The case began with a tip-off. After receiving a clue reflecting the problem of Zhao Moumou, the person in charge of the third section of the inspection of the Jinan Slag Disposal Center, the Third Supervision and Inspection Office of the Jinan Municipal Discipline Inspection Commission, the Thirteenth Discipline Inspection and Supervision Group stationed there, and the Tianqiao District Discipline Inspection Commission dispatched elite forces to form a special team.
"Mr. Zhao took advantage of his position to use his power for personal gain and power to seek rent, and provided assistance to relevant units or individuals in the sales of environmental protection equipment, the reduction of construction waste emissions, and the examination and approval of slag disposal matters, and received a total of more than 460,000 yuan in property." Yang Bin, head of the 13th discipline inspection and supervision team appointed by the Jinan Municipal Commission for Discipline Inspection, said that after nearly 4 months of investigation, it was found that Zhao was suspected of accepting bribes and transferred it to the judicial organs. In April last year, Zhao was sentenced by the court to three years in prison.
Through the investigation and handling of the case, the corruption phenomena in various links such as slag management approval, production, transportation, and consumption have gradually surfaced. Subsequently, the special case team found out the fact that Liu Mou, general secretary of the party branch of the Jinan Slag Disposal Center, and 6 other people had violated party discipline and state laws and regulations and were suspected of committing crimes abusing public office, and handed them over to the judicial organs for criminal responsibility.
"The problem of violations of discipline and laws by public employees of the Jinan Slag Disposal Center covers the whole business chain of approval, acceptance, inspection, transportation management, etc., from the 'number one' of the unit to the cadres at the ordinary section level, and corruption shows the characteristics of 'collapse mode'." Du Qinbo, deputy head of the 11th Discipline Inspection and Supervision Group appointed by the Jinan Municipal Commission for Discipline Inspection, said.
After the case occurred, Sun Licheng, member of the Standing Committee of the Shandong Provincial CPC Committee and secretary of the Jinan Municipal CPC Committee, asked relevant departments to seriously investigate and deal with problems in the field of slag supervision in accordance with laws and regulations, and comprehensively rectify from organizational construction to institutional mechanisms.
"It is no accident that corruption cases have occurred in the Jinan Slag Disposal Center, and a profound analysis of the root cause lies in the serious dereliction of duty and dereliction of duty in the implementation of the responsibility of comprehensively and strictly administering the party in the Municipal Slag Disposal Center." In order to do a good job in promoting reform and promoting the treatment of the "second half of the article" with cases, the Jinan Municipal Commission for Discipline Inspection and Supervision put forward discipline inspection and supervision suggestions, including "further compacting the construction management responsibilities of each district and county, overall planning and scientific layout of infrastructure construction in the slag industry; rationalizing the supervision and management mechanism of the slag industry, clarifying the division of responsibilities, preventing multi-headed management and overlapping responsibilities; optimizing and upgrading the construction waste management service information platform, improving the level of refinement of construction waste disposal management; adjusting the construction waste disposal fee collection and management mechanism, Ensuring that financial power matches power", etc.
In order to reshape the good image of the industry, the Jinan Municipal Urban Management Bureau deployed cadres in the overall system, re-established the general party branch team and the grass-roots party branch of the slag disposal center, abolished the muck management offices in 5 districts and counties, stripped the administrative management functions of the slag disposal center, and re-fixed all the staff. On this basis, the Jinan urban management system sorts out the whole chain of construction waste disposal, accelerates process reengineering, improves the relevant supporting systems such as the "Jinan Construction Waste Treatment Special Plan", and improves the integrity risk point investigation and risk prevention and control mechanism.
The Jinan Municipal Urban Management Bureau, together with the Municipal Public Security Bureau, the Municipal Housing and Urban-Rural Development Bureau, the Municipal Transportation Bureau, the Municipal Bureau of Ecology and Environment and other departments, launched a special action to control construction waste in the city, severely cracked down on violations of discipline and law such as excessive loading of construction waste transport vehicles, excessive speed, and inadequate measures for the prevention and control of dust pollution at construction sites, and carried out law enforcement more than 3,400 times, filed more than 2,800 cases of violations of discipline and law, and dealt with and punished 115 party members and cadres.
