For example, Jinan has promoted the comprehensive development of projects such as CBD and Jinan East Railway Station through the implementation of TOD; projects such as underground TOD in Qingdao Cruise Port Area have been fully started; the Lunan high-speed railway and the Provincial Department of Natural Resources are carrying out the comprehensive development zones of railway yards such as Laizhou and Feixian for approval; at the same time, Jinan and Qingdao have also implemented TOD in the construction of airport hubs. In terms of policy, Jinan has issued the "Implementation Opinions on Accelerating the Construction and Development of Rail Transit", and plans to issue the "Management Measures for the Comprehensive Development of Rail Transit LAND", etc. Qingdao City has issued the "Notice on Strengthening the Planning and Control of Land Use along the Rail Transit Line of Qingdao City" and started the preparation of the "Rail Transit TOD Comprehensive Development Strategic Plan". TOD development experience has basically met the conditions for promotion in the province.

The implementation of TOD is of great significance to promote the accelerated conversion and high-quality development of new and old kinetic energy in Shandong Province. According to the construction goal of a strong transportation province, by the end of the "14th Five-Year Plan" period, the province's high-speed rail operation and construction mileage will be 4400 kilometers, rail transit operation and construction mileage will be 700 kilometers, and high-speed rail and intercity railway will achieve full coverage of districted cities. For the progress of Jinan Rail Transit Line 7, 8 and 9, which is of great concern to the majority of Jinan citizens, Chen Sibin said that according to the arrangement of Jinan Economic Work Conference, the rail transit line 7, 8 and 9 projects will be started in 2022.
