According to John Cross, a reporter for the British media daily mirror, Valencia is trying to strike a deal with Arsenal on Guendouzi.
The Spanish club hopes to bring in the young player on a paid loan first and execute a buyout for £16m next summer.
Valencia have already met with Guendouzi's agent, who are interested in the 21-year-old.
Valencia hopes to get a response from Arsenal by the end of next week. Arsenal may prefer to sell Guendouzi directly to fund other deals, including the introduction of Lille defender Gabriel.
Arsenal also want to sign a midfielder, with Atletico's Thomas Partey being one of their targets, while they also want to go on loan to Daniel Ceballos Fernández.
