Zhonggong Town was the southern gate of Jinan, and it was also a strategic fulcrum for the Japanese army to threaten the Taishan base area with Tai'an City.
The Japanese deployed a heavy 1 squadron here, and at the north end of the town, a three-story circular stronghold was constructed with strips of stone and cement, and a wire power grid several meters wide was erected around it.

The puppet army stronghold was located near Zhonggong Avenue, and the main strength was two squadrons, one of which was Gao Xuyuan who was scattered from the Liubu stronghold to Zhonggong, and Gao himself had been warned and educated by Chen Jie, secretary of the CPC district party committee.
In addition, there are more than 300 people including special service teams, suppression squads, clearance squads, and police stations.
In late April 1945, the Taishan Military Sub-district decided to remove the Zhonggong pseudo-stronghold. Nan Ping, deputy director of the Political Department, commanded the special service battalion of the Taishan Military Sub-district, the Licheng County Brigade of the Eighth Route Army, and some district squadrons to participate in the battle.

The Jinan Intelligence Committee found out in advance through Liu Yunguang the equipment of the puppet army, and obtained the offensive road map provided by Wang Jin, an internal lineman. After the battle began, the Eighth Route Army launched an attack that progressed smoothly, fighting fiercely for 6 hours, capturing more than 140 puppet troops, surrendering more than 100 guns, and several light machine guns.
In the fierce battle, the Japanese army shrank in the stronghold, sat back and watched the puppet army perish, and never dared to come out to participate in the battle.
The Japanese army had a premonition that it would be difficult to protect itself, and a few days later, it hired dozens of large vehicles and secretly withdrew to Jinan under heavy escort.
At this point, all the mountainous areas in the south of Licheng were liberated, and the anti-Japanese base area in Nanshan was finally formed.
