The "number one" has been given important powers and shoulders important political responsibilities for managing the party and governing the party. The satisfaction of desires and thoughts again and again made him more fearless. During his reign in Qianjiang, many projects became a bargaining chip for Yang Hongwei to collude with officials and businessmen and flaunt his political achievements. He blindly launched various projects regardless of the actual situation, which eventually led to the local debt ratio exceeding the warning, and a large number of rotten tail problems remained to this day, leaving the people of the whole region with heavy burdens.

High position does not abuse power, and weight does not seek personal gain. To strengthen supervision over the "number one" and prevent the abuse of power, it is necessary to implement to the letter the "Opinions of the CPC Central Committee on Strengthening Supervision over the "Number One" and the Leading Body, refine the implementation measures, straighten out the supervision mechanism, and form a joint force in solving the difficult problems of the "number one" supervision. As the key to the "key minority", the "number one" must always bear in mind that power is not a "private domain", that no one has absolute power outside the law, and that anyone exercising power must serve the people, be responsible to the people and consciously accept the people's supervision.
