Liang Shilun said that at present, there are still obvious imbalances, uncoordination, development division and other problems on the east and west banks of the Guangdong-Hong Kong-Macao Greater Bay Area, especially the integrated development level of the inner bay core circle composed of the coastlines of Shenzhen, Dongguan, Guangzhou, Zhongshan, Zhuhai and other cities is still not high, and there is a lack of relevant planning for the integrated development of the inner bay area.

With the in-depth promotion of the construction of the "dual zones" and the construction of the "two cooperation zones" in Hengqin and Qianhai, Shenzhen has vigorously implemented the "Western Association" strategy, and launched the research on the linkage development and construction plan between Qianhai and Zhongshan Cuiheng and Dongguan Marina Bay, Zhongshan has implemented the "Dongcheng" strategy to take a solid step towards the eastward development of the bay, Dongguan has planned and built the Marina Bay New Area with high standards, and Guangzhou has supported Nansha to accelerate the construction of a high-level gateway to the outside world that links the Greater Bay Area and faces the world.

Promote the construction of cross-river railways and ring-bay railways, promote the in-depth extension of cross-city subway (rail) lines, strengthen the efficient connection and convenient transfer of high-speed railways, intercity railways and urban subway transportation in the region, and build the "Greater Bay Area on the Tracks" with high standards.

Collaborate to build emerging industrial chains and build world-class industrial clusters

In terms of future industrial construction, Liang Shilun suggested that around the strategic pillar industries and the future industrial development direction, the overall layout of biomedicine, new energy, new materials, quantum communications, artificial intelligence, marine economy and other industries, strengthen R & D and design, science and technology finance, scientific and technological services and other collaborative cooperation, and work together to create a future-oriented "scientific and technological innovation + advanced manufacturing + high-end services" empowerment and upgrading of the modern industrial system.
