In order to implement the decision-making and deployment of the central authorities and autonomous regions on promoting steady economic growth, persist in taking the lead in steady work, and seek progress in stability, "grasp the first quarter as early as possible, seek progress in a stable and good situation," do a good job in stabilizing the operation of the industry, support enterprises in expanding production and increasing efficiency, speed up the progress of project construction, and strive to achieve steady growth of the industrial economy in the first quarter, the following preferential policies and measures have been formulated.
First, encourage enterprises to increase production and efficiency
Under the premise of resolutely adhering to the bottom line of safe production, enterprises are encouraged to increase the capacity arrangement in the first quarter according to the actual situation, improve the utilization rate of capacity, and expand production. Rewards will be given to enterprises with obvious output value increases in the first quarter of 2022.
The output value in the first quarter of 2022 is based on the output value in the fourth quarter of 2021 (sugar enterprises according to the output value in the first quarter of 2021), and if positive growth is achieved, it will be rewarded according to the following standards:
For new output value, the reward is 30,000 yuan;
For new output value, the reward is 50,000 yuan;
For new output value, the reward is 70,000 yuan.
Second, ensure the continuous production of enterprises during the Spring Festival
Strengthen the guarantee of coal, electricity, oil, gas, transportation and other elements produced by key industrial enterprises during the Spring Festival, promote small programs for measuring peaks and valleys for enterprises, and reduce electricity costs by cutting peaks and filling valleys. Strengthen power operation and dispatch, reasonably arrange unit maintenance, and avoid unplanned shutdowns。 Supervise and urge power supply and gas supply enterprises to formulate emergency supply guarantee plans to ensure stable electricity and gas supply. Collect coal demand from enterprises in a timely manner, and guide key enterprises to ensure the stability of coal consumption by signing medium- and long-term contracts。 Encourage and guide industrial enterprises above designated size with more orders and heavier production tasks to retain employees and do not stop production during the Spring Festival, and employees return to work early after the Spring Festival and rush to production.
→ for the top 50 enterprises in the city in terms of output value in 2021 (except sugar enterprises) with a daily electricity load of more than 5 days (inclusive) from January 28, 2022 to February 15, 2022, the average daily load in the fourth quarter of 2021 is more than 80%, and each enterprise will be given a continuous production subsidy of 20,000 yuan during the Spring Festival;
→ implement preferential steam prices for industrial enterprises using laibin Guangneng Heat Co., Ltd. from February 1, 2022 to February 15, 2022, and the price of steam will be temporarily reduced by 5 yuan / ton in the current standard;
→ implement preferential water price policies for industrial enterprises within the scope of water supply using lailai SDIC Water Company from February 1, 2022 to February 28, 2022, and water prices will be temporarily reduced by 10% in the current standards.
Third, support enterprises to increase employment during the Spring Festival
Support enterprises to improve capacity utilization rate by increasing labor, and promote projects to accelerate completion and production to provide output value increments. In the first quarter of 2022, we will organize and carry out several online and offline recruitment activities for industrial enterprises to help enterprises solve the employment needs of new positions. Encourage human resources service agencies, labor brokers, vocational colleges (including technical schools) and others to strengthen enterprise employment services. Implement the project system recruitment service subsidy, entrust the undertaking party to carry out employment introduction to recruit employees for key industrial enterprises, and if the new employees recruited through the undertaking party carry out employment introduction recruitment have been stably employed in the enterprise for one month, the undertaking party will be given a service fee subsidy of 300 yuan / person, and if the stable employment has been completed for two months, the undertaking party will be given a service fee subsidy of 300 yuan / person, and if the stable employment has been completed for three months, the service subsidy of 300 yuan / person will be given to the undertaker.

Fourth, accelerate the construction of major industrial projects
Support major industrial projects, "double hundred double new" projects, "thousands of enterprises technical transformation" projects to accelerate the construction of investment. Liugang Green Manganese New Material Industry Base Upgrading and Transformation Project, and the Guangxi Jimei Fine Chemical Technology Co., Ltd. Fifth, increase financial support
All banking institutions are encouraged to increase their support for enterprises, provide high-quality, efficient, and comprehensive financial services, and for enterprises that produce continuously during the Spring Festival, as well as enterprises that have development prospects but are temporarily trapped, they must not blindly draw loans, break loans, or suppress loans, and do a good job of renewing loans for relevant enterprises under the premise of controllable risks. Vigorously implement the policies of "Gui Hui Loan" and "Hui Gong Loan", guide financial institutions to increase the investment of discounted interest loans, and strive to release industrial enterprises with more than 1 billion yuan of "Gui Hui Loan" and more than 50 million yuan of "Hui Gong Loan" in the first quarter.
Sixth, strengthen the strength of service enterprises
Give full play to the role of the industrial revitalization commissioner, carry out in-depth special actions to promote the development of service enterprises, focus on the "3 lists" of enterprise lists, problem lists, and task lists, formulate work plans for municipal leaders to contact service enterprises, strengthen visits and services to industrial enterprises and major industrial projects, coordinate and solve difficulties and problems in the production of enterprises during the Spring Festival and the first quarter, provide guarantees for the quality of major industrial projects under construction, and ensure the smooth progress of project construction as planned To ensure the stability of production and living order in industrial enterprises. Strengthen industrial operation monitoring and dispatch, and establish a three-level linkage monitoring and analysis scheduling mechanism for cities, counties and enterprises. Guide counties (cities, districts) and municipal industrial parks to formulate and introduce a series of policies and measures to benefit enterprises and help enterprises increase production and efficiency. Help enterprises to open up the market, encourage government procurement to give priority to the procurement of industrial products in the city, and carry out major projects invested by the government to strengthen the purchase and sales docking activities with the city's cement and building formwork production enterprises. Support enterprises to increase the promotion of key commodities, organize enterprises to participate in the 2022 "Guangxi Made · Gifts to the Nation" industrial products promotion activities, and promote the sale of electronics, food, light industry, building materials and other guest specialty products to the whole country.
Seventh, go deep into enterprises to carry out "six gifts" activities
The city and county levels have organized and carried out "six send-off" activities: sending warmth, sending policies, sending funds, sending markets, sending workers, and sending epidemic prevention materials. Advocate enterprises to implement the holiday welfare of employees, and carry out heart-warming activities such as tea parties for non-local workers who stay in the guests; trade unions, the Communist Youth League, the Women's Federation, etc. should carry out various forms of holiday condolences and door-to-door services, and appropriately organize and carry out activities such as sending culture (programs) into enterprises, vocational training, labor lecture halls and other activities according to the form of epidemic prevention and control; trade union venues, state-owned investment sports venues, etc. are open to enterprise employees free of charge; during the Spring Festival, the city's "world guests · happy purchase" A series of special consumption activities for the Spring Festival, such as the New Year Goods Festival, should be inclined to the employees of key enterprises; organize the financial sector to go deep into enterprises to promote various financial APP and coupon use training activities for employees. Go deep into enterprises to publicize the preferential policies issued by the state and autonomous regions, guide enterprises to flexibly apply relevant national policies, scientific management, reduce costs, fight difficulties, and promote development. Organize the staff of financial institutions to go deep into key enterprises to carry out financial policy publicity and promotion activities such as "Gui Hui Loan", "Timber Loan" and "Hui Gong Loan". Help enterprises to develop the local market, organize a major transportation project, government platform company, real estate enterprises and cement, building formwork and other enterprises to buy and sell docking activities. Human resources and social security departments should organize social resources to increase publicity, find ways to retain local labor resources, introduce professional and technical and management talents from other places, organize and carry out a series of recruitment activities, and help enterprises increase employment during the Spring Festival. Strengthen the publicity of enterprise epidemic prevention and control work, create a good atmosphere for epidemic prevention and production, guide enterprises to do a good job in epidemic prevention and control plans during the Spring Festival, reserve masks and other epidemic prevention materials for employees, and do a solid job in epidemic prevention and control during the Spring Festival.
Eighth, timely implementation of various enterprise-related policies
Where the state or autonomous region has other relevant policies and measures to support enterprises, strictly comply with the preferential implementation. For the reward for the contribution of the output value of the enterprise and the continuous production subsidy during the Spring Festival, the enterprise should give priority to the investment in research and development. This policy measure involves that the incentive funds shall be borne by the local finance of the enterprise in accordance with the principle of territorial management. Encourage the people's governments of counties (cities, districts) and the management committees of municipal industrial parks to formulate relevant preferential policies and measures according to actual conditions. If the rewards of this policy measure are duplicated with the policies issued by counties (cities, districts) and municipal industrial parks, the rewards will be given according to the highest grade and will not be counted repeatedly.
Note: This policy is implemented from the date of issuance, and the implementation period is tentatively set until March 31, 2022. This policy measure shall be interpreted by the Laibin Municipal Bureau of Industry and Information Technology in conjunction with relevant departments.
