In the summer of the second year (1095) of the Northern Song Dynasty, Hu Anrong served as the lord of Pengyang City (from Qipin), during which he actively acted, on the one hand, organizing the people to make the roads in the city as smooth as whetstones; on the other hand, in order to prevent soil erosion, Hu Anrong led the soldiers to plant trees in the city and warned the masses not to be trampled and eaten by cattle and sheep. Hu Anrong's measures to control Peng won the hearts of the people, and the people all gleefully relayed to each other, praising Hu Gong for his "benevolence and grass and trees." The people "Si Hu Gong Grace" erected a monument to record the deeds of Hu Anrong on the stone stele and stood on the West Mountain.
