A kidnapping case led to a case of corruption in the medical system of Laibin City, Guangxi Province, where two presidents were dismissed.
On October 11, the China Discipline Inspection and Supervision Daily released details about the case. In addition to Zhou Fang and Yang Wenbin, former presidents of Laibin People's Hospital, another 76 people were punished.
In 2019, Zhou Fang was sentenced to 13 years and 6 months in prison for accepting bribes and having a large amount of assets of unknown origin.

Back in 2017, Zhou Fang, then president of Laibin People's Hospital, was kidnapped, and three robbers posing as case-handling personnel of the Discipline Inspection Commission took him to a cave, tortured him, and forced him to write down a document to explain his illegal crimes.
After the incident, the robbers destroyed this material, but it still became the key to the local authorities to grasp the problem of Zhou Fang's violation of law and discipline. After sending cadres to prison to interrogate the robbers, the local discipline inspection officials learned that Zhou Fang had accepted a car from a drug dealer in Changsha, Hunan Province, worth more than 200,000 yuan.
After investigation, the medical device manufacturer Ouyang Moumou (hereinafter referred to as Ouyang) helped him buy an imported red off-road vehicle at the behest of Zhou Fang, with an actual price of 470,000 yuan.
Ouyang and Zhou Fang were fellow countrymen, and every time Zhou Fang went back in the past, it was Ouyang who spent money to receive him. In order to hide their eyes and ears, the two had agreed not to use cash for transactions, but to use notes to count and let Ouyang keep the money on his behalf.
According to the statistics of relevant departments, from 2008 to 2016, Zhou Fang repeatedly disclosed to Ouyang the inside information of the hospital's internal procurement equipment to help the other party contract related business. In return, Ouyang successively sent Zhou Fang a "hard fee" of 1.573 million yuan.
Zhou Fang said after arriving at the case that he and Ouyang had a good relationship, trusted each other, and treated each other like nephews. Zhou Fang had previously trusted Yan Mou, he had been afraid of being investigated, and temporarily handed over the kickback given by Yan Mou to the other party for safekeeping, but Yan used this money to buy stocks and repay debts, and could not return the money, so the two also broke up.
For the bribery, Yan once said that no matter who is unwilling to do such a thing, but sometimes they are forced to do nothing.
In order to manage the relationship with Zhou Fang, Yan not only sent tobacco and alcohol, money, and beauty, but also worked hard for the other party's son, which won the trust of the other party.
From 2005 to 2011, Yan relied on Zhou Fang to win several orders, and each time he would send kickbacks to the other party according to 10% to 20% of the settlement amount, totaling 1.8 million yuan.
In addition, the merchants Li Mou, Long Mou and other 3 people also took this as a benchmark and sent benefit fees to Zhou Fang, totaling 6.85 million yuan.
Under the influence of Zhou Fang, some leading cadres of Laibin People's Hospital also fell into the trap of being "hunted". After Zhou Fang was investigated, Yang Wenbin, who took over his post, also fell for accepting bribes.
Yang Wenbin said that when he was vice president, he knew that Zhou Fang was taking money, but the other party was the dean and did not give him a chance at all. Since the other party can take the money, "why don't you take it when I come?"
Even on the day zhou fang was investigated, there were leading cadres in the hospital who were taking bribes.
In 2019, the first instance trial of Zhou Plan was held. After investigation, he had successively sought benefits for 18 people during his tenure and accepted bribes of 18.106 million yuan. In addition, he also has 10.4824 million yuan of money that cannot be explained.
