Public resumes show that Wulan, female, Mongolian, born in November 1962, Inner Mongolia Kezuo Zhongqi people, graduate students of the Central Party School. He began his career in December 1978 and joined the Communist Party of China in November 1984. Wulan was the secretary of the Inner Mongolia Autonomous Region Committee of the Communist Youth League, the deputy secretary of the Inner Mongolia Autonomous Region Yikezhao League Committee (at the level of the main office), the deputy secretary of the Ordos Municipal Committee of the Inner Mongolia Autonomous Region (at the level of the main office), and the deputy secretary and president of the Inner Mongolia Autonomous Region Bayannaoer League.

Wu Lan was promoted to Vice Chairman of the Inner Mongolia Autonomous Region Government in November 2003, became a member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee in November 2006, then concurrently served as the director of the Propaganda Department of the Inner Mongolia Autonomous Region Party Committee, and in October 2016 was transferred across provinces to deputy secretary of the Hunan Provincial Party Committee.

According to the Hunan Daily New Hunan client's "Leadership Column" update on November 20, Zhu Guoxian has been appointed deputy secretary of the Hunan Provincial Party Committee, and Wulan is no longer in charge.
