90 years ago, should party members pay their dues? How do I pay it? A 90-year-old archive from the Tonggu County Archives, Circular No. 1 of the Central Organization Bureau, entitled "On the Issue of Collecting Party Fees", details how party fees were paid at that time.

The document is lithographed in traditional vertical form, with 2 pages, each about 12 centimeters long and 16 centimeters high, and the paper is rice paper. The full text is as follows:
Notice No. 1 of the Central Organization Bureau
——On the issue of the collection of party fees ——
Party departments at all levels:
The payment of membership fees is one of the obligations of every Party member, which is clearly stipulated in the Party Constitution. But the actual situation tells us that some of our Party members, even leaders, have not paid their dues, and we should fight them strictly.
From now on, all Party members must pay their dues on time. Those who fail to pay party fees shall be punished in accordance with the Party Constitution. At the same time, comrades who have not paid their membership fees in the past few months should be blamed, and they should be reckoned with economic difficulties and should not be repaid.
The percentage of payment of party fees is as follows: the unemployed are exempted (but must be notified to the branch secretary), one copper dollar per month income of less than 5 yuan, three copper dollars of 6-10 yuan, five copper dollars of 11-14 yuan, one percent of 15-50 yuan, two percent of 51-100 yuan, three percent of 101-150 yuan, and five percent of more than 150 yuan; additional income: (those with salaries of more than 150 yuan and have temporary income) twenty percent; five copper dollars for primary school students, one corner for middle school students, and two points for college students. Special donations: prescribed by party departments in various localities according to the discretion of the circumstances.
Central Organization Bureau, February 27, 1932.
Comparing the two, we can find that the current payment of party fees is four proportions of four grades, while the party fee 90 years ago was eight grades of eight proportions and the payment of student party members is higher. At the same time, we can also see that as early as the early days of the founding of the party, our party clearly stated that it is the obligation of party members to pay party fees, and those who do not pay party fees are punished according to the party constitution.
