In terms of policy, Jinan has issued the "Implementation Opinions on Accelerating the Construction and Development of Rail Transit", and plans to issue the "Management Measures for the Comprehensive Development of Rail Transit LAND", etc. Qingdao City has issued the "Notice on Strengthening the Planning and Control of Land Use along the Rail Transit Line of Qingdao City" and started the preparation of the "Rail Transit TOD Comprehensive Development Strategic Plan". TOD development experience has basically met the conditions for promotion in the province.
