Haikou, 21 Jan (China News Service) -- Feng Fei, governor of Hainan Province, said in his government work report at the Fifth Session of the Sixth People's Congress of Hainan Province on 21 January that in 2022, Hainan will focus on projects such as optimizing the layout of ports and the operation of comprehensive law enforcement stations in non-customs areas, and speed up the preparation of software and hardware for the operation of customs closures throughout the island.

The "Overall Plan for the Construction of Hainan Free Trade Port" clearly states that Hainan should make preparations for customs sealing operations by 2025 and start island-wide customs closure operations in a timely manner. Previously, Hainan has announced that it will have the hardware conditions for the sealing of the free trade port by the end of 2023 and complete the preparations for the sealing by the end of 2024.

Feng Fei said that in 2021, the hainan free trade port has accumulated more than 150 landing policies, and the list of preparatory work for customs sealing operations and the drafting of promotion plans have been completed. This year, it is necessary to promote the task of preparing for customs closures in a project-based list, do a good job in projects such as the construction of a multi-functional free trade account system, promote the formulation of management measures for goods and goods entering and leaving the island, and deepen the study of tax reform.

He also said that Hainan will promote the implementation and rolling upgrading of the free trade port policy this year, focusing on the implementation of projects such as the electronic prescription center and the international cultural relics and artworks trading center. Promote the superposition effect between the Regional Comprehensive Economic Partnership Agreement (RCEP) and the Hainan Free Trade Port Policy. Benchmark international high-standard economic and trade rules and carry out high-level open stress tests.

The free trade port dividend promotes Hainan's economic data to "drift red". In 2021, the GDP of Hainan Province will increase by 11.2%, and the growth rate of local general public budget revenue, fixed asset investment, and total retail sales of social consumer goods will be at the forefront of the country in history. This year's regional GDP growth target is expected to be about 9%.

According to Feng Fei, the total sales of duty-free shops on outlying islands in 2021 will be 60.17 billion yuan (RMB, the same below), an increase of 84%. This year, we will enhance the international competitiveness of duty-free shopping and strive for sales of 100 billion yuan.

In 2021, Hainan's export-oriented economy continued to grow at a high rate, with trade in goods and trade in services increasing by more than 50%, economic export-orientation increasing by 7.1 percentage points, the actual utilization of foreign capital increasing by 16.2%, and the newly established foreign-invested enterprises increasing by 92.6%.

"This year, Hainan has strengthened strategic cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, pan-Pearl River Delta, Yangtze River Delta and other regions. Start the construction of haikou and Sanya Qionggang economic cooperation and development demonstration zones, and guide the vast number of overseas Chinese in Qiongjiang to play a greater role in supporting the construction of free trade ports. Feng Fei said. (End)
