Now, on behalf of the people's government of the autonomous region, I would like to report to the General Assembly on my work for consideration and to invite the members of the CPPCC Autonomous Region committee to put forward their opinions.
I. Review of the work in the first year of the "14th Five-Year Plan"
The past year was a milestone year in the history of the party and the state, and it was also a very extraordinary year in the development of Inner Mongolia. Under the cordial care of General Secretary Xi Jinping and the strong leadership of the Party Central Committee, we have deeply studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially the spirit of the important instructions of General Secretary Xi Jinping's important speech to Inner Mongolia, fully implemented the decision-making and deployment of the Party Central Committee and the State Council and the requirements of the Autonomous Regional Party Committee, closely relied on the people of all ethnic groups in the region to promote the development of various undertakings, and celebrated the Centennial Birthday of the Party with a good start to the "14th Five-Year Plan".
Over the past year, we have faced all kinds of difficulties and challenges, sought progress in a steady manner, forged ahead under heavy loads, and focused on several important and difficult tasks under the leadership of the regional party committee. Meticulously prepared the planning system, closely focused on the implementation of the strategic positioning and action plan determined by General Secretary Xi Jinping and the Party Central Committee for Inner Mongolia, in accordance with the "14th Five-Year Plan" recommendations of the Autonomous Regional Party Committee, adhered to a blueprint to the end, basically completed various comprehensive plans and special plans in the opening year, and drew a construction map for the development of the "14th Five-Year Plan". Comprehensively tap the potential to ensure the supply of coal and electricity, adhere to the overall situation, protect the people's livelihood, successively come up with 50 measures to increase production and supply, successfully complete the task of ensuring coal supply in 18 provinces delivered by the state, provide affordable coal for farmers and herdsmen, coal Nissan has reached a new high, and the delivery of electricity is the first in the country, making inner Mongolia's contribution to the overall situation of national development and security. Make concerted efforts to deal with the sudden epidemic, adhere to the supremacy of the people and the supremacy of life, and do everything possible to overcome the unimaginable difficulties in border towns in terms of circulation testing, medical treatment, isolation and resettlement, material support, etc., especially after experiencing hardships and dangers, we have successfully organized more than 10,000 tourists to escort across provinces, isolated more than 10,000 closely, and transported hundreds of patients for thousands of miles, effectively handling the epidemic situation in Erlianhot, Ejina, Manzhouli and other places, and effectively protecting the well-being of the people and social order. Firmly and steadily prevent and resolve major risks, exceed the annual resolution task of government hidden debts, properly handle the risks of Baoshang Bank and the delisting of Mengneng Construction hong Kong stocks, steadily promote the reform and risk of urban commercial banks, actively prevent and control the performance risks of real estate enterprises, normalize the management of violations of laws and regulations in the field of coal resources, and specially rectify the problems of violations of laws and regulations in the grassland woodland, laying a good foundation for the development of various undertakings. Precise policies to strengthen energy conservation and consumption reduction, adhere to ecological priority and green development, resist the downward pressure of the economy, realize the rectification and clearance of illegal "two high" projects, implement energy consumption budget management, complete the tasks issued by the state, and reverse the runaway situation of resource and environmental constraint indicators. Take action to optimize the business environment, adhere to the overall battle to fight the tough battle as the traction, formulate a 3.0 plan to optimize the business environment, implement the construction of "One Netcom Office" 2.0, and carry out the "Mengsu Office • Four Offices" service, so that enterprises and the masses can feel that the environment is changing and the service is optimized. After unremitting efforts, the economic and social development of the whole region has shown a good trend, and the main development goals and tasks for the whole year have been well completed.
First, the economy maintains a stable and healthy operation. Efforts were made to expand effective investment, implementing 3,074 major projects, completing an investment of 465.8 billion yuan, and industrial investment and private investment increased by 21.1% and 14.4% respectively. Multiple measures were taken to help enterprises bail out, reducing the cost of electricity for enterprises by 5.9 billion yuan, newly launching enterprise liquidity risk prevention and control funds and bailout development funds of 3.84 billion yuan, adding more than 25 billion yuan of tax cuts and fee reductions, setting up 386,000 new market entities, and the total profits of industrial enterprises exceeded 300 billion yuan, a record high. The implementation of the direct fund mechanism and the expenditure of direct funds of 75.8 billion yuan have ensured the development of the real economy and the basic people's livelihood and grass-roots operation. The GDP of the whole region exceeded 2 trillion yuan, an increase of 6.3%, the investment in fixed assets increased by 9.8%, the total retail sales of social consumer goods increased by 6.3%, and the general public budget revenue increased by 14.6%, and the economy continued to recover steadily and steadily.
Second, positive steps have been taken in industrial transformation and upgrading. Implement the revitalization action of dairy and seed industry, add 4.6 million mu of high-standard farmland, grain production "eighteen consecutive feng", animal husbandry production "seventeen consecutive stable". The implementation of new energy multiplication actions, the scale of wind power and photovoltaic projects approved exceeded 40 million kilowatts, and renewable energy power generation increased by 27.5%. Accelerate the pace of industrial reform and education, introduce 15 leading enterprises such as Vision, and increase the manufacturing industry and high-tech industry by 11.3% and 22.4% respectively. The optimization and integration of industrial parks was completed, the number of institutions was reduced by half, the planned area was reduced by 30%, and the output value of more than 100 billion yuan reached 3 parks. Promote the stabilization and quality of the service industry, newly create 3 national night cultural tourism consumption agglomeration areas and 9 national rural tourism key villages and towns, and Baotou City was selected as a national cultural tourism consumption pilot city. The growth rate of deposits and loans in the whole region hit a new high in 4 years, and the non-performing loan ratio of the banking industry fell to the lowest level in 6 years; 4 enterprises were successfully listed, breaking the "zero record" of 9 years of A-share listing of enterprises in our region.
Third, the action of "rejuvenating Mongolia through science and technology" has been comprehensively deepened. Implement R&D investment actions, formulate 12 financial support measures, and increase financial science and technology expenditure by 20.7% in the same caliber. The implementation of the promotion of excellence and multiplication plan, Hohhot High-tech Zone national ranking increased by 10 places, the region's high-tech enterprises and technology-based small and medium-sized enterprises reached 1220, 828 respectively. It organized 47 major scientific and technological projects, implemented 445 technical research plans, promoted the first batch of 12 projects of "unveiling the commander-in-chief", and successfully launched the remote sensing satellite "Inner Mongolia No. 1". Increase the construction of platform carriers, set up the Inner Mongolia Science and Technology Research Institute, establish the Rare Earth and 5G Industry Innovation Alliance, join the National Regional Innovation and Development Joint Fund and the Yellow River Basin Science and Technology Innovation Alliance, and build 24 new research and development institutions with domestic universities and institutes, and the National Dairy Technology Innovation Center and the Dairy Industry Measurement and Testing Center were successfully approved.
Fourth, the quality and stability of the ecosystem continue to improve. Complete the preparation and completion of the autonomous region's land spatial plan, clarify the positioning of the main functional areas throughout the territory, and reasonably delineate the "three districts and three lines". The central environmental protection inspector and the task of "looking back" rectification have been completed, and the governance of key rivers and lakes such as the Yellow River, "one lake, two seas", and Chahannur has achieved solid results. We will fight a tough battle against pollution in depth, and the quality of the atmosphere, water and soil environment will continue to improve. Hohhot was selected as "China's Most Ecologically Competitive City in 2021", and Xing'an League successfully created the first prefecture-level "green water and green mountains are golden mountains and silver mountains" practice innovation base in the region. Implement major projects for protection and restoration, complete 5.94 million mu of afforestation, 16.67 million mu of grass planting, 5.3 million mu of sand prevention and control, and build 133 new green mines, and the ecological service function continues to improve.
Fifth, the coordinated development of urban and rural areas has been solidly promoted. Consolidate and expand the results of poverty alleviation, comprehensively promote rural revitalization, eliminate the risk of 47,000 monitoring objects returning to poverty and becoming poor, build 4,704 kilometers of rural pastoral roads, implement the transformation of 6,814 dangerous houses, and rectify 151,000 problem toilets. Deepen the cooperation between Beijing and Mongolia, introduce 97 enterprises, invest 1.94 billion yuan in aid funds, and help consumption exceed 10 billion yuan. Accelerate the promotion of the dry and branch routes, Hohhot direct to Zhengzhou, Jinan, Xi'an EMUs have been opened, and 161 government services in Hubao, Hubei and Hubei have achieved "four-city communication".
Sixth, reform and opening up have achieved remarkable results. Deepen the reform of "decentralization and management of services", enterprises set up "one-day completion", 67.8% of government service matters support the whole process of online office, and market supervision high-frequency service matters to achieve "inter-provincial communication". The three-year action of in-depth implementation of the reform of state-owned enterprises, the reform of the company system has been basically completed, the environmental investment group has carried out strategic reorganization, and the Mengneng and Nengjian groups have completed the integration. Promote the reform of the division of fiscal powers and expenditure responsibilities in different fields, set up green finance franchises, and increase green loans by 18.4%. Solidly promote pilot projects such as the reform of the residential land system, and the task of reforming the collective property rights system in rural pastoral areas has been basically completed. It plans to implement a number of key projects for opening up to the outside world, and opens 304 China-Europe trains, 6162 transit China-Europe trains, an increase of 13.3%, and the total import and export volume of 123.56 billion yuan, an increase of 17.2%. Held the high-end summit of the chairman of the All-China Federation of Industry and Commerce and the national conference on the promotion of high-quality development of inner Mongolia by excellent and strong private enterprises, strengthened exchanges and cooperation with key domestic regions, and introduced domestic funds of 211.2 billion yuan, an increase of 15.3%.
Seventh, the overall situation of national unity has been consolidated and developed. Resolutely cast the sense of the Chinese national community, vigorously promote the popularization of the national common language and writing, the national unified compilation of teaching materials "should be pushed to the full extent", the national common language care education to achieve full coverage of kindergartens, the overall completion of the urban language and writing standardization evaluation work. The development plan for the creation of national unity and progress was formulated and implemented, and the Xing'an League once again successfully created the National Ethnic Unity and Progress Demonstration League. What is particularly memorable is that at the time of the outbreak of the epidemic and the sudden attack of the blizzard, the people of all ethnic groups are connected by hand, and all levels and localities have rushed to help, interpreting the community concept of solidarity and commonality, honor and disgrace, life and death, and fate, composing a magnificent picture of watching out for each other and helping each other, and caring for the lofty honor of the "model autonomous region".
Eighth, the level of people's livelihood security has been continuously improved. Strengthen the measures to increase employment and income, 224,000 new jobs were created in cities and towns, 112% of the annual plan was completed, and the income of urban and rural residents increased by 7.3% and 10.7% respectively. Expand the coverage of inclusive preschool education, effectively implement the "double reduction" policy, and adopt the basic balance of national compulsory education development throughout the country. Promote the construction of major epidemic treatment bases, city and county disease control institutions, and national health protection projects, and improve the overall capacity of grass-roots medical and health services. Support the reform and innovation of Wulan Pastoral Riding, complete the protection and repair of the Liao Pagoda in Wu'an Prefecture, connect 121,200 remote herdsmen to the smart radio and television network, the Inner Mongolia Rural Credit Women's Basketball Team defended the national league championship, and the mass ice and snow sports set off a boom. The task of expanding the coverage of social insurance coverage has been exceeded, the standards for pensions, medical insurance subsidies, minimum insurance guarantees, and assistance and support for the extremely poor have been further improved, and the construction of the basic old-age service system has been solidly promoted. Implemented the transformation of 238,000 old residential areas and 25,900 sets of shantytowns, and solved a total of 2,947 projects and 1,397,397,000 sets of real estate historical problems. To strengthen and innovate social governance, Hohhot was selected as "2021 China's Leading Smart City", Ordos won the "Chang'an Cup" for Ping An China Construction, the construction of the three-level social work platform and anti-fraud center in the whole region has been solidly promoted, and the special work of controlling duplicate petitions and resolving the backlog of letters and visits has achieved remarkable results. Effectively respond to natural disasters, comprehensively carry out the investigation and rectification of potential safety hazards, the number of production safety accidents and the number of deaths have dropped, no major food and drug safety incidents have occurred, and the overall social situation has remained stable.
In the past year, new achievements have been made in the work of national defense mobilization, double support and preferential care, retired servicemen, and civil air defense; new achievements have been made in foreign affairs and overseas Chinese affairs, statistical investigations, news, radio and television, social sciences, file secrecy, counselors in literature and history, earthquake meteorology, geological surveying and mapping, and other undertakings; and there has been a new atmosphere in trade unions, the Communist Youth League, the Women's Federation, the Association for Science and Technology, the Federation of Literature and Literature, the Disabled Persons' Federation, the Red Cross Society, the Committee on aging, and the Customs work committee.
In the past year, the government's own construction has been further strengthened. We have put political construction in the first place, solidly carried out the study and education of party history, comprehensively completed the list of items of "I do practical things for the masses", conscientiously grasped the central inspection, auditing and rectification work, and deeply promoted the financial sector and the state-owned assets, state-owned enterprises, and development zone systems to promote reform by case, and continuously improved the efficiency of government work, implementation, and governance. Persist in administering according to law, consciously accept supervision from all quarters, and submit 36 bills of laws and regulations to the Standing Committee of the Autonomous Regional People's Congress, 29 cases of formulating, revising, and abolishing government rules, 585 suggestions of people's congress deputies and 583 motions of the CppcC National Committee have all been completed. Insisting on a tight life, the non-key and non-rigid expenditure budget at the autonomous region level was reduced by 5.55 billion yuan, and the comprehensive reduction rate was 34.4%.
Delegates! In the past year, under the circumstance of difficulties and challenges, the most fundamental reason for the development and progress of various undertakings in our region lies in the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, and the fact that General Secretary Xi Jinping personally orients the pulse and steers Inner Mongolia. The achievements made in all aspects of our region's work are the result of the united efforts of the autonomous regional party committee in leading the people of all nationalities in the region to work hard, and are the result of the effective supervision and vigorous support of the autonomous regional people's congress, the CPPCC, and all sectors of society. Second, the target requirements for economic and social development in 2022
This year's 20th National Congress of the Party will be successfully convened, and the implementation of the spirit of the 11th Party Congress of the Autonomous Region is being carried out in depth, which is of great significance in the process of Inner Mongolia's comprehensive construction and modernization. To do a good job in government work, it is necessary to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, fully implement the spirit of the 19th Party Congress and the 19th Plenary Session of the Party and the spirit of the Central Economic Work Conference, thoroughly implement the spirit of the important instructions of General Secretary Xi Jinping to Inner Mongolia, conscientiously implement the spirit of the 11th Party Congress of the Autonomous Region, carry forward the spirit of the great party building, adhere to the general tone of the work of seeking progress in a stable manner, completely, accurately and comprehensively implement the new development concept, and actively serve and integrate into the new development pattern. Comprehensively deepen reform and opening up, adhere to innovation-driven development, adhere to supply-side structural reform as the main line, coordinate epidemic prevention and control and economic and social development, coordinate development and security, unremittingly cast a solid sense of the Chinese national community, unswervingly take a new path of high-quality development oriented by ecological priority and green development, accelerate the construction of "two barriers", "two bases" and "one bridgehead", continue to do a good job in the "six stability" and "six guarantees" work, focus on ensuring and improving people's livelihood, and maintain economic operation within a reasonable range. Maintain the stability of the overall social situation and greet the victory of the 20th National Congress of the Party with excellent results.
The main expected goals for the economic and social development of the whole region are: about 6% growth in regional GDP; more than 200,000 new jobs in cities and towns, about 6% unemployment rate in urban surveys; about 3% increase in consumer prices; income growth and economic growth are basically synchronized; the quality of the ecological environment is further improved, and the energy conservation and emission reduction targets issued by the state are completed. The economic growth target is set at about 6%, which implements the requirements of steady word and steady progress, considers the power support and pressure bearing limit, coordinates with other expected goals, and connects with the goals of the "14th Five-Year Plan", which is conducive to maintaining employment, preventing risks, stabilizing expectations, adjusting structure, transforming functions, improving quality, and mobilizing the enthusiasm and initiative of all parties to grasp development.
Comprehensive analysis and implementation of these goals and requirements are both supporting conditions and difficult challenges. From the perspective of the whole country, the mainland's economy is resilient and the long-term fundamentals will not change, but under the impact of the epidemic in the century, the century of changes has accelerated, the external environment has become more complex and severe and uncertain, and the economic development is facing the triple pressure of demand contraction, supply shock and expected weakening. From the perspective of our region, the road of exploring ecological priority and green development has continued to break through, and the momentum of comprehensive green transformation of economic and social development has continued to improve, but the problem of unbalanced and insufficient development is still prominent, the layout contradictions, structural problems and institutional obstacles restricting high-quality development are still prominent, and the shortcomings in the fields of scientific and technological innovation, infrastructure, industrial construction, ecological environmental protection, public services and people's livelihood are still prominent. The downward pressure on the economy continues to increase, the connection between project reserves and high-quality development is not strong, the matching degree between project structure and supply-side structural reform is not high, and the support of project scale for economic growth is not enough. The available financial resources of local governments are generally insufficient, and fiscal revenue and expenditure are in a tight balance, especially the grass-roots governments are facing great difficulties in resolving debts, helping enterprises to bail out, and ensuring people's livelihood, wages, and operations. Various types of risk challenges have increased significantly, risks in the economic and financial sectors have accumulated and superimposed, the stock of outstanding problems in the ecological environment is large, and the foundation for preventing large-scale return to poverty needs to be further consolidated, especially the risk of sudden epidemics always exists, and a little relaxation and a little omission may cause unpredictable impacts, and it will take an unbearable price.
In general, to achieve the expected indicators, we must jump up and touch the high, and the completion of the binding indicators must bear the pressure and burden. We must establish bottom-line thinking, enhance the concept of the system, make good overall planning methods, make thorough preparations, and do our best to strive for better results. We must completely, accurately and comprehensively implement the new development concept, adhere to ecological priority and green development, adhere to the advantages of strengths and avoid weaknesses, cultivate excellence and efficiency, find out the effective path of service and integration into the new development pattern, focus on transforming the mode of economic development, accelerate the construction of a modern industrial system with green characteristics and advantages, and go all out to adjust the structure, turn the function around, and improve the quality. We must persist in being the first word, seek progress in stability, actively introduce policies and measures that are conducive to stabilizing the economy and crossing the threshold, resolutely stabilize the basic economic plate and stabilize the social fundamentals, solidly promote changes in the quality, efficiency, and power of economic development, and ensure the realization of reasonable growth in economic volume and steady improvement in quality. We must resolutely adhere to the bottom line of not having systemic risks, take the prevention of risks and changes as the precondition for all work, consolidate the responsibilities of risk reduction and stability maintenance in all aspects, do a solid job in risk early warning monitoring and prevention and disposal measures in various fields, grasp the small signs as early as possible, and ensure the stability of the overall social situation. We must make concerted efforts to overcome difficulties, grasp development from top to bottom in the whole region, overcome difficulties together, promote the sinking of financial resources and the downward tilt of policies, mobilize more resources and forces to help the grass-roots level solve problems and overcome difficulties, and summon up the enthusiasm of all aspects to promote reform and promote development.
Third, the main tasks of this year's government work
In the face of a complex and severe situation and arduous and heavy tasks, we must strengthen our confidence and take the initiative to do a good job.
(1) Focus on expanding investment to promote consumption and prevent risks, and maintain stable and healthy economic development. Give full play to the key role of investment and the basic role of consumption, effectively prevent and resolve major risks, and fight a hard battle to maintain stability and promote.
Actively expand effective investment. Make full use of the state's policies such as appropriately increasing investment within the budget and vigorously supporting the financing of the real economy, keep an eye on major planning projects and annual key projects, take extraordinary measures to strengthen the guarantee of factors, do a good job in the preliminary work, and fully complete the fixed asset investment target of 520 billion yuan. Accelerate the adjustment and upgrading of the project library, plan and promote project construction around key industrial chains, supply chains, and innovation chains, and promote a substantial increase in investment in industrial technological transformation, advanced manufacturing, emerging industries, and the transformation of innovative achievements. Strengthen the work of attracting investment and investment, normalize going out and introducing them precisely, and promote the substantial growth of social capital investment and investment outside the region.
Accelerate the pace of infrastructure construction. Seize the opportunity of the state to carry out infrastructure investment in an appropriate advance, and seize the opportunity to build a modern infrastructure network system that connects the whole country and connects the whole region. Accelerate the construction of the Baoyin and Jidayuan high-speed railways and the electrification and transformation of the Jitong railway, and strive to start construction of projects such as the Eyuyan high-speed railway as soon as possible. Promote the construction of projects such as the S43 Airport Expressway, newly rebuild more than 5,000 kilometers of rural pastoral roads, and strengthen the construction of highways and communication networks and pastoral communication base stations in daxinganling forest areas. Focus on projects such as the new hohhot airport, build 3 general airports, improve the general aviation network, and promote the dry and support of the whole region's routes and the whole network. We should pay close attention to the implementation of projects such as the third phase of flood control in the Inner Mongolia section of the Yellow River, the second phase of the introduction of the Qiji-Liao, and the reinforcement of the sick-risk reservoir, and actively plan the backbone project of water diversion and the farmland water conservancy project. Deeply promote urban renewal actions, strengthen the transformation of old pipe networks, especially gas pipelines, improve the level of urban fine management, and improve urban safety and livability. Establish a mechanism for preparing and promoting special bond projects, strengthen the guidance and coordination of bond projects in league cities and counties, and ensure that a batch of construction starts and reserves a batch, and a physical workload is formed as soon as possible.
Continue to promote consumption expansion and upgrading. Governments at all levels must do everything possible to make the "money bags" of the broad masses of the people bulge up, and only when the masses have more money in their hands can they increase consumption, improve the consumption structure, and enhance the quality of consumption. Continue and improve the support policies for small and medium-sized enterprises, individual industrial and commercial households, and related service industries, formulate a number of measures to promote consumption growth, improve epidemic prevention and control and service operation operating procedures by industry, promote the accelerated recovery of contact-based consumption, and promote the full activity of holiday consumption, neighborhood markets, stores, and night economy. Based on the national market, expand tourism consumption and green agricultural and livestock product consumption, promote the promotion and application of new energy vehicles, and encourage the development of green smart home appliances to the countryside. Strengthen the construction of new business districts, county-level comprehensive commercial bodies, and community commercial supporting facilities, promote the integrated development of online and offline consumption, combat infringement and counterfeiting, and create a good consumer environment.
Accurately prevent and resolve economic and financial risks. Focusing on the heavy debt burden of grass-roots governments and the difficulty of resolving them, while consolidating local responsibilities and annual tasks, the autonomous regional government has taken measures to clear a batch, replace a batch, discount a batch, and transfer a batch of measures to help the grass-roots level resolve debts. Strict financial and economic discipline, strengthen budget performance management, resolutely curb new hidden debts, and resolutely stop the illegal use of fiscal funds, tax evasion, financial fraud and other behaviors. Improve the local financial governance system, build a financial coordinated supervision mechanism, strengthen the main responsibility of enterprises to help themselves, properly resolve the risks of local legal person financial institutions, and prevent and resolve the risk of credit bond default. Due to the city's policies, do a good job in real estate regulation and control, and properly handle the performance risks of real estate enterprises.
(2) Strive to stabilize the strong industrial chain to cultivate kinetic energy, and consolidate the foundation for high-quality economic development.
