Xue Fengguan, male, Han ethnicity, born in December 1971, Xiangshui, Jiangsu, joined the Party in July 1996, joined the work in August 1993, postgraduate degree from the Party School of the Provincial Party Committee.
According to public information, Xue Fengguan was a teacher and secretary of the Youth League Committee of Nanjing No. 67 Middle School in his early years, and then successively served as an officer of the Nanjing Baixia District Committee of the Communist Youth League, a member of the Organization Department of the Baixia District Committee, and a deputy secretary and secretary of the Nanjing Baixia District Committee of the Communist Youth League.
In March 2003, Xue Fengguan was appointed deputy secretary and director of the office of Ruijin Road Street In Baixia District, and three years later, he was appointed director of the Baixia District City Appearance Management Bureau and deputy secretary of the Working Committee.
In July 2007, Xue Fengguan became the deputy governor of Baixia District and the deputy governor of MozhuGongka County. Three years later, he became a member of the Standing Committee of the Baixia District Committee.
In March 2013, Xue Fengguan was appointed as a member of the Standing Committee of the Qinhuai District Committee, deputy district chief, and later became executive deputy district governor.
Zheng Zhijun noted that before he took office, on February 17, 2013, the State Council officially approved the request for adjustment of some administrative divisions of Nanjing, agreeing to abolish Qinhuai District and Baixia District of Nanjing City and establish a new Qinhuai District of Nanjing City. The new Qinhuai District is located in the southeast of the main city of Nanjing and is one of the four main urban areas of Nanjing.
In January 2016, Xue Fengguan was transferred to the mayor of Lishui District, and three years later (May 2019) he was promoted to secretary of the district party committee, and was dismissed in September 2021.
After being dismissed, Xue Fengguan disappeared from public view. Four months later, the Discipline Inspection Commission informed Xue Fengguan that he had been investigated.
Xue Fengguan is not the only Lishui district party secretary to be investigated, before him, The secretary of the Lishui district party committee was Jiang Ming.
Jiang Ming, born in March 1967, is a native of Hai'an County, Nantong, Jiangsu Province. He once served as the assistant to the county magistrate of Lishui County, Nanjing, the deputy county magistrate, the standing committee member of the county party committee, and the director of the organization department. From January 2009 to August 2014, he served as the county magistrate, secretary of the county party committee and secretary of the district party committee of Lishui County (later Lishui District).
In November 2015, Jiang Ming was sentenced to 9 years and 3 months for accepting bribes and bigamy.
The court found that between 2006 and 2014, defendant Jiang Ming took advantage of his position to seek benefits for others, illegally soliciting or accepting property sent by others totaling more than 3.68 million yuan; from the first half of 2008 to the time of the case, Jiang Ming lived with others in the name of husband and wife when he had a spouse, and gave birth to a daughter.
Zhang Jinghua once called him "strict self-demanding" and "fair and upright"
Zheng Zhijun noted that Xue Fengguan was a former deputy secretary of the Jiangsu Provincial Party Committee, Zhang Jinghua, who served as the secretary of the Nanjing Municipal Party Committee from July 2017 to February 2021.
According to public reports, Zhang Jinghua also praised Xue Fengguan for his "relatively comprehensive ability and quality" and "being fair and upright in his conduct toward the world and having strict self-requirements."
On December 1, 2021, Zhang Jinghua was investigated.
According to the Discipline Inspection Commission, Xue Fengguan was dismissed in September 2021. Before his dismissal, he had just been elected secretary of the district party committee.
On September 5, 2021, the 14th Congress of the Communist Party of China (CPC) in Lishui District of Nanjing was closed, followed by the 14th Plenary Session of the 14th Committee of the CPC Nanjing Lishui District, and the Standing Committee, Secretary and Deputy Secretary of the District Committee were elected. Xue Fengguan was elected secretary of the district party committee.
Xue Fengguan's last appearance was on September 28, 2021. Local media reported that on the same day, Qiao Xu, president of Nanjing University of Technology, and his party visited Lishui District to inspect Nanjing National Agricultural High Zone. District leader Xue Fengguan and others attended.

Zheng Zhijun noted that after Xue Fengguan was dismissed, the secretary of the Lishui District Party Committee was concurrently served by Lin Tao, vice mayor of Nanjing.
Lin Tao, male, Han ethnicity, born in April 1970, graduate student of the Party School of the Provincial Party Committee, member of the Communist Party of China. According to the official website of the Nanjing Municipal Government, Lin Tao is responsible for science and technology, industry, informatization, big data application management, private economy, market supervision and management, commerce, foreign trade, foreign trade, foreign investment, modern service industry, service outsourcing, development zone, high-tech zone, comprehensive bonded, power supply, and communications.
Not long after Lin Tao took office, on December 27, 2021, the warning education conference for leading cadres in Lishui District was held, and Lin Tao attended.
At the meeting at that time, the participants collectively watched the warning education film "No Fear, It Is Difficult to Keep". The film analyzes three typical cases of corruption recently investigated and handled by the Nanjing Municipal Commission for Discipline Inspection.
