Nandu News Recently, Kaiping City issued the "Kaiping Tourism Industry Promotion Measures (Trial)" (hereinafter referred to as the "Measures"), proposing 23 specific support policies to increase support for the cultural tourism industry, which will be officially implemented from March 1, 2022 and will be valid for 3 years.
Purpose and basis of policy formulation
In order to further optimize the investment environment, give full play to the advantages of Kaiping City's tourism resources, increase the intensity of investment attraction, encourage and attract all kinds of economic entities, individuals and other social organizations inside and outside the city to invest in the development of tourism and related industries in Kaiping City, and focus on cultivating and strengthening tourism market players, according to the Guiding Opinions of the General Office of the State Council on Promoting the Development of Global Tourism (Guo Ban Fa [2018] No. 15), the Notice of the General Office of the People's Government of Guangdong Province on Printing and Distributing the Implementation Plan for Promoting the Development of Global Tourism in Guangdong Province (Guangdong Government Office [ 2018] No. 27), "Jiangmen City International Characteristic Tourism Destination Global Tourism Development Plan (2018-2030)", "Jiangmen Municipal People's Government Office Notice on Printing and Distributing the Implementation Plan for Promoting the Development of Global Tourism in Jiangmen City" (Jiangfu Office [2019] No. 10) and other documents, combined with the actual conditions of Kaiping City, the formulation of these Measures.
Scope and content of policy support
These Measures apply to enterprises with industrial and commercial registration places, tax collection and management relations and statistical relations within the scope of Kaiping City, engaged in tourism industry activities, have independent legal personality, implement independent accounting, and are included in the "four upper" statistical database, or rural collective economic organizations and individuals that meet the conditions stipulated in these Measures (preferential policies for talents only).
The tourism projects referred to in these Measures include tourist scenic spots (points), resort areas, tourist hotels, hotel accommodation, tourist vehicles and boats, leisure, recreation, cultural and recreational facilities, tourism public service facilities, cultural and creative projects, or other tourism projects identified by the Cultural Tourism Project Team of the Key Project Promotion Leading Group of Kaiping City.
Sources and principles of use of special support funds
Source of special funds: Kaiping City set up a special support fund for the tourism industry promotion measures, arranged by the municipal finance separately, mainly to encourage the construction of key tourism projects, the creation of tourism enterprise brands, the development of characteristic boutique homestays, the construction of emerging tourism projects, the development of tourism performing arts formats, infrastructure construction, the repair of cultural relics and historical buildings, the revitalization of idle rural resources, the development of the "first store economy", the development of travel agencies to carry out tourism local services, marketing promotion, and the construction of tourism talents. Establish the Kaiping Tourism Industry Promotion Measures Special Support Fund Review Committee (hereinafter referred to as the Review Committee), and implement it in accordance with the "Guidelines for the Declaration of Special Funds for the Tourism Industry Promotion Measures of Kaiping City" and the "Kaiping Tourism Industry Promotion Measures (Trial) Implementation Plan".
Principles for the use of special funds: The use of support funds follows the principles of openness and transparency, highlighting key points and paying attention to practical results, strictly implements the relevant provisions of the municipal financial fund management, and plays a guiding and encouraging role.
Increase the guarantee of tourism project elements
Under the premise of conforming to the overall land use plan and urban and rural planning, increase the land use guarantee and policy support for tourism projects.
(1) Give priority to ensuring the reasonable demand for land use for the reform and development of the tourism industry, and give priority to the use of land for tourism projects included in the provincial key project database, successfully creating national 4A level or above tourist scenic spots, and provincial or national tourist resorts.
(2) Encourage the full revitalization of existing construction land, sort out and integrate state-owned assets such as old factories, old granaries, and old school buildings that are idle in towns (streets) and villages, and use them for the construction of tourism facilities.
(3) After the land use change for the development of tourism projects is approved in accordance with law, it will provide one-stop convenient services for all kinds of license processing of tourism enterprises.
Establish a green channel for approval and construction. In order to efficiently promote the construction of tourism projects and improve the efficiency of administrative examination and approval, the Kaiping Municipal Committee of the Communist Party of China and the Kaiping Municipal People's Government have taken the lead in setting up a special working group to coordinate the Municipal Development and Reform Bureau, the Municipal Natural Resources Bureau, the Municipal Housing and Urban-Rural Development Bureau, the Municipal Bureau of Culture, Radio, Television, Tourism and Sports, and the Kaiping Branch of the Jiangmen Municipal Bureau of Ecology and Environment, and other relevant functional departments, and establish a communication mechanism and green channel for the approval and construction of tourism industry projects.
Encourage banking institutions to innovate financial products. Use policies such as deferring principal and interest payments, supporting agriculture and small reloans, and rediscounting to increase financial support for cultural and tourism projects. Give play to the role of financial funds in guiding and leveraging, and establish a financing risk sharing mechanism. Encourage policy-oriented financing guarantee companies to innovate the varieties and services of guarantees, and provide guarantees for the loans of cultural and tourism enterprises and upstream and downstream enterprises.
Support the construction of key tourism projects
(1) New key tourism projects with a social capital investment amount of more than 1 billion yuan will be given priority guarantee and support in terms of project construction land and infrastructure support.
(2) From the date of implementation of these Measures, included in the list of key projects at the municipal level or above, after approval or filing, the project fixed asset investment amount of more than 50 million yuan (of which the fixed asset investment amount of new hotel projects is more than 80 million yuan), the new or expanded tourism projects, completed and put into production within the agreed period of time, completed acceptance and delivery for use and after review, formal operation, according to the actual fixed asset investment amount (excluding land investment) to give a one-time support fund of 3%, a single project subsidy limit of 30 million yuan. This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 30 million yuan.
(3) For municipal key tourism projects that meet the following conditions at the same time, for the reception facilities projects that are submitted for construction and completed and accepted in accordance with the regulations, and are officially operated, the beds and dining spaces within the scope of the accepted buildings are given 5,000 yuan of support funds according to each room and 2 seats equipped, and the maximum subsidy limit for a single project is 30 million yuan:
1. The total construction area is more than 100,000 square meters;
2. The total number of beds (calculated by one bed) is not less than 1000, and the number of rooms is not less than 400, and the total number of dining seats is not less than 2000;
3. The project must complete the fire control acceptance;
4. Pay the relevant construction project tax in full;
5. Complete and put into production within the agreed period.
This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 30 million yuan.
Support tourism enterprises to create brands
(1) For new national 5A, 4A, and 3A-level tourist attractions, a one-time support fund of 5 million yuan, 3 million yuan and 800,000 yuan will be given respectively. One-time support funds of 1 million yuan, 500,000 yuan and 300,000 yuan will be given to the national 5A, 4A and 3A level tourist attractions that have passed the assessment review of that year.
(2) For the new national and provincial tourist resorts, a one-time support fund of 5 million yuan and 3 million yuan will be given respectively. National and provincial tourist resorts that pass the assessment review of that year will be given a one-time support fund of 1 million yuan and 500,000 yuan respectively.
(3) For new five-star, four-star and three-star tourist hotels, a one-time support fund of 3 million yuan, 1 million yuan and 200,000 yuan will be given respectively. For five-star, four-star and three-star tourist hotels that have passed the appraisal review of that year, a one-time support fund of 500,000 yuan, 300,000 yuan and 100,000 yuan will be given respectively.
(4) For new national and provincial eco-tourism zones, a one-time support fund of 1 million yuan and 300,000 yuan will be given respectively.
Support the development of characteristic boutique homestays
(1) Encourage the establishment of homestay tourism service companies to develop group business models through chains, franchises, joint ventures, etc. For homestay companies with annual operating income of more than 2 million yuan and upgraded to the system according to regulations, a one-time support fund will be given according to 10% of the actual annual operating income after being audited by a third-party auditing agency, and the maximum support for a single homestay is 500,000 yuan. This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 2 million yuan.
(2) Encourage investors to develop and build homestays with high standards in accordance with the principle of planning first and building later. For homestays that submit planning and design plans before construction, are approved for filing, and are determined to meet the five-star standard after the completion of the project, and are upgraded to the unified in accordance with regulations, 100,000 yuan of planning and design support funds will be given. This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 1 million yuan.
(3) Support characteristic boutique homestays. For homestays that have been registered for more than 1 year and have been upgraded to the unified system according to the regulations, for each room support fund of 2,000 yuan and the maximum support fund of a single seat (building) of 14,000 yuan after the assessment and acceptance of the three-star standard; 4,000 yuan per room support fund and 20,000 yuan of support funds for a single seat (building) that meet the four-star standard; 5,000 yuan per room support fund and a maximum support fund of 25,000 yuan for a single seat (building) that meet the five-star standard. This support policy adopts the method of competitive distribution, and the total amount of support funds each year does not exceed 1 million yuan.
(4) Support the development of homestay clusters. For natural villages or communities that have developed more than 10 homestays (including 10 buildings) and the total number of rooms exceeds 40, and have begun to have the effect of agglomeration of homestay operation scale, a one-time support fund of 500,000 yuan will be given. This article supports the policy in the form of competitive distribution, and the total amount of support funds per year shall not exceed 1 million yuan. This support fund shall be used to carry out public service support, environmental improvement, tourism service skills training and other work in homestay gathering areas.
Support the development of emerging tourism projects
For emerging tourism projects with strong driving ability and in line with the characteristic development direction of the national, provincial and municipal tourism industry, which are emerging projects, innovative projects or guiding projects within the scope of Kaiping City, including industrial tourism projects, film and television shooting bases, cultural and creative tourism parks, sports tourism projects, research and study tourism projects, tourism maker bases, self-driving caravan camps, etc., which are completed and accepted and delivered for use and upgraded to the standard in accordance with regulations, in the "Jiangmen Municipal Bureau of Culture, Radio, Television, Tourism and Sports On Promoting the Development of Global Tourism Support Measures" (Jiangmen Municipal Bureau of Culture, Radio, Film and Television Tourism and Sports) On the basis of the financial support [2019] No. 915), Jiang Wenguang Travel sports will give a one-time support fund of 100,000 yuan. Each enterprise supports up to 1 million yuan. Support the construction of tourism infrastructure
(1) Encourage the creation of A-class tourist toilet brands. Encourage tourist scenic spots, key tourist shopping blocks, tourism distribution points, rural tourism points, etc. to build and manage tourist toilets in accordance with standards and norms, and new tourist toilets that meet the national 3A and 2A level standards after evaluation and acceptance are given a one-time support fund of 200,000 yuan and 100,000 yuan respectively; if the construction of tourist toilets that meet the national 3A and 2A standards is given 150,000 yuan and 80,000 yuan respectively. If the newly built and reconstructed (expanded) tourist toilets have already enjoyed the provincial and Jiangmen city support funds, they will not repeat the support funds. In the same year, a single tourist attraction (administrative village) tourist toilet enjoys no more than 3 support funds. This support policy adopts the method of competitive distribution, and the total amount of support funds each year does not exceed 1 million yuan.
(2) Encourage social forces to invest in the construction of tourist parking lots. For the construction of parking lots open to tourists in tourist scenic spots (points), tourist distribution points, connecting scenic highways along the line within 10 kilometers of scenic spots, etc., 200 new car parking spaces or more than 50 parking spaces for large buses, with standards such as identification signs, zoning, and line drawing, each car park will be given 1,000 yuan and a large bus parking space of 2,000 yuan, of which the new ecological parking lot will be given 2,000 yuan for each car park and 3,000 yuan for the bus parking space. For the original parking lot, the standardized construction management of signage setting, zoning, and line drawing will be given 300 yuan of support funds for each parking lot. Each enterprise supports up to 300,000 yuan. This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 1 million yuan.
(3) Encourage tourism transportation companies, scenic spots or travel agencies to open special lines for connecting tourist attractions. There are no less than 2 A-class scenic spots in Kaiping City, and the special line that runs for a full year on a regular basis (at least two regular departures per day) implements a full discount rate for 3 years for car purchase loans, and the loan discount rate is not higher than the loan market quotation rate announced by the National Interbank Lending Center. This support policy adopts the method of competitive distribution, and the total amount of support funds per year does not exceed 500,000 yuan.
Support the restoration of cultural relics buildings and historical buildings
Within the scope of relevant cultural tourism projects, if repair measures are taken for national cultural relics protection units, a one-time support fund will be given according to the standard of 1,000 yuan per square meter of acceptance. Where repair measures are taken for provincial-level cultural relics protection units, a one-time support fund will be given according to the standard of 850 yuan per square meter of the area that has passed the acceptance. Where repair measures are taken for municipal and county-level cultural relics protection units, a one-time support fund will be given according to the standard of 700 yuan per square meter of the area that has passed the acceptance. Where repair measures are taken for generally immovable cultural relics, a one-time support fund will be given according to the standard of 600 yuan per square meter of the area that has passed the acceptance. Where the people's government at the county level or above announces the adoption of repair measures for historical buildings, a one-time support fund will be given according to the standard of 550 yuan per square meter of the area that has passed the acceptance test.

Support the revitalization of idle rural resources
(1) For farmers who entrust a third party to operate a cultural and tourism project for a long time by means of shareholding or leasing, after the project is officially operated, a one-time support fund of 15 yuan per household per square meter will be given for the lease period of 10 to 15 years; if the lease period is 16 to 20 years, a one-time support fund of 20 yuan per square meter will be given to each household. This support policy adopts the method of competitive distribution, and the total amount of support funds each year does not exceed 1 million yuan.
(2) For hollow villages (natural villages) with more than 25 households, 100% of the peasant households signed a contract for the lease of the whole village for the development of cultural and tourism projects, after approval or filing, after completion and production within the agreed period of time and formal operation, give the rural collective economic organization 500,000 yuan of one-time support funds. This support policy adopts the method of competitive distribution, and the total amount of support funds each year does not exceed 1 million yuan.
Supporting the development of the "first store economy"
Focusing on retail catering, cultural and sports entertainment, life services and other formats, we actively attract influential and representative well-known brands and original brands at home and abroad to open the first store.
(1) For well-known brand enterprises at home and abroad who set up their first stores in China (within the territory), the first stores in Guangdong and the first stores in Jiangmen within the scope of Kaiping City, a one-time settlement reward of 500,000 yuan, 200,000 yuan and 100,000 yuan will be given respectively.

(2) One-day tour. Invite tourists from outside the city to carry out a day trip to Kaiping City, visit more than 2 (including 2) ticket-buying scenic spots, and organize the number of tourists to reach more than 10,000 people in the year, and give support according to the standard of 10 yuan per person. The maximum support for a single travel agency is not more than 150,000 yuan. Additional Instructions
(1) Where the same project of the same unit simultaneously complies with the provisions on the support of fixed asset investment in key projects in item (2) of Article 9 of these Measures and the provisions on the support of emerging tourism projects in Article 12, the maximum amount may be enforced, but it shall not be enjoyed repeatedly; if the fixed asset investment project already includes tourist toilets and parking lots, it shall not be superimposed with the declaration funds with item (1) (2) of Article 14. Except as expressly provided in these Measures, where the same project of the same unit meets the terms of two or more support funds of these Measures, it may be implemented superimposed. In principle, those who have received other financial support funds at the same level for the same project and the same matter (including those required by the higher-level departments to support or undertake funds in the municipality) shall not enjoy the financial support at the same level again, but on the premise of complying with the relevant special fund management measures of the higher level, the higher-level support funds may be declared. Units that have already enjoyed support funds and who have been awarded a higher-level title in a later year may make up the difference according to the higher-level support standards.
(2) Tax-related expenditures receiving support funds shall be borne by the recipients enjoying support themselves. The reporting entity shall consciously abide by national and local laws and regulations, and in any of the following circumstances, no support shall be given:
(1) According to the "Credit China" website and public credit information platforms at all levels, the reporting entity has been punished or untrustworthy;
(2) Major production safety liability accidents have occurred in the last 3 calendar years;
(3) The reporting entity provides false declaration materials, conceals important information related to project declaration, or has other violations of laws and regulations
