The Shanghai Pudong New Area Market Supervision Bureau held that the above-mentioned acts of the parties constituted the second item of Article 25 of the Measures for the Supervision and Administration of the Quality and Safety of the Market Sales of Edible Agricultural Products, which "prohibits the sale of the following edible agricultural products: ... (2) Pathogenic microorganisms, pesticide residues, veterinary drug residues, biotoxins, heavy metals and other polluting substances, as well as other substances harmful to human health, whose content exceeds the limit of food safety standards; ..."
