-off is decided by examination. (This principle is also followed when making up for it)

The physical examination standards are implemented with reference to the provisions of the Notice on Further Regulating the Physical Examination Work of PublicLy Recruited Personnel of Public Institutions in the Province (Anhui Ren Social Secretary [2013] No. 208).

The physical examination is carried out in a general hospital of Grade II A or above. After the completion of the physical examination, the hospital will issue a "qualified" or "unqualified" concluding opinion. Those who have doubts about the conclusion of the physical examination may submit an application for re-examination within 7 days from the date of receipt of the notification of the physical examination conclusion (except for the re-examination items on the same day and on the spot), and the re-examination can only be carried out once, and the physical examination results shall be subject to the re-examination conclusion. The cost of the medical examination is at the candidate's own expense.

Persons awaiting examination due to pregnancy shall submit a written application for supplementary examination to the Changfeng County Human Resources and Social Security Bureau within the day after the end of the maternity leave stipulated by the state after childbirth, and if the application is overdue, it shall be deemed to be automatically abandoned.

2. Investigation

Those who pass the medical examination enter the inspection procedure. According to the requirements of the position to be hired, the inspection work adopts various forms to fully understand the political ideology, moral character, discipline and law-abiding, professional ability, work performance (academic achievements) and whether it is necessary to avoid the situation of the object of inspection, and form inspection materials.

(4) Publicity

Those who pass the inspection are determined to be candidates to be hired, and they will be publicized, and the publicity time will be 7 days. During the publicity period, it is found that there are personnel who do not meet the requirements, and their employment qualifications are cancelled after verification. If the vacancy of the post is caused by the candidate's unqualified or voluntary abandonment in the physical examination, inspection or publicity link, the total score of the examination will be effectively compensated according to the total score of the examination from high score to low score.

(5) Management and treatment

1. The recruiters will not enter the business establishment of Changfeng County and implement labor contract management. The first contract period is 3 years, the probationary period is 3 months, the probationary period is included in the contract period, and those who pass the probationary period after examination shall be formally hired; if they are unqualified, they shall be dismissed.

2. For the 1001-1008 post, I sign a labor contract with the employer, and the treatment is implemented in accordance with the standards for auxiliary personnel stipulated in the "Detailed Rules for the Implementation of the Income Distribution of Non-staff Personnel in Changfeng County Organs and Public Institutions (Provisional)" (Changban [2018] No. 58).

3. The 1009 and 1019 positions are purchased by the government, and I sign the "Labor Contract" with the relevant human resource management company and are dispatched to the employer to work. Among them: the annual comprehensive income of 1009 posts is about 60,000 yuan (including social insurance premiums); the treatment of 1019 posts is implemented in accordance with the standards for auxiliary personnel stipulated in the "Detailed Rules for the Implementation of the Income Distribution of Non-staff Personnel in Changfeng County Organs and Public Institutions (Provisional)" (Changban [2018] No. 58).

4. For 1010-1018 posts, I signed a labor contract with the county hospital, and the treatment was implemented with reference to the staff of the county hospital and the relevant regulations in the hospital.

If there is a vacancy in the post, in accordance with the relevant procedures and rules, in the same batch of candidates for the same position, the number of candidates in the same position will be filled in equal amounts according to the principle of high score to low score, and the replacement period will be until December 31, 2022.
