At the just-concluded Fifth Session of the 13th Provincial People's Congress, an important matter triggered heated discussion - the review of the "Hunan Province Implementation of the Land Administration Law of the People's Republic of China" (Draft). This is the first time in the past 20 years that the draft regulations have been deliberated at the people's congress of our province, which shows the importance attached to land management.
"Rice blossoms say good year, listen to the sound of frogs." As a classic picture of the countryside, the endless rolling wheat waves and rice waves play an irreplaceable role in the spiritual homeland of Chinese. However, land abandonment and idleness have become an important crux of the current "three rural problems". When we look at the "field of hope", in addition to the golden ears of rice, there are also many overgrown arable land that has not been cared for for a long time. The abandonment of farmland is heart-wrenching.
Grain is related to the national fortune and people's livelihood, and to ensure food security, we must first ensure the planting area. The provincial government work report pointed out that in 2021, Hunan's total grain output reached 61.49 billion jin, ranking a high in the past decade. In 2022, the expected goal of "grain output of more than 60 billion catties" has been set, and ensuring that every mu of arable land is effectively utilized is the premise for achieving the goal of agricultural and rural modernization in Hunan, and it is also the confidence to firmly hold the rice bowl of Chinese in their hands.
How to solve the problem of land abandonment? First of all, we must find out why farmers are reluctant to cultivate land. "Busy for a whole year, the harvest still depends on God's face, it is not as good as working to earn more." The compression of income caused by the cost of raw materials such as seeds and fertilizers, and the lack of labor force brought about by the hollowing out of the countryside have objectively led to large areas of fertile land being uncultivated. In addition, the "fearlessness" mentality of "deserted and desolate" brought about by the principle of "emptying" according to law is also an important reason for aggravating the problem of rural land abandonment.
"Protect farmland like giant pandas." The "Measures for the Land Administration Law of the People's Republic of China (Draft)" focuses on prominent problems such as the "non-farming" and "non-grainization" of cultivated land, and proposes to "implement the field chief system and achieve full coverage of farmland protection responsibilities". Through legal means, we can find the original reverence and warmth of cultivated land; through measures such as enriching agricultural subsidies, guiding the development of ecological agriculture, and improving the added value of agricultural products, we will drum up the "money bags" of farmers...
