The Spanish club hopes to bring in the young player on a paid loan first and execute a buyout for £16m next summer.
Valencia have already met with Guendouzi's agent, who are interested in the 21-year-old.
Valencia hopes to get a response from Arsenal by the end of next week. Arsenal may prefer to sell Guendouzi directly to fund other deals, including the introduction of Lille defender Gabriel.
