In 2009, Vietnam Veterans came forward and revealed that at least 7,800 soldiers had unwittingly taken LSD, causing them severe psychological trauma.

The investigation lasted nearly two decades, until 1995, when Clinton took office, when he finally publicly apologized to the public, acknowledging the existence of the MKUltra program, but saying it was only a "special means of a special period."
