The provincial government work report pointed out that in 2021, Hunan's total grain output reached 61.49 billion jin, ranking a high in the past decade. In 2022, the expected goal of "grain output of more than 60 billion catties" has been set, and ensuring that every mu of arable land is effectively utilized is the premise for achieving the goal of agricultural and rural modernization in Hunan, and it is also the confidence to firmly hold the rice bowl of Chinese in their hands.

How to solve the problem of land abandonment? First of all, we must find out why farmers are reluctant to cultivate land. "Busy for a whole year, the harvest still depends on God's face, it is not as good as working to earn more." The compression of income caused by the cost of raw materials such as seeds and fertilizers, and the lack of labor force brought about by the hollowing out of the countryside have objectively led to large areas of fertile land being uncultivated.
