From August 14 to September 7, 1985, Hong Xuezhi visited more than 50 units belonging to the Shenyang Military Region, the Jinan Military Region and the North Sea Fleet on the Liaodong Peninsula and the Shandong Peninsula.
On August 16, the day after Hong Xuezhi went to Dalian to inspect the work, he said to the accompanying naval leaders: "I want to meet Liu Chunyao of Ocean Island and make arrangements!" ”
So who is Liu Chunyao? Why did Hong Xuezhi call him by name? What kind of story do they have between them?
Hong Xuezhi was appointed General Logistics Minister
In January 1980, the Central Military Commission decided to transfer Hong Xuezhi to the post of Director of the General Logistics Department.
Therefore, after 21 years, Hong Xuezhi returned to the General Logistics Department. With regard to this work transfer, Hong Xuezhi knew in his heart that this was not a work transfer in the ordinary sense, and this was even more a high affirmation of the central authorities' character in his party spirit.
After Hong Xuezhi learned of this work transfer, he did not think too much about these things, but instead pondered a question: In today's situation, what kind of logistics should we establish?
One night on New Year's Day in 1980, two servicemen rang the doorbell of Hong Xuezhi's house. The guards opened the door, and when they walked in the door, they saw Hong Xuezhi, dressed in civilian clothes, standing at the door of the living room to greet them.

The two servicemen who came were the chief of staff of the General Logistics Department Headquarters and the deputy director of the General Logistics Department Headquarters Office. The purpose of their visit was to seek advice on the living arrangements of the new Minister upon his arrival. At that time, Hong Xuezhi's appointment order had been officially issued, and he was about to take office in two days.
Hong Xuezhi greeted him in his usual loud voice and said, "Sit, please sit." ”
Before they could speak, Hong Xuezhi said, You have come just in time, I have a few words to say to you. To the surprise of the two, Hong Xuezhi said: "Have you ever thought about what kind of logistics we should build?" ”
This is a very deep question, and two people who are completely unprepared certainly cannot answer it. Hong Xuezhi did not seem to be waiting, he gave his own answer: to build combat logistics!
Soon after, Hong Xuezhi presided over the first all-army logistics minister's forum since he took office. In the face of logistics ministers from all military regions and branches of the armed forces, the central topic of Hong Xuezhi's speech was: What kind of logistics should we build?

The Central Military Commission attaches great importance to this meeting of the General Logistics Department. Marshal Xu Qianqian, vice chairman of the Central Military Commission, personally came to the meeting, and although Xu Shuai was not in good health, he still spoke at the meeting: "If there is no logistical work in the war now, it will be difficult to move forward, and the logistical work will determine the fate of today's war." ”
Xu Shuai's remarks placed logistics work in modern warfare in a very important position, and he supported Hong Xuezhi's thinking on the importance of logistics work from another angle.
At this meeting, Hong Xuezhi put forward five issues that need to be focused on in building combat-oriented logistics: the problem of logistical combat readiness, the problem of logistics system and establishment, the problem of training and scientific research of logistics cadres, the problem of open source and throttling expenditure, and the problem of ideological style.
On 14 April, before the end of the forum, Hong Xuezhi reported the meeting to Marshal Nie Rongzhen, vice chairman of the Central Military Commission.
When Hong Xuezhi returned to the General Logistics Department, the first major thing he grasped was a series of investigations and studies, followed by a major rectification and construction! In Hong Xuezhi's view, if we want to grasp the basic situation of the troops, we must go deep, investigate and study, and not be locked in a house to listen to reports. We only know a rough idea of many things, because we lack meticulous investigation and research, and many situations are not accurate, which must be seriously overcome.

Shortly after May Day, Accompanied by many leaders of the military region, Hong Xuezhi inspected the work of various units for two consecutive months. Earlier, Geng Biao had called Hong Xuezhi and said that he had arranged for him to visit the United States. However, Hong Xuezhi said that he had just returned to the General Logistics Department and was not familiar with the situation, and other leading comrades could be arranged for the matter of foreign visits.
Foreign exchanges in logistics and military affairs are also a very important thing, so Hong Xuezhi recommended Vice Minister Xu Guangyi. In September of that year, a logistics delegation from the Chinese People's Liberation Army led by Vice Minister Xu Guangyi visited the United States.
Hong Xuezhi stayed in China, and he wanted to take the working group and his party to the army to do research and inspection.
In the hot summer, Hong Xuezhi and his team, without branch agencies, made their first stop and went straight to a complex warehouse in Xishan.
This warehouse is located in the suburbs, the distance is a little far, Hong Xuezhi moved his hands and feet, he waved his hand and said: "Go, follow me up the mountain." After descending the mountain, Hong Xuezhi walked around the warehouse again, and the smile on Hong Xuezhi's face disappeared as he walked.

Hong Xuezhi walked into the canteen and looked at the weekly recipe hanging on the wall. I walked into the operation room again, opened the kimchi jar and looked inside. In the soldiers' dormitory, he lifted the bed to look at the quilt, touched the thickness of the futon with his hand, and asked the staff about the temperature of winter and summer.
After turning around inside and out, Hong Xuezhi sat down and listened to the report of the warehouse director and political commissar. When they reported their work, Hong Xuezhi just nodded and did not interrupt. When the two supervisors stopped talking, Hong Xuezhi said: Finished reporting?
The two supervisors were a little confused and said, "The report is over, please ask the chief for instructions!" ”
After hearing this, Hong Xuezhi smiled kindly and said, "I have a rare visit, I want to meet with everyone, and call the soldiers here." ”
The warriors were already waiting outside the house, and everyone wanted to meet the legendary founding general, and when they heard the director of the warehouse, they all rushed in.

Hong Xuezhi smiled and nodded, and when everyone was all seated, he said to everyone kindly: "This time I mainly come to see you." It has been more than 20 years since I left the logistics, and now the Central Military Commission has asked me to come back to work, and I have not understood many situations, and the purpose of coming here is to understand the situation and learn from the comrades. Comrades have worked hard, warehouse work is very important, everyone has any difficulties, ideas and opinions, can be put forward, so that we can improve our work. ”
The officers and men stationed in the warehouse have been living in the mountains far away from the downtown for many years, and they rarely see senior chiefs, and now that they see such a large chief in Beijing so approachable, everyone's heart is warm. Tension and curiosity were eliminated at the same time, and everyone talked a lot about the current situation of warehouse construction, suggestions for improvement, etc.
Hong Xuezhi listened, nodding his head from time to time, and after everyone had finished speaking, he continued:
Your work is directly related to the victory of the war. Materials are well kept, sent and received in a timely manner, and can be guaranteed at any time; if the storage is not good, it is damp, moldy, and deteriorated, and it cannot be taken out when it is urgent, so it will miss a big thing. Therefore, the warehouse work is a very heavy post, the task is very arduous, and it is very honorable. Don't look down on this work, you are the stewards, you must be the red stewards, the party and the people have great hopes for you.
Hong Xuezhi turned to the warehouse leader and said: "The warehouse is located in the middle of nowhere, the conditions are difficult, only by solving the problem of keeping people in the heart can we do a good job in warehouse work." Therefore, the issue of the construction of the reservoir area is the focus of our work..."
After the discussion, Hong Xuezhi inspected around the warehouse again, and when he saw a vegetable field, the pumpkins were knotted, and the round and rolling was very gratifying. Hong Xuezhi smiled and said, "This vegetable field is well grown!" That's what it is, it has to be done! ”
Just as the secretary asked if he would eat here, Hong Xuezhi pointed to the pumpkin and said, "Okay, just eat here." But I have a little request, you use what you produce yourself to entertain me, I think this pumpkin is good. Bought from outside, I don't eat. ”
The lunch dish was indeed the same as the big canteen of the cadres and soldiers, except that the director of the department who could not bear it added a chicken. Hong Xuezhi immediately noticed this, and he pointed to the chicken and asked, "Where did it come from?" The leader of the warehouse replied, "This is our own." ”
Hong Xuezhi smiled satisfactorily, and after filling a spoon with a spoon of soup, he pushed the chicken to the accompanying warehouse leader: You eat, you work hard.
After lunch, Hong Xuezhi took the working group and his party and continued to go to other places for investigation and inspection.
Hong Xuezhi organized the General Logistics Department to conduct a large-scale investigation
In September 1982, the Central Committee of the Communist Party of China decided that Hong Xuezhi would be appointed deputy secretary general of the Central Military Commission and still the director of the General Logistics Department. In March 1985, Hong Xuezhi concurrently served as the political commissar of the General Logistics Department, and so far, in the history of the people's army, only Huang Kecheng and Hong Xuezhi have concurrently served as the director of the General Logistics Department and the political commissar.
From 1982 to 1986, in connection with the annual central work, Hong Xuezhi led the General Logistics Department to carry out large-scale and continuous large-scale investigations, large-scale rectification, large-scale construction, and army logistics work in all aspects of the army's logistics work, showing a vivid and vigorous scene.

However, Hong Xuezhi did not relax his carelessness, but pointed out: The front-line troops of border and coastal defense are in the outpost of national defense, have a very important strategic position, have a harsh natural environment, very difficult conditions, and have the most logistical supply problems.
On February 10, 1982, at a meeting of the Party Committee of the General Logistics Department convened by Hong Xuezhi, it was proposed: "It is necessary to conduct a comprehensive investigation of the logistics work of the border defense and island troops in a planned and organized manner, find out the situation, and solve some practical problems within the scope of possibility." ”
On February 12, Hong Xuezhi made a mobilization report to all the personnel of the General Logistics Investigation Team. He first pointed out sharply that the "drawbacks" that have been formed in the work of the general logistics organs over the years are that they do not understand the following basic situation, that the information they have at hand is inaccurate, and that they are not clear about what problems the troops will continue to solve. Therefore, the work is more passive, often the following feedback is more, to solve, so the blindness is very large. To this end, it is necessary to launch this major investigation.
Before the investigation team was ready to leave, Hong Xuezhi specially instructed the group leaders: "It is not easy to grasp the following real situation, and the work must be done deeply and carefully!" ”
In order to more intuitively and graphically reflect the real situation of the coastal defense forces, each investigation team has brought camera equipment to truly record what the investigation team has seen and heard.
Ocean Island is the forward position of a certain coastal coastal defense on the mainland, surrounded by mountains and steep terrain, and a battalion of a certain missile unit of the navy onshore ship to which Liu Chunyao belongs is stationed on a position called Weeping Niangding.
One day in March 1982, Liu Chunyao received a phone call from the leader in charge of logistics, saying: An investigation team of the General Logistics Department wants to come to understand the situation, and you can speak out if you have any difficulties and strive to get help from your superiors.
After Liu Chunyao learned of this situation, he immediately convened a meeting and studied the content of the outline of the report together. Such reports have been reported many times in the past, but they do not solve the problem, it is just a routine, and I do not know whether there has been any change this time.
Not long after, the investigation team of the General Logistics Department came to Liu Chunyao's battalion headquarters to listen to the report. Before reporting, the staff of the investigation team first briefly introduced the purpose and role of the investigation, hoping that the other party could actively feedback the difficulties in the camp at this stage.

After Liu Chunyao heard the other party's introduction, he felt that the investigation team of the General Logistics Department had really come to solve the problem. When talking about the problems in the logistics supply of the troops, the staff of the investigation team asked very carefully, and their serious and responsible attitude also infected Liu Chunyao.
To this end, he put down the outline in his hand and explained all the difficulties in the camp.
After hearing this, the comrades of the General Logistics Department were all overwhelmed with sorrow for the suffering of the soldiers. To this end, they made up their minds to report the situation in this area to the organization and improve the living conditions of the officers and men stationed on the island as soon as possible.
At the beginning of 1983, the General Logistics Department allocated 337,000 yuan to the missile battalion. Upon hearing this news, the officers and men of the whole battalion were very happy, and after discussion and study, they immediately began to take action to build a new camp. In October of that year, all the officers and men moved into the newly built camp.
In the years that followed, with the coordination and efforts of the leading organs at all levels, other problems of the missile battalion were also properly resolved.
Hong Xuezhi asked to see Liu Chunyao by name
Three years ago, when the investigators came to Haiyang Island east of Dalian to investigate, Liu Chunyao, the commander of the garrison at the time, set aside the prepared words in advance and told the investigators about their difficulties in life. After the investigation team returned, Liu Chunyao's behavior left a deep impression on Hong Xuezhi.
In this way, General Hong Xuezhi remembered the name Liu Chunyao.
Now, three years later, what is the situation of the officers and soldiers on the island? Is Liu Chunyao, a cadre, okay? Hong Xuezhi was eager to know about the changes there, so he decided to go there for himself.
On the morning of 16 August 1985, Liu Chunyao, who had already been transferred to the regimental technical department, suddenly received a phone call from the regimental commander, who told him that Director Hong Xuezhi of the General Logistics Department had inspected the Missile Battalion on Ocean Island today to learn about the logistics construction in recent years and had to see you by name.
At 11:30 a.m., Hong Xuezhi, accompanied by the leaders of the Shenyang Military Region and the commander of the Lushun base, came to the position. During the inspection, one of the leaders accompanying him pointed to Liu Chunyao, who was standing nearby, and introduced himself to Hong Xuezhi: "This is the Liu Chunyao that the chief is looking for. ”

Liu Chunyao did not expect that Minister Hong would deliberately look for him, thinking that he had heard it wrong, and was momentarily stunned. Hong Xuezhi walked quickly toward Liu Chunyao, and Liu Chunyao quickly greeted him and saluted Hong Xuezhi. Hong Xuezhi shook Liu Chunyao's hand and said, "I came to see you on purpose." ”

Hong Xuezhi then asked, "Was the problem solved three years ago?" ”

"Tell me, how is the difficulty here solved?" What else is the problem?"Hong Xuezhi continued to ask. Liu Chunyao gave a detailed report on the situation on the island, and Hong Xuezhi listened intently with a smile on his face.
Hong Xuezhi's inspection at the weeping lady's top lasted more than 40 minutes, and by noon, Hong Xuezhi refused to be retained by the troops and hurriedly left.
