Create a new form of Taiyuan global group-run school

Promoting the reform of the group-run school model is an important measure to deepen the reform of the education system and mechanism. Deeply promote the reform of the school-running model, actively promote group-run schools, and expand the coverage of high-quality educational resources. In accordance with the requirements of comprehensive education reform, adhere to the "local conditions, comprehensive promotion, high-quality sharing, quality improvement and efficiency", break the restrictions of school administrative affiliation, through regional, cross-regional, cross-administrative level and cross-school segments and other forms, the use of close,loose, clustered, through the integration of various types of school models, expand the supply of high-quality resources, drive the development and upgrading of weak schools, regional education, narrow the gap between schools, between regions, and improve the overall quality of urban and rural school education and the level of schooling. Comprehensively promote the high-quality development of Taiyuan education.

The Guiding Opinions establish five basic principles of government mainstay, urban linkage, adaptation to local conditions, comprehensive promotion and development of diversified characteristics. The main goal is to comprehensively innovate the group-run school model and management system on the basis of the existing exploration of group-run schools, break through the restrictions of administrative levels, administrative regions and school sections, coordinate various social resources, and establish a new form of collectivized school-running in Taiyuan City.

There are four models of group-run schools

The guidance applies to all full-time ordinary primary and secondary schools in Taiyuan City. When promoting group-run schools, governments and schools at all levels may, combined with the actual situation, choose suitable models such as close-knit education groups, through-through education groups, loose school development communities or clustered education communities.

The close-knit education group implements the responsibility system of the group general principal, and the group headquarters comprehensively coordinates the personnel, finance, material and education and teaching management of each branch (campus), and selects the executive principal and management team to each branch (campus), generally adopting the "famous school + X" model, such as: "famous school + weak school", "famous school + rural school", "famous school + new school", etc.

The through-through education group can realize the aggregation between the schools of kindergarten, primary school, junior high school and ordinary high school, break down the barriers of the school section, integrate the high-quality resources of each school section, and implement the through-type training.

The Loose School Development Community is a relatively loose community based on the establishment of a number of famous schools and general schools, or general schools and general schools.

The cluster education community is an education community established on the basis of effectively integrating various resources such as school resources, scientific research institute resources, enterprise and institution resources, venue resources, community resources, social group resources, training institution resources, and international resources within a certain range.

There is a basis for the internal governance of the education group

Education groups must be established under the overall planning and guidance of the education administration. Cross-regional and cross-level entrusted schools to establish an education group, the entrusted management agreement is generally signed by the government of the entrusting party or the administrative department of education and the government of the entrusted party, the administrative department of education or the head school of the group. Branch schools (campuses) of education groups can hang two signs at the same time, one is the name of the school approved by the institutional establishment department, and the other is the name of the "×× Education Group ×× Branch (Campus)" approved by the education department in accordance with the group school model. The establishment of the education group is controlled by scale, and the number of branches (campuses) at the same level of each education group does not exceed 6 in principle.

Party committees and governments at all levels and relevant departments should give group schools more autonomy and internal management rights in accordance with the law, and encourage education groups to establish a modern school management system. Implement the principal responsibility system led by the party organization of primary and secondary schools. The executive principal of each branch (campus) is fully responsible for the work of the branch school and assumes the specific management responsibilities within the group; the middle-level cadres of the branch school (campus) of the group are responsible for the implementation of the daily management work of the school and the department, and the combination of sections and blocks forms a flat organizational structure. Explore the establishment of third-party institutions such as expert committees and parent committees to supervise the daily management of education groups.

The head school of the education group shall select the executive principal, management team and excellent teacher team to each branch (campus), and ensure the quantity and quality of the selected team personnel. The executive principal of the group branch (campus) shall be nominated by the group headquarters as the vice president of the group or a particularly outstanding middle-level full-time position, and the education work committee of the party committee at the same level shall perform the relevant procedures and be appointed as the principal on the basis of merit; the middle-level cadres of the group branch (campus) shall be selected and hired by the education group headquarters and reported to the education administrative department for the record.

The group's teacher recruitment is given autonomy, the group's teaching staff post management implements the "total amount control, dynamic adjustment" mechanism, reasonably approves the teaching staff positions of each school of the group, implements the unified evaluation of professional titles within the group, and appropriately increases and tilts the proportion of middle and senior teachers and the number of post settings, and adjusts them in a timely manner. Establish a unified allocation of teacher resources with the group as the unit, combining recruitment, competitive recruitment and overall transfer. Establish a talent reserve and exchange mechanism of the education group, new teachers need to receive no less than 1 semester of on-the-job training at the main school before the official class, and the two-way exchange of cadres between the group headquarters and the branch school (campus) and the rotation of teachers.

Further improve the assessment and evaluation mechanism of group-run schools, and give appropriate preference to teachers and cadres who have contributed to the promotion of group-run schools and actively participated in rotational exchanges within the group, in terms of salary and treatment, professional title evaluation, post promotion, evaluation of excellence, selection and appointment.

The enrollment of the education group adheres to the principle of "one school, one case", and the enrollment plan, enrollment scope and enrollment method are determined by the education administrative department at the same level. Encourage the education group to explore a variety of talent training methods such as through-line training, special endowment talent training, and study tours.

The education group implements dynamic management, and for the branch schools (campuses) that have grown into high-quality schools, high social reputation, or have their own good development and independent development capabilities, after research by the education group, and after the social stability risk assessment and hearing, they can withdraw from the education group after the consent of the education administrative department to which they belong. After withdrawing from the education group, the original school name remains unchanged, the proportion of communication within the teacher group remains unchanged, and the compact education group becomes a loose education community. The education group has established an early warning mechanism and an elimination mechanism.

Four ways to improve the quality of education group schooling

After the implementation of the group school, how to improve the quality of school running is the focus of parents' attention. In this regard, the guiding opinions have also come up with a plan to improve the quality of education groups.

Cultivate a team of high-level teachers. Establish a mutual assistance mechanism for teaching and research within the group, and carry out joint teaching and research by means of inter-university meetings, teaching mutual visits, special topic cooperation, peer pairing, etc., to form an inter-university teaching and research community led by the main school, responsible for the branch school (campus), linked up and down, and unified management. Formulate a professional growth plan for teachers within the group and create a teacher growth community.

Deepen the development of the school curriculum. On the basis of the high-quality implementation of the national curriculum, the education group should integrate the high-quality curriculum resources and social education resources of the member schools of the group, and build a high-quality curriculum development, sharing and distribution mechanism with the characteristics of the group and regional characteristics.

Establish an information resource sharing platform. Strengthen the integration of the Group's information technology with education and teaching management and subject teaching, and give full play to the role of the information platform in inter-school curriculum resource sharing, education and teaching research, quality monitoring and evaluation.

Promote the development of high-quality features. Promote the high-quality and distinctive construction of the main school and branch schools (campuses) of the Education Group to achieve win-win and sustainable development for all parties. Promote the cultural identity and cultural integration of the education group, and build the group's cultural brand. Within the group, it is necessary to respect the differences, diversity and autonomy of the branch schools (campuses) and realize "one school and one scene, one school and one product, one school and one characteristic".

Group-run schools have policy support and measures to guarantee them

For group schools, the guiding opinions also give policy support and safeguard measures.

Strengthen organizational leadership, set up a leading group for the grouping of primary and secondary schools in Taiyuan City, and coordinate and promote the work of group-run schools in the city. To strengthen institutional guarantees, all counties (cities, districts) should increase support for policies and conditions such as human, financial, and material resources for group-run schools. To implement the funding guarantee, the financial department will include the special funds for group-run schools in the annual budget and increase them year by year.

At the same time, the strengthening of assessment and assessment will include the work of group-run schools in the annual assessment of the people's governments of various counties (cities, districts).
