In the film, Lasser plays a grumpy warden who ranks first in the country in terms of the number of inmate riots, medical expenses, and prison guard transfers at the state prison he leads. More critically, he believes that the inmates and the governor (Roberts) did not give him the respect he deserved. He tried many punishments, but still could not get the prisoners to obey the rules, and the governor gave him an ultimatum: either take care of the prisoners or shut down. At the suggestion of his right-hand man Dwight (Lawrence), he came up with a very "creative" idea to manage prisoners and save millions of dollars, and this idea came from the Human Centipede movie!
