On September 15, 1912, Yuan Shikai issued an order in the name of the President: "However, since the rise of the army in the Year of The Year of The People," the armies of the provinces have either followed the old name or been cheaply organized, which is inconsistent with the purpose of unifying the military and government. All armies in all provinces that continue to use the names of towns, associations, standards, and teams shall be changed according to the names of new armies, so as to avoid confusion. ”

The establishment and name of the division are as follows:

The former Qing establishment (official name): town (command), coordination (command), standard (unified belt), patrol battalion (pipe belt), and team (team officer) were changed to the newly established (official titles): division (division commander), brigade (brigade commander), regiment (regiment commander), battalion (battalion commander), company (company commander).

Subsequently, in the "Regulations on the Establishment of the Army in Peacetime", the basic unit of the Army unit, the division level, was adjusted. According to this regulation, the army's two brigades of infantry and infantry of each division, one regiment of cavalry and one regiment of artillery, and one battalion of engineers and guns were formed. Among them, each brigade of infantry has two regiments, each regiment is composed of three battalions of four companies, and one company of machine guns; the cavalry regiment is divided into two types of A and B, four companies of A and three companies of B, depending on the situation of the garrison; the artillery regiment is composed of three battalions of three companies, each of which is six; the engineer battalion and the heavy battalion are organized by three companies; the soldiers of the machine gun company are not recruited separately, but are trained in turn by the soldiers in the regiment to which they belong.

In addition to the above more than ten army divisions, Hubei, Zhejiang, Jiangsu and other local army divisions were also under Yuan's control; at that time, there was no army mixed brigade organization, because the scale had not yet formed in the early years of the Republic of China. Another part of the army, such as the Dingwu Army, the AnWu Army, and the Yi Army, although they were not included in the unified organization, were still commanded by Zhang Xun, Ni Sichong, Jiang Guiti, and others who had various origins with the Beiyang warlords. According to the statistics of the Ministry of Military Affairs at that time, the national army in the first year of the Republic of China was 960,000 people.
