In order to promote the full employment of persons with employment difficulties and build a docking platform between supply and demand sides, in accordance with the provisions of the Measures for the Administration of Public Welfare Posts in Pingliang City (Pingren Shetong [2019] No. 289), the Notice of the Department of Human Resources and Social Security of Gansu Province and the Department of Finance of Gansu Province on Further Strengthening and Standardizing the Development and Management of Public Welfare Posts (Ganren Shetong [2020] No. 126), the following announcements are made on matters related to the recruitment of public welfare posts in some county-level units in 2022:

1. Recruitment conditions

The following two requirements must be met:

(1) Within the legal working age, there is a desire for employment and employability, holding an "Employment and Entrepreneurship Certificate" (or "Employment and Unemployment Registration Certificate") and carrying out unemployment registration, and on time annual inspection, and at the same time meeting the relevant requirements of the recruiting unit:

1. Older persons among the registered unemployed in cities and towns (over 40 years old for women and 50 years old for men);

2. Urban zero-employment family members;

3. Urban rehabilitation veterans;

4. Persons enjoying the minimum subsistence guarantee treatment in cities and towns;

5. Urban residents holding the "People's Republic of China Disabled Persons' Certificate";

6. Urban residents who have been registered as unemployed for more than 6 months;

7. Persons with employment difficulties who have settled in cities and towns due to the loss of land;

8. College graduates who have been unemployed for 6 months (proof of residence or real estate are required for rural household registration).

(2) Meet the requirements of the recruiting unit's post.

Second, the recruitment method

In accordance with the principles of openness, fairness and justice, each employer shall adopt flexible and diverse methods such as examination, assessment and consultation to determine the personnel on the job, and report to the county human resources and social security bureau for unified review, and the county human resources and social security bureau will uniformly announce the audit results to the public, and the employer shall sign the "Employment Agreement for Public Welfare Post Staff" with the employees of the public welfare post according to the review results of the county human resources and social security bureau, handle the formalities for induction, establish labor relations, and conduct assessment and management in accordance with the relevant rules and regulations of the unit.

3. Recruitment plan

This plan to recruit 79 public welfare employees, the specific recruitment positions and conditions are detailed in Annex 1.

4. Work treatment and duration

(1) Post treatment: The salary treatment of public welfare post employees is composed of three parts: social insurance subsidies, post subsidies, and employer subsidies. Among them, the employer subsidy part is determined by each unit according to the work task and reported to the county human resources and social security bureau; the social insurance subsidy includes basic endowment insurance, unemployment insurance, and work injury insurance, which is currently 614.83 yuan per person per month. The post subsidy is 1720.00 yuan per person per month, and the social insurance premiums payable by individuals every month are withheld and paid by the employer in the post subsidy. The subsidy implements the principle of "pay first and then make up" and "first pay and then make up", and the employer pays various social insurance premiums for the personnel hired in the public welfare post according to the regulations, pays the salary on a monthly basis, and applies for the "two subsidies" of the public welfare post to the employment service agency of the county human resources and social security bureau with the salary payment voucher and the social security subsidy payment voucher. The two subsidy standards for public welfare posts are adjusted with the provisions of the policy.

(2) Period of employment: Except for persons with employment difficulties who are less than 5 years away from the statutory retirement age, the remaining personnel may have a maximum period of employment for no more than 3 years (subject to the age at which they are first approved to enjoy public welfare post subsidies).

5. Registration time and place

1. Registration period: February 9, 2022 - February 15, 2022 (5 working days)

2. Registration location: each employer.

3. The applicant fills in the registration form (Attachment 2), brings the registration form, graduation certificate, employment and entrepreneurship certificate, original ID card and other relevant materials required by the employer to the employer to register, and conducts on-site qualification review.

4. After the registration is completed, each employer will determine and summarize the personnel to be hired, and report to the Employment Promotion and Social Security Unit (402 Office) of the County Human Resources and Social Security Bureau for review before February 16, 2022, and the qualifications of the applicants will be announced on the county government portal website in a unified manner, and after the expiration of the publicity period, the Human Resources and Social Security Bureau will notify the employer to handle the employment procedures stipulated by the employer.

5. Precautions:

(1) If an employee of an enterprise, a person with a registered business license under his name, or a supervisor or director of an enterprise has dividend income, the person who has previously been in a public welfare post for more than three years cannot apply.

(2) Applicants can only choose one of the units to register, and bring other relevant materials required by the employer, such as ID card and original employment and entrepreneurship certificate.
