Mykola Balan said he had submitted his resignation on Thursday. On the same day, a shooting incident occurred at the "Southern Machinery Factory" in Dnipro City, killing 5 people and injuring 5 others.

Baran told reporters at a news conference on Thursday afternoon local time: "The commander is responsible for all operations, for better or worse, and this morning I submitted a report to the Minister of the Interior and asked the president to accept my resignation."

According to local media sources, at about 4 a.m. local time on the 27th, a soldier took out a Kalashnikov automatic rifle and some bullets from the arsenal, and then shot at his colleagues. It is understood that at the moment of firing, 22 people and the soldier were in the same room.

The attacker was subsequently identified as Artemiy Ryabchuk from the southwestern city of Odessa. He was arrested by local police outside the factory and charged with premeditated murder and escaping with a gun. If convicted, he faces a sentence ranging from 15 years to life in prison.

Authorities have not yet stated the motive for the shooting, but Monasticsky's decision to order a review of the conditions of service suggests that bullying or bullying may have played a role in the shooting.
