Recently, the Ministry of Housing and Urban-Rural Development issued 9 documents on "Construction Supervision and Punishment (Withdrawal)", which punished 1 unit and 8 individuals:
●Henan Rongmian Highway Engineering Co., Ltd. (formerly Henan Xiangtai Road and Bridge Co., Ltd.) was sentenced to revoke its administrative license for the first-class qualification of general contracting of municipal public works construction by using false materials and fraudulent means to obtain the first-class qualification of general contracting of municipal public works construction, and was not allowed to apply for the administrative license again within 3 years;
●Chen Wei, as the project director engineer, organized the implementation of the special operation qualification certificate of the special operation personnel who did not strictly manage the special operations in the process of supervision, and had the main supervision responsibility for the occurrence of the general production safety responsibility accident, and was punished with the administrative punishment of stopping the registration of the supervision engineer for 3 months;
●Mao Baoyi, as the project director engineer, did not timely discover that Jining Happy Construction Labor Service Co., Ltd. was engaged in tower crane installation operations without tower crane installation qualifications, failed to stop its illegal installation of tower crane in time, and had the main supervision responsibility for the occurrence of the general high-altitude falling production safety liability accident, and was punished with an administrative penalty of stopping the registered supervision engineer from practicing for 3 months;
●Gao Weiqi, as the chief engineer of building 1#-4 of the Fuchun Mountain Residence Project in Zoucheng City, seriously failed to perform his duties, did not stop the construction unit's unauthorized off-site processing, use of "slimming steel bars" and reduced the type of steel bars, did not participate in the acceptance of the engineering branch, caused great losses, assumed the main supervision responsibility, and was punished with an administrative penalty of stopping the registration of supervision engineers from practicing for 1 year;
●Qiao Wei, as the chief engineer of the 5#-10# building of the Fuchun Mountain Residence Project in Zoucheng City, seriously failed to perform his duties, did not stop the construction unit's unauthorized off-site processing, the use of "slimming steel bars" and the reduction of the steel bar model, did not participate in the acceptance of the engineering branch, caused great losses, assumed the main supervision responsibility, and was punished with an administrative penalty of stopping the registration of supervision engineers from practicing for 1 year;
● Gao Yong, as the chief engineer of the 1#, 2#, 4#, and 6# buildings of the Zoucheng Tianyuan Weiye Project, failed to perform the duties of the superintendent engineer, knew about the unauthorized off-site processing and use of "slimming steel bars" by the construction unit, but seriously failed to perform his duties, failed to stop it, caused great losses, assumed the main supervision responsibility, and was sentenced to an administrative penalty of stopping the registration supervision engineer from practicing for 1 year;
●Fan Rui, as the chief engineer of the 3#, 5#, 7#, 8#, 9# floor and underground garage of zoucheng Tianyuan Weiye Project, did not manage in place, did not stop the construction unit from processing and using "slimming steel bars" without authorization, assumed the responsibility of supervision, and was punished with an administrative penalty of stopping the registered supervision engineer from practicing for 1 year;
●Chang Zhilong, as the director engineer of the Wuzhuang shantytown transformation project in Rencheng District, failed to perform his duties, neglected to supervise the problem of "slimming down steel bars", and was responsible for the supervision of the supervision unit's negligence and dereliction of duty, and was punished with an administrative penalty of stopping the registration of the supervision engineer from practicing for 1 year;

After our ministry issues a notice of revocation of administrative license opinions to your unit in accordance with the law, your unit submits a written defense. After research, it was decided not to adopt the defense opinion.
In accordance with the provisions of Articles 69 and 79 of the Administrative Licensing Law of the People's Republic of China and Articles 29 and 36 of the Provisions on the Administration of Qualifications of Construction Enterprises, our Ministry has decided to revoke the administrative license for the first-level qualification of general contracting of municipal public works construction of your unit, and shall not apply for the administrative license again within 3 years.
If you are not satisfied with this decision, your unit may apply to our ministry for administrative reconsideration within 60 days from the date of receipt of this decision or file an administrative lawsuit with the people's court within 6 months.

On October 28, 2021, our Ministry issued to you the Notice of Administrative Punishment Opinions of the Ministry of Housing and Urban-Rural Development (Jiandu Penalty Notice [2021] No. 43), which you signed on November 19, 2021, and did not submit a written statement (defense) or hearing request within the specified time.
In accordance with article 58 of the Regulations on the Administration of Safety Production in Construction Projects, our Ministry has decided to give you an administrative penalty of stopping the practice of registered supervision engineers for 3 months. In accordance with article 72 of the Regulations on the Quality Management of Construction Projects, our Ministry has decided to give you an administrative penalty of suspending the registration of supervision engineers from practicing for 1 year.
