Recently, according to reports from the masses, the Discipline Inspection Commission of Yichun City, Heilongjiang, seriously investigated and dealt with Yin Guanghui, former director of the Party and Mass Work Department of the Yichun Sen Industrial Group and vice chairman of the trade union; Wang Junhua, former secretary of the party leading group and director of the Standing Committee of the Tieli City People's Congress; and Zhang Qingzhong, former secretary of the party leading group and director of the Tieli City Public Security Bureau, for obstructing and interfering in the law enforcement of the public security organs.

On the 29th, @Yichun issued a notice on the investigation and handling of the situation, which said:

On the evening of June 10, 2019, Yin Guanghui was found by the traffic police brigade of the Tieli City Public Security Bureau after drinking and driving. Yin Guanghui refused to cooperate with law enforcement, refusing to show her documents and undergo alcohol testing. After repeated persuasions were ineffective, the law enforcement traffic police took compulsory measures to take Yin Guanghui to the police station.

During this period, Yin Guanghui called his wife Wang Junhua, who is the chairman of the Standing Committee of the National People's Congress in Tieli City, to inform him of the situation. Wang Junhua successively called Liu Mou, captain of the traffic police brigade of the Tieli City Public Security Bureau, to inquire about the situation, and called Zhang Qingzhong, director of the Tieli City Public Security Bureau, asking Zhang Qingzhong to come forward to help deal with it. On the way to the police station by public security cadres and police, Yin Xianchao, his daughter Yin Xianchao, who works at the Tieli Maternal and Child Health And Family Planning Service Center, and Zou Xinjian, son-in-law who works in the Discipline Inspection Commission of the Tieli Forestry Bureau, rushed to the scene to obstruct and interfere with the law enforcement of the cadres and police. Subsequently, Zhang Qingzhong rushed to the police station, and without conducting alcohol testing on Yin Guanghui, hindered by Wang Junhua's affection, issued an order to the traffic police brigade and the police station to "suspend the treatment" of Yin Guanghui, and let Yin Guanghui leave the police station to wait for processing.

On June 17, 2019, the Tieli Municipal Public Security Bureau imposed a 10-day administrative detention penalty on Yin Guanghui in accordance with the Public Security Administration Punishment Law.

On June 27, 2019, the Supervision Commission of the Discipline Inspection Commission of Yichun City made the following treatment after investigation and verification:

Yin Guanghui, as a leading cadre of party members, was placed on probation for two years and dismissed from government affairs for violating national laws and regulations, driving a motor vehicle while drunk, not cooperating with traffic police in alcohol testing, and obstructing official business (from the level of a department to a non-leading position at the level of a department);

As the chairman of the Standing Committee of the Tieli Municipal People's Congress, Wang Junhua was dismissed from his party post (removed from the post of secretary of the party group of the Tieli Municipal People's Congress) and dismissed from his post (from the level of a department head to a non-leading post at the deputy department level) for violating work discipline and state laws and regulations and using his influence to interfere with the law enforcement activities of public security organs, and recommended that the Tieli Municipal People's Congress dismiss him from his post as chairman of the Standing Committee of the National People's Congress in accordance with legal procedures, and was ordered to resign as a deputy to the Eighth People's Congress of Tieli City and a representative of the Fourteenth People's Congress of Yichun City;

As the director of the Tieli City Public Security Bureau, Zhang Qingzhong was placed on probation for one year and dismissed from government affairs for violating state laws and regulations, improperly performing his work duties, and abusing his power, and issued an order to the police handling the case to suspend the handling of Yin Guanghui's illegal behavior, and was punished by staying in the party for one year and dismissing him from government affairs (from the deputy division level to the deputy section level to a non-leading position), and suggested that the Tieli City People's Congress remove him from the post of director of the Tieli City Public Security Bureau in accordance with legal procedures.

As a party member and cadre, Yin Xianchao was given a serious warning within the party by the Tieli Municipal Discipline Inspection Commission for obstructing public affairs (the punishment affected by two years), and the Tieli Municipal Health and Health Bureau gave him the punishment of demoting his post level;

Zou Xinjian, a discipline inspection and supervision cadre, did not stop it in time when his wife, Yin Xianchao, obstructed official duties, and took videos and photographs to interfere with law enforcement activities.

On June 25, 2019, the Tieli Municipal Public Security Bureau transferred Yin Xianchao's suspected crime of obstructing public service to the Tieli Municipal People's Procuratorate for review and prosecution.
