It is understood that Guanyintang Xiaocai Street has a history of decades, radiating more than 10 communities such as Yunlong Community, Chenjia Lane and Lijia Lane around it, covering more than 5,000 people, accounting for 50% of the total number of residents of Guanyintang. While greatly facilitating the lives of the masses, it is also accompanied by many dirty and chaotic phenomena. During the rush period, the phenomenon of random parking of vehicles, "tongue-spitting" operation of vendors, random piling of vegetable leaf garbage everywhere, and unhygienic dead corners are particularly eye-catching. During peak periods, it is difficult for vehicles and pedestrians to pass, and for decades, the surrounding residents have been miserable, and although the relevant departments have repeatedly rectified it, they still have little effect.
"Every morning at five o'clock outside began to noisily grab stalls, seriously affecting rest, going out to work in the morning, sending children dare not drive, the road is too congested, often in front of the door to block for more than 10 minutes, too much impact on our normal life." Successive party general branches of the Guanyintang community have been trying to solve this problem, but they are not satisfactory. Considering that Xiaocai Street has a long history and the Guanyintang community has a certain distance from the main urban area, the ban on Xiaocai Street will cause great inconvenience to the lives of the surrounding people, the General Party Branch of the Guanyintang Community carefully listened to the opinions of the residents' representatives, and combined with the actual situation, formulated the "Guanyintang Community Guanyintang Xiaocai Street Management System".
The system clearly stipulates the opening time of the market (postponed to 8 o'clock in the morning), placement requirements, charging standards, environmental sanitation and other contents, and at the same time set up a management group composed of resident group leaders, party members, and enthusiastic people to cooperate with the law enforcement bureau to supervise and standardize the operation of vegetable vendors every morning.
After the system was clarified, the community began to plan 60 fixed booths and 30 temporary booths, each of which registered the personal information of the stall owner, and collected a deposit of 200 yuan as a booth use and environmental sanitation and cleaning expenditure. Vendors no longer have to go out in the middle of the night every day to occupy their stalls. "In the past, when everyone was taking away their own garbage, many people repeatedly dissuaded them from listening, and now with this system, there are many, and they are not afraid of not finding people, and the security deposit has also played a certain binding role. After the implementation of the system, Xiaocai Street was in good order, and there was no longer any dirty chaos and traffic jams. "After the delay in opening, we can finally get a good night's sleep, pick up and drop off babies and work hours and no longer get stuck in traffic!" And every day after work, I can buy vegetables and cook directly at the door of the house, I can save time for lunch break, and the residents of our area call it our "Happiness Street"! After the standardization and rectification, the vendors also unanimously recognized, "In the past, in order to sell a little self-grown vegetables, we had to go out in the middle of the night to seize the stalls, and sometimes everyone even fought hard in order to grab the seats, and now it is good to clarify the stalls, no longer need to get up early, the market order is standardized, and we all think that this system is good."
