Ayishamu Yunus, spokesman for the Standing Committee of the Xinjiang Uygur Autonomous Region People's Congress, said that in order to establish and improve the system of laws and regulations to promote rural revitalization, Xinjiang has studied and formulated the "Regulations", upgrading effective policies and measures into laws and regulations, achieving effective convergence with national rural revitalization policies and measures and laws, and providing a legal guarantee for the continuous and comprehensive promotion of rural revitalization in Xinjiang.
According to reports, the "Regulations" have a total of 11 chapters and 62 articles. It includes eleven aspects: general provisions, planning first, industrial development, talent support, cultural guidance, ecological livability, rural good governance, urban-rural integration, safeguard measures, supervision and inspection, and by-laws. The "Regulations" adhere to the party's management of rural work, adhere to the priority development of agriculture and rural areas, adhere to the status of peasants as the main body, and persist in highlighting local characteristics.

For example, it stipulates that for the urgent need for rural development, special posts may be set up, which are not limited by the total number of permanent posts, the highest level of professional titles, and the proportion of structure; it stipulates that it is necessary to support the free training of agricultural science students, establish and implement a system for professional and technical personnel of institutions such as institutions of higher learning and scientific research institutions to hang up posts, work part-time, and leave their posts to start a business in the countryside; and stipulate and improve the policies and measures for agricultural scientific and technological talents to work part-time and part-time salaries, share equity options, lead the establishment of enterprises, and distribute the rights and interests of the results.

The Regulations also make clear provisions on industrial development, ecological livability, urban-rural integration, safeguard measures, supervision and inspection, etc.
