In the early years, he worked in Zhejiang Normal University, serving as the deputy director of the Department of Music of Zhejiang Normal University, and later entered the tourism system, successively serving as the director of the management committee of Jinhua Shuanglong Scenic Area, the director of the Municipal Tourism Bureau, the secretary of the Party Committee, the deputy secretary of the Wucheng District Committee of Jinhua City, and the party committee member, deputy general manager and director of Zhejiang Tourism Group Co., Ltd. After leaving Zhejiang Tourism Group, he was transferred to Sinochem Blue Sky Group Co., Ltd. as deputy secretary of the party committee, secretary of the discipline inspection committee and director. The last stop of Chen Ying's career was Zhejiang University of Technology, where he was vice president.

Judging from the disciplinary inspection and supervision department's punishment circular against Chen Ying, Chen Ying has sought benefits for others in matters such as project acquisition, hotel star rating, and company operation, and illegally accepted huge amounts of money and property, which is obviously not only related to the position he held in colleges and universities before his downfall. The "Regulations on Disciplinary Punishment of the Communist Party of China" stipulate that accepting fitness, entertainment and other activity arrangements that may affect the fair performance of official duties, or obtaining, holding, or actually using sports and fitness cards, club and club membership cards, golf cards, and other consumption cards in violation of relevant regulations, is a violation of discipline. Some discipline-breaking officials who are keen to play golf ostensibly like the sport, but in fact enjoy the feeling that someone pays for them.
