In the 1990s, artificial intelligence suffered a low point on a global scale, and many scholars at home and abroad adjusted their research directions, but Jiao Licheng decided to continue to do it. He realized from the "spirit of moving west" that "moving west" is a hard work and a passion to burn in a "cold" place, so scientific research should also be done well when it is 'hot', and it can sit still when it is 'cold'". Jiao Licheng has also encouraged his students to do scientific research on different occasions and cannot be easily affected by the "cold and heat" of the external environment.

In 1990, Jiao Licheng's research achievements were recognized by the international academic community. He was invited to give an invited presentation at the first Neural Network Conference and became the youngest member of the China Neural Network Committee at that time. It was also the year that his Neural Network System Theory was published. The book was the first neural network monograph in mainland China, filling the gap in the Chinese literature in the field at that time, and was later selected as a textbook and reference book by more than 300 colleges and universities. After graduating with a doctorate, Jiao Licheng chose to dedicate his life to the west, dedicate himself to the party and the country, continue the "spirit of moving west", and devote himself to scientific research and higher education. He entered the State Key Laboratory of Radar Signal Processing at Xidian University, engaged in postdoctoral research under the guidance of Academician Bao Zheng, and has since taught at Xidian.

In 2013, this series of academic achievements won the second prize of the National Natural Science Award.

In addition, Jiao Licheng and his team proposed the concept and theory of high-dimensional singularity multi-scale detection, established methods and technologies for preprocessing, image analysis and data compression of complex images, and developed major equipment such as deep learning FPGA systems, remote sensing image big data brain interpretation systems, and the first brain-like SAR system in China. Heart of talent training, more than 30 years of peach and plum garden

Jiao Licheng has always believed that artificial intelligence technology is a science and technology that has a major impact on the development of human society, and China's future cannot lack talents in this regard. At Xidian, he participated in the establishment of the first neural network interdisciplinary research center in mainland China, and began to train graduate students in the field of artificial intelligence, forming a scientific research and teaching team. After years of hard work, Xidian established the first batch of undergraduate majors in intelligent science and technology in mainland China in 2005, and began the training of undergraduate students in the field of artificial intelligence, forming a complete system of undergraduate, master's and doctoral degrees in the cultivation of artificial intelligence talents.

In 2017, Xidian established the first artificial intelligence college among the ministry's universities, taking a new step in talent training and discipline construction.
