Recently, the General Office of the Zhejiang Provincial Government announced the list of the best applications of the digital government system in 2021, and the "underground hidden danger intelligent prevention" scenario application undertaken by the Municipal Construction Commission was successfully selected.

With the high-intensity development of urban underground space, the problem of underground hidden dangers is prominent, and the construction management department is facing the problem of "unclear underground home bottom, unclear cause of hidden dangers, and unclear prevention and control".
In this regard, under the leadership of the Hangzhou Municipal Party Committee and Municipal Government, the Municipal Construction Commission has promoted the construction of underground hidden dangers and intelligent defense scenes, and done three things:
The first is to clear the bottom number and outline the three-dimensional base map of the underground space. Using the urban data model, a variety of dynamic and static data related to underground hidden dangers are collected to form a map of the underground home.
The second is to make accurate judgments and establish a comprehensive risk analysis model. Calculate the pavement safety index and identify the risk, which is visualized as a graph of the risk of pavement collapse.
The third is to be able to command and reshape the cross-departmental joint prevention and control mechanism. Establish a coordination mechanism of "horizontal to the edge and vertical to the end", and integrate the forces of various industry departments and construction units to carry out the disposal of relevant underground hidden dangers.
Building an intelligent defense system for urban underground hidden dangers to meet the major needs of adhering to the bottom line of urban safety and ensuring the safety of people's lives and property is an important application to promote the digital transformation of government governance.
Since the operation of the underground hidden danger intelligent defense system, it has covered about 109.5 square kilometers in ten urban areas, systematically analyzed 124 high school risk points, and 86 departments such as urban management and planning funds at the two levels of urban areas have jointly grasped and managed, and have completed nearly 15,000 closed-loop disposals. Among them, 59 high school risk points have been eliminated or downgraded, and 65 high school risks are under monitoring; based on the system, the "1234" system documents for the construction and management of underground municipal facilities in Hangzhou have been introduced one after another; the data generated by the system is deeply integrated with applications such as CIM platform and digital twins to achieve data sharing and grassroots reengineering, and grassroots applications such as the digital ecosystem of the underground pipe network in Linping District have been produced.
In the next step, the system will expand the coverage of the Ping An Asian Games to more than 1,000 square kilometers in ten urban areas, further improve the closed-loop measures for disposal, strengthen the investment of IoT monitoring and early warning equipment, and escort the safe operation of the city.
