In the Sino-Japanese War from 1894 to 1895, the old-style army of the Qing Dynasty was defeated. Under the strong demand from all over the country for the whole army to be reorganized and armed, and to change the law and strive to become stronger, the Qing government began to organize and train the new army in 1895. On December 8 of that year, Yuan Shikai officially began training the new army at a small station near Tianjin. This army was named the New Army.

The former Qing establishment (official name): town (command), coordination (command), standard (unified belt), patrol battalion (pipe belt), and team (team officer) were changed to the newly established (official titles): division (division commander), brigade (brigade commander), regiment (regiment commander), battalion (battalion commander), company (company commander).
Subsequently, in the "Regulations on the Establishment of the Army in Peacetime", the basic unit of the Army unit, the division level, was adjusted.
