If Murai makes the final decision to agree to restart, the Onagawa Nuclear Power Plant will become the first nuclear power plant in the areas hit hard by the 3.11 earthquake to be restarted.

On March 11, 2011, the "3.11" earthquake struck Japan, triggering a huge tsunami and the Fukushima nuclear disaster, killing tens of thousands of people.
