Hegang Chenggang, formerly known as Chengde Iron and Steel Factory, was built in 1958. Before it, there was already a steel company in Chengde called Rehe Iron Ore Plant.

Speaking of this old factory, we must start from before the founding of New China.
In 1940, the Japanese built a concentrator and power plant in Shuangtou Mountain (i.e., Shuangta Mountain). In August 1942, the first phase of the concentrator was completed, the Preparation Project for the Damiao Mining was completed, and part of the ore body was mined. At the same time, the special railway line between Shuangtou Mountain and Damiao was opened.
At the beginning of 1944, the concentrator was completed and officially put into operation. After the iron powder was selected, it was transported to the Daughter River Refinery in Jinzhou and transported to Japan via Huludao. By the time Japan surrendered, 144,000 tons of ore were looted from the Great Temple.
In 1945, japan surrendered, the Damiao Mine returned to the hands of our Party, and the Jireliao Industrial Company sent people to be responsible for the work of the Damiao Mine, and formed a picket team of more than 30 workers to be responsible for mine protection. In November of the same year, our party took over the Shuangtoushan Concentrator and renamed it Limin Factory. In December of the same year, the Rehe Provincial Party Committee decided that Shuangtashan, a district of Luanping County, would be placed under the jurisdiction of the seventh district of Chengde City.
In August 1946, the Kuomintang 13th Army entered and occupied the Damiao Mine, and some workers of the Shuangtou mountain concentrator withdrew north with the Eighth Route Army.
In the Civil War between the Kuomintang and the Communist Party, our Party won three major victories in the battle. From January to July 1949, the former Rehe Provincial Military District sent assistants to the Damiao Mine and Shuangtou Mountain to protect various equipment and wait for the opportunity for large-scale construction.
After the establishment of the People's Government of the Northeast Administrative Region, the Nonferrous Metals Administration Bureau of the Ministry of Heavy Industry sent people to manage the Damiao Mine and the Shuangtoushan Concentrator. At the same time, the Rehe Provincial Department of Industry sent people to be responsible for specific work, set up the Damiao Mine and the Shuangtou Mountain Protection Center, and 26 armed police officers dispatched by the Chengde City Public Security Bureau were responsible for protection.
On May 15, 1953, the Damiao Mine, the Shuangtoushan Concentrator and the Shouyu tomb copper mine were included in 156 former Soviet aid projects.
In 1954, experts sent by the former Soviet Union arrived in Chengde one after another, including 22 people including Mark Guangxi Mov (comprehensive group), Semenov (smelting group), Yarsov (mine group), and Sorada Chinkov (mineral processing group).
In order to adapt to the First Five-Year Plan, in 1954, the Central Ministry of Heavy Industry renamed the Rehe Office of the Nonferrous Metals Bureau as the Rehe Iron Ore Factory, which was assigned to the leadership of the Iron and Steel Industry Administration, and consisted of the Damiao Geological Exploration Team, the Shuangtoushan Concentrator Management Office and the Daughter River Smelter Management Office.
This is the first mining, selection and metallurgical joint enterprise directly under the central government in Chengde, with 10 departments and offices in the Xiaohong Building in front of Dehui Gate.
At this time, the Chengde Iron and Steel Factory had not yet been prepared. It was not until 1958 that the Chengde Iron and Steel Plant began to prepare. In 1959, Rehe Iron Ore Factory merged with Chengde Iron and Steel Factory, and Chengde Iron and Steel Company was established.
Therefore, Rehe Iron Ore Plant is the "big brother" of Chengde Iron and Steel Plant.
